RESOLUTION
REGARDING ELGIN IMAGE COMMISSION RECOGNITION AWARDS
WHEREAS, the City Council has previously approved a program by the Elgin Image
Commission where a formal recognition program would be established to honor individuals with a
connection to Elgin who have received regional or national prominence; and
WHEREAS, the Elgin Image Commission has recommended to the City Council that for
2016 Mary Bramer,C. Dean Chipman and Jane Hampton Chipman,Paul Flory,Ph.D.,and Max K.
Horwitt, Ph.D., be given recognition awards; and
WHEREAS, Mary Bramer a School District U-46 teacher who, in 1949, contracted polio.
Completely paralyzed and unable to breathe without assistance, she learned to use her diaphragm
muscles to breathe and through therapeutic treatments regained partial movement in her fingers. She
obtained her high school diploma,graduated from the University of Illinois and in 1960,accepted a
position as an English teacher at Kimball Junior High School. Throughout her 25 year career, she
authored many writings that were published in professional journals and created curricular materials
that were provided to other teachers through workshops; and
WHEREAS,C.Dean Chipman and Jane Hampton Chipman were leaders and innovators in
the cultural life of Elgin for over 50 years. Their accomplishments include: creating the prestige of
the Elgin Academy Art Gallery; co-founder of the Elgin Choral Union; developing the performing
arts at Elgin Community College;manager of the Elgin Symphony Orchestra; founder of the Elgin
Symphony League; instrumental in opening the Hemmens Auditorium; member of the City's
Cultural Arts Commission;coordinating the Travel and Adventure Series which provided residents
to be transported as armchair travelers to all parts of the world; and originating the Lenten Organ
Series at the First Congregational Church; and
WHEREAS,Paul Flory,Ph.D.,an American chemist and Nobel laureate,was known for his
prodigious volume of work in the field of polymers,or macromolecules.After graduating from Elgin
High School in 1927, he became a leading pioneer in understanding the behavior of polymers in
solution.He was one of a team of scientists who developed Nylon. From 1961 through 1975 he was
a professor at Stanford University and in 1974 won the Nobel Prize in Chemistry "for his
fundamental achievements, both theoretical and experimental, in the physical chemistry of
macromolecules." After his retirement, he consulted for IBM and years after his death was
posthumously inducted into the Alpha Chi Sigma Hall of Fame; and
WHEREAS, Max K. Horwitt, Ph.D., an internationally recognized scientist,worked in the
field of human nutrition. From the 1930s through the 1950s, he did research on ascorbic acid,
Vitamin C, and the B vitamins (niacin, riboflavin and thiamin). In the 1950s and 1960s, he was
known for his findings on Vitamin E. He was the director of the L.B. Mendel Research Laboratory
and researcher at the Elgin State Hospital(now Elgin Mental Health Center). He was acting director
of the research division of the Illinois Department of Mental Health and he was a professor of
biological chemistry at the University of Illinois Medical School in Chicago until 1968. He relocated
to St. Louis University School of Medicine and subsequently held a research position into
malnutrition at the Chiang Mai Medical School in Thailand and later in the departments of
biochemistry and generic medicine at SLU. Dr.Horwitt's reputation increased after his studies due
to his work with the United Nations and the World Health Organization on nutrition issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS,that Mary Bramer, C.Dean Chipman and Jane Hampton Chipman,Paul Flory,
Ph.D., and Max K. Horwitt, Ph.D. be and are hereby awarded formal recognition as having been
prominent members of the Elgin Community.
