Kozal, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute on behalf of the City of Elgin addendum no. 1 to collective bargaining agreement between the City of Elgin and Service Employees International Union Local 73 Municipal Division Elgin Public Works Chapter, a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: December 21, 2016 Adopted: December 21, 2016 Vote: Yeas: 8 Nays: 0 Abstain: 1 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk ADDENDUM NO. 1 TO COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF ELGIN AND SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 73 MUNICIPAL DIVISION ELGIN PUBLIC WORKS CHAPTER THIS ADDENDUM NO. 1 to a collective bargaining agreement is made and entered into this 21st day of December , 2016, by and between the City of Elgin (herein called the "City") and the Service Employees International Union Local 73 Municipal Division, Elgin Public Works Chapter(herein called the "Union"). WHEREAS, the City and the Union have previously entered into a collective bargaining agreement with a term of January 1, 2015 through December 31, 2017 (herein called the "Agreement"); and WHEREAS, Article IX, Section 1 of the Agreement entitled "Wages" provides in part that the parties agree to a reopener for wages effective January 1, 2017, for the purpose of discussing a wage settlement which would be effective during the fiscal year commencing January 1, 2017, and retroactive to January 1, 2017; and WHEREAS, Article IX, Section 1 of the Agreement further provides that effective January 1. 2017, employees covered by the Agreement shall receive hourly wage increases commensurate with wage increases provided to the City's police or fire bargaining units or to non-bargaining unit management employees, whichever is the greatest; and WHEREAS, the wage increases provided to the City's police and fire bargaining units for 2017 are in the amount of a 2.5% across-the-board hourly wage increases effective January 1, 2017; and WHEREAS, the City and the Union wish to agree to a final wage settlement for Union employees covered by the Agreement to be effective during the fiscal year commencing January 1, 2017. NOW, THEREFORE, IT IS AGREED by the City and the Union as follows: 1. Article IX, Section 1 of the Agreement entitled "Wages" be and is hereby amended as follows: a. An additional provision is added to such section as follows: "Effective January 1, 2017, employees covered by this Agreement shall receive a 2.5% across-the- board hourly wage increase. b. The foregoing 2.5% across-the-board hourly wage increase for employees covered by the Agreement effective January 1, 2017, is the final settlement and resolution of the reopener for wages and the final wage settlement to be effective during the fiscal year commencing January 1, 2017, and is the final settlement and resolution of the so- called "me too" provision with respect to wage increases for the period of January 1, 2017, through December 31, 2017." 2. Except as amended in this Addendum No. 1 the Agreement between the City and the Union shall be in force and effect. IN WITNESS WHEREOF, the parties hereto have entered into and executed this Addendum No. 1 as of the date and year first written above after ratification by Union membership and approval by the city council.
