16-106 • Resolution No. 16-106 RESOLUTION AUTHORIZING EXECUTION OF AMENDMENT AGREEMENT NO. 1 WITH B&W CONTROL SYSTEM INTEGRATION, LLC FOR PHASE 2 OF THE SUPERVISORY CONTROL AND DATA ACQUISITION SERVER AND SOFTWARE UPGRADE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that pursuant to Elgin Municipal Code Section 5.02.020B(9) the City Council hereby finds that an exception to the requirements of the procurement ordinance is necessary and in the best interest of the city; and BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard G. Kozal, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute an agreement on behalf of the City of Elgin with B&W Control System Integration, LLC for Phase 2 of the supervisory control and data acquisition server and software upgrade, a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: August 10, 2016 Adopted: August 10, 2016 Omnibus Vote: Yeas: 9 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk AMENDMENT AGREEMENT NO. 1 THIS AMENDMENT AGREEMENT is hereby made and entered into this 10th day of August , 2016, by and between the City of Elgin, a municipal corporation, (hereinafter referred to as the "City"), and B&W Control System Integration, LLC (BWCSI), an Illinois limited liability company,(hereinafter referred to as the "Engineer"). WHEREAS, the City and the Engineer have previously entered into an agreement dated June 10, 2015, wherein the City engaged the Engineer to furnish certain professional services in connection with the Riverside Supervisory Control and Data Acquisition ("SCADA") Refresh Project(hereinafter referred to as the"Subject Agreement"and the "Project"); and WHEREAS, the parties hereto have determined it to be in their interests to amend the original agreement to add additional phase 2 services for the Project including replacing the SCADA virtual service with new virtual service that run the latest versions of applicable software. NOW,THEREFORE,for and in consideration of the mutual undertaking as set forth in the Subject Agreement, and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged,the parties hereto agree as follows: 1. That Section 1 C of the Subject Agreement is hereby amended by adding the following to the end thereof: "The Engineer shall also provide for Phase 2 of the Project the equipment and services described in Engineer's proposal dated June 10, 2016,attached hereto and made a part hereof as Attachment A-1." 2. That Section 2B of the Subject Agreement is hereby amended by adding the following to the end thereof: "A Project schedule for Phase 2 of the Project is included within Attachment A-1 hereto." 3. That Section 4A of the Subject Agreement is hereby amended by adding the following to the end thereof: "For equipment and services provided by the Engineer for Phase 2 of the Project added to the Subject Agreement pursuant to Amendment No. 1,the Engineer shall be paid a lump sum of Thirty-Eight Thousand Five Hundred Dollars ($38,500.00), regardless of the actual costs incurred by the Engineer unless substantial modifications to the scope of work are authorized in writing by the Director and approved by the parties by way of written amendment to this agreement." 4. That the changes provided to the Subject Agreement is provided in this Amendment Agreement are germane to the original contract as signed and this Amendment Agreement is in the best interests of the City of Elgin and is authorized by law. 5. That except as amended in this Amendment Agreement the Subject Agreement shall remain in full force and effect. 6. That in the event of any conflict between the terms of the Subject Agreement, and the provisions of this Amendment Agreement,the provisions of this Amendment Agreement shall control. Each plant has one virtualized SCADA server and one physical SCADA server acting in a redundant pair. The virtualization component was performed as Phase 1 of this Project. Elgin's SCADA servers run an older version of iFIX (5.5) on Windows Server 2003 R2, which is no longer supported by Microsoft. The Phase 2 component involves replacing the existing SCADA virtual servers with new virtual servers that run the latest versions of both Windows Server and GE iFIX. There are no immediate Microsoft licensing costs to implement this Project because Elgin will not be increasing the number of Windows Server licenses used under the Enterprise Agreement with Microsoft. Likewise, there are no direct costs to upgrade to the latest version of GE iFIX because Elgin maintains an active subscription to GE GlobalCare, which entitles the Water Department to this upgrade. Due to Elgin's fiber connectivity between the Airlite and Riverside plants, B&W Control Systems Integration (BWCSI) recommends that each treatment plant host a redundant virtual server from the other treatment plant. In other words, the physical host server at Riverside will host both a Riverside SCADA virtual server and an Amite SCADA virtual server. The physical host server at Airlite will do the same thing. This design improves reliability because it allows SCADA to fully function even if one of the two physical host servers were to fail entirely. In order to do this,some network hardware would need to be upgraded to match the capabilities of the fiber connection itself. This equipment,along with the labor to implement it,is included in this proposal. As a result of this Project,the Elgin Water Department SCADA system will be more secure, more reliable, and better positioned to implement future improvements, such as an enterprise Historian. Environment Preparation • Create new Windows Server 2012 R2 virtual servers and configure networking. • Two new virtual servers each will be created on AirliteHost and RiversideHost servers(alongside the existing SCADA servers). • Install additional network card into AirliteHost and RiversideHost to facilitate cross-location SCADA hosting. • Coordinate with Elgin IT to coordinate required network communications between treatment plants. • Replace firewalls and switches with new hardware. • Activate FirePOWER security services on new Cisco MA firewalls to provide insight into SCADA network traffic. 'FIX Installation • Install'FIX 5.8 on newly created virtual servers. • Migrate iFIX configuration from existing SCADA servers. • Verify and test cross-location SCADA hosting. - r /r B&W Control Systems Integration Page 3 of4 City of Elgin• 160582.50 Client Acceptance Testing • Retarget Elgin staff's SCADA access to new SCADA servers. • Power off existing SCADA servers. • Verify everything still working properly to Elgin's satisfaction. Documentation • Update SCADA Network Diagram and deliver updated PDF copy to the Water Superintendent. BWCSI Assumptions / Owner Responsibilities • Owner will maintain fiber-based network connectivity between the Airlite and Riverside facilities for as long as cross-location SCADA is implemented. • Owner will make available to BWCSI appropriate IT staff in order to assist in the planning and configuration of network connectivity between Airlite and Riverside treatment plants. Owner IT will also assist in adding new servers to the domain, if required. • Owner will provide up to 10 days of site access for installation, programming, and startup on normal business days between 7:00 am and 3:30 pm.Work past 3:30 pm can be agreed upon as needed, provided BWCSI can secure the site(s) upon departure. • Owner will make available appropriate operations staff to verify proper SCADA functionality during the Client Acceptance Testing portion of the Project. • Owner understands that warranty on materials will be provided strictly by the manufacturer. No additional labor or materials warranties are provided by BWCSI. Project Schedule BWCSI is available to begin work 6/27/2016.
