RESOLUTION
AUTHORIZING PROMOTIONAL EVALUATION AND ASSESSMENT SERVICES
BY THE ILLINOIS FIRE CHIEFS ASSOCIATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
pursuant to Elgin Municipal Code Section 5.02.020B(9) the City Council hereby finds that an
exception to the requirements of the procurement ordinance is necessary and in the best interest of
the city; and
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that promotional evaluation and assessment services by the Illinois Fire Chiefs
Association be and are hereby authorized and approved in the total amount of$22,912,pursuant to
the Illinois Fire Chiefs Association quotation dated May 3,2013,a copy of which is attached hereto
and made a part hereof.

PROMOTIONAL EVALAUATION&ASSESSMENT SERVICE QUOTE
The Illinois Fire Chief Association Promotional Evaluation &Assessment Service(PEAS) provides the following service
quote to conduct a Lieutenant Assessment Center for the Elgin Fire Department. The Plan#3 quote is based on the
provided information that the Assessment Center will consist of three(3)exercises; Structured Oral, In-basket, and
Tactical Exercises and be administered to up to forty-five(45) Candidates over three(3)days.
LIEUTENANT
1. Assessment Center—Plan#3
a. Assessment Center(scores only) $560/candidate
i. $560 x 45 candidates= $25,200
b. Assessor Travel $40/hour per Assessor
i. $40 x 9 Assessors= $360 x 3 hours(round trip) = $1,080/per day
ii. $1,080/per day x 3 days=$3,240
iii. Training/breakfast meeting =$200
c. Optional Services
i. Pre-Assessment Training Workshop(4-hours)-$500 flat fee
ii. Post meeting with Candidates(strengths&Weaknesses) $145/candidate
iii. Post meeting with Decision Makers$100/candidate
Summary of Costs
The estimated cost to complete the three-day Lieutenant Assessment Center as listed above with no optional services is
$28,640
Quantity Discount—Over twenty(20) Candidates (10% discount) = $2,864
Over forty(40) Candidates (20% discount) = $5,728
Assessment Quote- $28,640 20% discount $22,912
