The Resolution adopted by the City Council on January 11, 2012, received on
February 28, 2012, was approved as of April 10, 2012.
This provides for the maintenance of various municipal streets from January 1,
2012 to December 31, 2012 and appropriates $3,045,000.00 of Motor Fuel Tax
(MFT) Funds for the subject section(s).
Additionally, the Detailed Estimate of Maintenance Cost in the amount of
$3,045,000.00 for maintenance was also approved as of April 10, 2012.
The authorization for expenditure of $3,045,000.00 for maintenance from the
City's Unobligated MFT Account is authorized and will be recorded on the next
Monthly Allotment Notification Letter.

2012 Motor Fuel Tax Resolution

OBJECTIVE:
Perform effective infrastructure maintenance.
RECOMMENDATION:
App.ove the 2012 motor fuel tax resolution in the amount of$3,045,000.
BACKGROUND
Motor Fuel Tax (MFT) funds are tax monies collected by the state for road maintenance. These
funds are collected at the time of purchase and include gasoline and diesel fuel. The state dis-
tributes a portion of MFT revenues to local governments and is based on population, inflation
and miles driven. In 2012, the city's share is projected to be $2.6 million.
To use MFT funds, the Illinois Department of Transportation (IDOT) requires a resolution which
must include specific projects. The work must be related to the maintenance/operation of
streets, drainage pipes, street lights and traffic signals. The projects on the resolution can be
performed by in-house crews or by a contractor and are subject to IDOT review.
In 2011, the administration of the MFT program was restructured and most of the MFT alloca-
tion was transferred to the General Fund. The transfer is justified by providing reports on MFT
eligible costs and in house projects. These actions reduced IDOT's role in the MFT program to
three steps.
1. Review the annual resolution;
2. Review the annual close out documentation; and
3. Program audits.
The old structure required that a significant amount of time was spent coordinating with IDOT.
For each project, IDOT approved bid specifications, contracts, change orders and close-out doc-
uments. The timetable for each step was not predictable and each step could take anywhere
from two weeks to two months, which led to project delays and contractor frustration. The new

structure saves time and administrative effort. In 2011, this procedural change paid off as it
gave the city flexibility to make late changes to the resurfacing program. Under the old model,
several projects would not be complete. These projects include:
■ The Century Oaks East resurfacing project
■ The Williamsburg Subdivision resurfacing project
■ Highland Springs and Robin Ridge resurfacing project
OPERATIONAL ANALYSIS
The action requested at this time is to approve the 2012 MFT resolution, which will then be
sent to IDOT for review and approval. As in prior years, there will also be a comprehensive city
MFT road maintenance program which will include contracted projects and material purchases.
The scope correlates to the MFT General Fund transfer. Listed below is a draft of the 2012 con-
tracted road maintenance program.
Draft: 2012 Contracted Road Maintenance Program
Traffic Signal Maintenance — Meade Electric has performed this work since 2006.
In November, 2011, this program went back out to bid and a new agreement will
be on the December 21 council agenda. This work consists of servicing and main-
taining traffic signal equipment. At this time, the city maintains 56 signalized in-
tersections.
Traffic Signal and Street Light Painting—This program is not planned for 2012.
Pavement Markings (Paint and Epoxy) — A citywide striping program is planned
with the goal to enhance the safety of both vehicle and pedestrian traffic. School
crosswalks will be a point of emphasis and virtually every school crosswalk will
be restriped. The cost associated with school crosswalk restriping will be reim-
bursed by IDOT through the Safe Routes to School Grant.
Intermittent Resurfacing — Streets being considered for the project are: Villa
Street, West River Road and Bode Road. The project limits on each street will be
defined at a later date. Approximately $900,000 has been budgeted for resurfac-
ing.
Material Purchasing — Salt, asphalt and street light materials will be purchased.
The salt purchase is included on the actual MFT resolution and is part of the
state bid and not subject to the IDOT review process.
Road Weather Information System (RWIS) - A RWIS is a structure that transmits
weather and road condition information. Sensors measure a range of conditions.
Including pavement temperature, pavement status (wet, dry, snow), wind speed

and direction, precipitation (amount, occurrence, type), humidity and visibility.
The data collected will be primarily used to coordinate anti-icing efforts. The ex-
act location of the first RWIS site will be determined at a later date.

FINANCIAL ANALYSIS
The 2012 estimated funding for the MFT program is $3,045,000. This funding is comprised of
two sources:
1. The state allocation - $2,600,000
2. Jobs Now funding for 2011 - $445,000
IDOT treats Jobs Now funding the same as MFT funding. As a result, it is accounted for on the
annual MFT Resolution. Direct MFT expenditures will be limited to a $500,000 salt purchase.
The remaining $2,545,000 will be transferred to the General Fund. From this transfer approx-
imately $1,345,000 will be used to pay for contracted road maintenance programs and
$1,200,000 will be used to fund in house road maintenance.
