RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH
HAMPTON, LENZINI AND RENWICK, INC.
(Traffic Signal Operations Management Project)
BE IT RESOLVED that Sean R. Stegall, City Manager, and Kimberly A. Dewis, City Clerk,
be and are hereby authorized and directed to execute an agreement on behalf of the City of Elgin
with Hampton, Lenzini and Renwick, Inc. for monitoring and operation of traffic signal systems, and
coordination and oversight of the electrical maintenance contractor in connection with the Traffic
Signal Operations Management Project, a copy of which is attached hereto and made a part hereof by
reference.

THIS AGREEMENT is made and entered into this 14th day of November, 2012, by and
between the CITY OF ELGIN, an Illinois municipal corporation (hereinafter referred to as "CITY")
and Hampton, Lenzini and Renwick, Inc., an Illinois corporation (hereinafter referred to as
"ENGINEER").
WHEREAS, the CITY desires to engage the ENGINEER to furnish certain professional services in
connection with the CITY's Traffic Signal Operations Management (hereinafter referred to as the
PROJECT); and,
WHEREAS, the ENGINEER represents that it is in compliance with all Illinois Statutes relating to
professional registration and has the necessary expertise and experience to furnish such services
upon the terms and conditions set forth herein below.
NOW, THEREFORE, for and in consideration of the mutual promises and covenants contained
herein, the sufficiency of which is hereby mutually acknowledged, the CITY hereby retains the
ENGINEER to act for and represent it regarding the PROJECT to the extent of and as described
herein, and subject to the following terms and provisions:
1. SCOPE OF SERVICES
a. All work hereunder shall be performed under the direction of the Director of Public
Works of the CITY, herein after referred to as the "DIRECTOR."
b. The services to be provided by the ENGINEER are assistance with the monitoring and
operation of the CITY's traffic signal systems and coordination and oversight of the
CITY's Electrical Maintenance Contractor as set forth in Exhibit A attached hereto and
made a part hereof. These services include, but are not limited to, the following:
(1) Traffic signal operation and database monitoring, via computer from the
ENGINEER'S office, on a monthly basis and as necessary.
(2) Electrical Maintenance Contract coordination, as required per the agreement to
include oversight of the Electrical Maintenance contract.
(3) On -site checking of signal controllers and equipment, as specified in the scope
of services.
(4) Handling of public complaints related to traffic signal operations, as specified in
the scope of services.
(5) Traffic signal and street lighting equipment inventory, as specified in the scope
of services.
(6) Traffic signal energizing, inspections and maintenance transfers, as specified in
the scope of services.
(7) Electrical maintenance contract extra work, upon request.
(8) Traffic signal timing optimization and implementation, upon request.
(9) Review of traffic signal and lighting plans, shop drawings, and traffic impact
studies, upon request.
(10) Inspection of roadway lighting, upon request.
(11) Development of traffic signal specifications and design policies, upon request.
(12) Development of recommendations for traffic signal funding, budget, and
upgrade programs, upon request.
(13) Preparation of traffic engineering studies, upon request.

a. Monitoring of the CITY, traffic signal system shall be conducted on a monthly basis or
as stipulated in the scope of services listed in the RFP. Other services included in this
agreement shall be provided by the ENGINEER as listed in the RFP under scope of
services, from the date of authorization of this Agreement until the termination of the
agreement by either party or expiration of the contract term.
b. Monitoring of the CBD traffic signal system shall be conducted once per month or as
necessary. All other services included in the scope of work shall be provided upon
request or as outlined in the scope of services in the RFP.
C. The ENGINEER shall submit to the DIRECTOR a status report noting the services and
activities conducted during the reporting period, as outlined in the scope of services in
the RFP. A brief narrative shall be provided identifying progress, findings, and
outstanding issues. The results of the monthly signal system database monitoring shall
be submitted to the DIRECTOR via email by the next business day following the
monitoring activity.
3. WORK PRODUCTS
All work products prepared by the ENGINEER pursuant hereto including, but not limited
to, reports, designs, calculations, work drawings, studies, photographs, models, and
recommendations shall be the property of the CITY and shall be delivered to the CITY upon
request of the DIRECTOR provided, however, that the ENGINEER may retain copies of such
work products for its records. Such work products are not intended or represented to be
suitable for reuse by the CITY on any extension to the PROJECT or on any other project,
and such reuse shall be at the sole risk of the CITY without liability or legal exposure to the
ENGINEER. ENGINEER'S execution of this Agreement shall constitute ENGINEER'S
conveyance and assignment of all right, title and interest, including but not limited to any
copyright interest, by the ENGINEER to the CITY of all such work product prepared by the
ENGINEER pursuant to this Agreement. The CITY shall have the right either on its own or
through such other engineers as determined by the CITY to utilize and /or amend such work
product.
4. PAYMENTS TO THE ENGINEER
a. For services provided to monitor the traffic signal system as listed in CORE SERVICES
under the scope of work, the ENGINEER shall be paid monthly the sum of Four
Thousand Six Hundred Forty -Four and 95/100 Dollars ($4,644.95) within 30 days after
receipt and approval of invoice, such amount being delineated in Exhibit A -2 attached
hereto and made a part hereof. For the on -call services to be provided by the
ENGINEER upon the request of the CITY, the ENGINEER shall be paid at the direct
hourly rate of its employees performing such services with estimates thereof being set
forth in Exhibit A -2 hereof. The ENGINEER shall submit a monthly invoice to the CITY
as a condition precedent to the CITY providing any such monthly installment.
b. For outside services provided by other firms or consultants used by the ENGINEER,
the CITY shall pay the ENGINEER the invoiced fee to the ENGINEER, plus five
percent.
C. Reimbursement for vehicle mileage shall be at the current federally - allowable rate.
5. INVOICES
The ENGINEER shall submit invoices in a format approved by the CITY. Status
reports shall be included with all payment requests, and shall be submitted in a PDF
format.
b. The ENGINEER shall maintain records showing actual time devoted and cost incurred.
The ENGINEER shall permit the authorized representative of the CITY to inspect and
audit all data and records of the ENGINEER for work done under this Agreement. The
ENGINEER shall make these records available at reasonable times during the
Agreement period, and for a year after termination of this Agreement.
6. TERMINATION OF AGREEMENT
Notwithstanding any other provision hereof, the CITY may terminate this Agreement at any
time upon fifteen (15) days prior written notice to the ENGINEER. In the event that this
Agreement is so terminated, the ENGINEER shall be paid for services actually performed
and reimbursable expenses actually incurred prior to termination, except that reimbursement
shall not exceed the task amounts set forth under Paragraph 4 above.
TERM
This Agreement shall become effective as of the date the ENGINEER is given a notice to
proceed and, unless terminated for cause or pursuant to Paragraph 6, shall extend through
December 31 st, 2015. The CITY, may, at its sole discretion extend the contract term for two
additional one -year periods beginning January 1st, 2016 and ending December 31st, 2016
and then again on January 1st, 2017 and ending December 31st, 2017. Notice to extend the
agreement past the initial three year contract term shall be given in writing to the Engineer
within 45 days prior to the end of the specified contract term. Not more than one price
increase shall be made for and during the cumulative 2 -year period for the aforementioned
two 1 -year contract extension options. Any such price increase during the aforementioned 2-
year cumulative option term shall not exceed the Consumer Price Index (All Items) for
Chicago- Gary- Kenosha for that year.
8. NOTICE OF CLAIM
If the ENGINEER wishes to make a claim for additional compensation as a result of action
taken by the CITY, the ENGINEER shall give written notice of his claim within 15 days after
occurrence of such action. No claim for additional compensation shall be valid unless so
made. Any changes in the ENGINEER's fee shall be valid only to the extent that such
changes are included in writing signed by the CITY and the ENGINEER. Regardless of the
decision of the DIRECTOR relative to a claim submitted by the ENGINEER, all work required
under this Agreement as determined by the DIRECTOR shall proceed without interruption.
9. BREACH OF CONTRACT
If either party violates or breaches any term of this Agreement, such violation or breach shall
be deemed to constitute a default, and the other party has the right to seek such
administrative, contractual, or legal remedies as may be suitable to the violation or breach;
and, in addition, if either party, by reason of any default, fails within fifteen (15) days after
notice thereof by the other party to comply with the conditions of the Agreement, the other
party may terminate this Agreement. Notwithstanding the foregoing, or anything else to the
contrary in this Agreement, with the sole exception of an action to recover the monies the

CITY has agreed to pay to the ENGINEER pursuant to Paragraph 4 hereof, no action shall
be commenced by the ENGINEER against the CITY for monetary damages. ENGINEER
hereby further waives any and all claims or rights to interest on money claimed to be due
pursuant to this Agreement, and waives any and all such rights to interest which it claims it
may otherwise be entitled pursuant to law, including, but not limited to, the Local
Government Prompt Payment Act (50 ILCS 501/1, et seq.), as amended, or the Illinois
Interest Act (815 ILCS 205/1, et seq.), as amended. The parties hereto further agree that
any action by the ENGINEER arising out of this Agreement must be filed within one year of
the date the alleged cause of action arose or the same will be time - barred. The provisions of
this paragraph shall survive any expiration, completion and /or termination of this Agreement.
To the fullest extent permitted by law, ENGINEER agrees to and shall indemnify, defend,
and hold harmless the CITY, its officers, employees, agents, boards, and commissions from
and against any and all claims, suits, judgments, costs, attorneys' fees, damages, or other
relief, including but not limited to workers' compensation in any way resulting from or arising
out of this agreement without regard to cause, fault or negligence.. In the event of any action
against the CITY, its officers, employees, agents, boards, or commissions covered by the
foregoing duty to indemnify, defend, and hold harmless such action shall be defended by
legal counsel of the CITY's choosing. The provisions of this paragraph shall survive any
expiration, completion, and /or termination of this Agreement.
11. NO PERSONAL LIABILITY
No official, director, officer, agent, or employee of the CITY shall be charged personally or
held contractually liable under any term or provision of this Agreement or because of their
execution, approval or attempted execution of this Agreement.
12. INSURANCE
a. Comprehensive Liability. The ENGINEER shall provide, pay for, and maintain in
effect, during the term of this Agreement, a policy of comprehensive general liability
insurance with limits of at least $1,000,000 aggregate for bodily injury and $1,000,000
aggregate for property damage.
The ENGINEER shall deliver to the DIRECTOR a Certification of Insurance naming the
CITY as additional insured. The policy shall not be modified or terminated without
thirty (30) days' prior written notice to the DIRECTOR.
The Certificate of Insurance which shall include Contractual obligation assumed by the
ENGINEER under Article 10 entitled "Indemnification" shall be provided.
This insurance shall apply as primary insurance with respect to any other insurance or
self- insurance programs afforded to the CITY. There shall be no endorsement or
modification of this insurance to make it excess over other available insurance;
alternatively, if the insurance states that it is excess or prorated, it shall be endorsed to
be primary with respect to the CITY.
b. Comprehensive Automobile Liability. Comprehensive Automobile Liability
Insurance covering all owned, non - owned, and hired motor vehicles with limits of not
less than $500,000 per occurrence for damage to property.
C. Combined Single Limit Policy. The requirements for insurance coverage for the
general liability and auto exposures may be met with a combined single limit of
$1,000,000 per occurrence, subject to a $1,000,000 aggregate.
d. Professional Liability. The ENGINEER shall carry Engineers' Professional Liability
Insurance Covering claims resulting from error, omissions, or negligent acts with a
combined single limit of not less than $1,000,000 per occurrence. A Certificate of
Insurance shall be submitted to the DIRECTOR as evidence of insurance protection.
The policy shall not be modified or terminated without thirty (30) days' prior written
notice to the DIRECTOR.
13. CONSTRUCTION MEANS, METHODS, TECHNIQUES, SEQUENCES, PROCEDURES,
AND SAFETY
The ENGINEER shall not have control over or charge of and shall not be responsible for
construction means, methods, techniques, sequences, or procedures, or for safety
precautions and programs in connection with the construction, unless specifically identified in
the Scope of Services.
14. NONDISCRIMINATION
In all hiring or employment made possible or resulting from this Agreement, there shall be no
discrimination against any employee or applicant for employment because of sex, age, race,
color, creed, national origin, marital status, or the presence of any sensory, mental, or
physical handicap, unless based upon a bona fide occupational qualification, and this
requirement shall apply to, but not be limited to, the following: employment advertising, layoff
or termination, rates of pay or other forms of compensation, and selection for training,
including apprenticeship.
No person shall be denied or subjected to discrimination in receipt of the benefit of any
services or activities made possible by or resulting from this Agreement on the grounds of
sex, race, color, creed, national origin, age except minimum age, and retirement provisions,
marital status, or the presence of any sensory, mental, or physical handicap. Any violation of
this provision shall be considered a violation of a material provision of this Agreement and
shall be grounds for cancellation, termination, or suspension, in whole or in part, of the
Agreement by the CITY.
15. ASSIGNMENT AND SUCCESSORS
This Agreement and each and every portion thereof shall be binding upon the successors
and the assigns of the parties hereto; provided, however, that no assignment shall be made
without the prior written consent of the CITY.
16. DELEGATIONS AND SUBCONTRACTORS
Any assignment, delegation, or subcontracting shall be subject to all the terms, conditions,
and other provisions of this Agreement and the ENGINEER shall remain liable to the CITY
with respect to each and every item, condition, and other provision hereof to the same extent
that the ENGINEER would have been obligated if it had done the work itself and no
assignment, delegation, or subcontract had been made. Any proposed subcontractor shall
require the CITY's advanced written approval.

NO CO- PARTNERSHIP OR AGENCY
This Agreement shall not be construed so as to create a partnership, joint venture,
employment, or other agency relationship between the parties hereto.

The parties intend and agreed that, if any
other provision of this Agreement, or an y
otherwise unenforceable, all other portions

convenience and for reference and in no way are they intended to define, limit, or describe
the scope of intent of any provision of this Agreement, nor shall they be construed to affect in
any manner the terms and provisions hereof or the interpretation or construction thereof.
MODIFICATION OR AMENDMENT
This Agreement and its attachments constitutes the entire Agreement of the parties on the
subject matter hereof and may not be changed, modified, discharged, or extended except by
written amendment duly executed by the parties. Each party agrees that no representations
or warranties shall be binding upon the other party, unless expressed in writing herein or in a
duly executed amendment hereof, or change order as herein provided.
APPLICABLE LAW
This Agreement shall be deemed to have been made in, and shall be construed in
accordance with the laws of, the State of Illinois. Venue for the resolution of any disputes or
the enforcement of any rights pursuant to this Agreement shall be in the Circuit Court of
Kane County, Illinois.
NEWS RELEASES
The ENGINEER may not issue any news releases without prior approval from the
DIRECTOR, nor shall the ENGINEER make public proposals developed under this
Agreement without prior written approval from the DIRECTOR prior to said documentation
becoming matters of public record.
The ENGINEER shall cooperate with any other consultants in the CITY's employ or any work
associated with the PROJECT.
INTERFERENCE WITH PUBLIC CONTRACTING
The ENGINEER certifies hereby that it is not barred from bidding on this contract as a result
of a violation of 720 ILCS 5/33E et seq. or any similar state or federal statute regarding bid
rigging.
25. SEXUAL HARASSMENT
As a condition of this contract, the ENGINEER shall have written sexual harassment policies
that include, at a minimum, the following information:
a. the illegality of sexual harassment;
b. the definition of sexual harassment under state law;
C. a description of sexual harassment, utilizing examples;
d. the vendor's internal complaint process including penalties;
e. the legal recourse, investigative, and complaint process available through the Illinois
Department of Human Rights and the Illinois Human Rights Commission;
f. directions on how to contact the department and commission;
g. protection against retaliation as provided by Section 6 -101 of the Human Rights Act.
A copy of the policies shall be provided by ENGINEER to the Department of Human Rights
upon request 775 ILCS 5/2 -105.
26. WRITTEN COMMUNICATIONS
All recommendations and other communications by the ENGINEER to the DIRECTOR and
to other participants which may affect cost or time of completion shall be made or confirmed
in writing. The DIRECTOR may also require other recommendations and communications
by the ENGINEER be made or confirmed in writing.
27. NOTICES
All notices, reports, and documents required under this Agreement shall be in writing and
shall be mailed by First Class Mail, postage prepaid, addressed as follows:

28. COMPLIANCE WITH LAWS
Notwithstanding any other provision of this AGREEMENT it is expressly agreed and
understood that in connection with the performance of this AGREEMENT that the
ENGINEER shall comply with all applicable Federal, State, City, and other requirements of
law, including, but not limited to, any applicable requirements regarding prevailing wages,
minimum wage, workplace safety, and legal status of employees. Without limiting the
foregoing, ENGINEER hereby certifies, represents, and warrants to the CITY that all
ENGINEER'S employees and /or agents who shall be providing products and /or services with
respect to this AGREEMENT shall be legal residents of the United States. ENGINEER shall
also at its expense secure all permits and licenses, pay all charges and fees, and give all
notices necessary and incident to the due and lawful prosecution of the work and /or the
products and /or services to be provided for in this AGREEMENT. The CITY shall have the
right to audit any records in the possession or control of the ENGINEER to determine
ENGINEER'S compliance with the provisions of this section. In the event the CITY proceeds
with such an audit, the ENGINEER shall make available to the CITY the ENGINEER'S
relevant records at no cost to the City; and ENGINEER shall pay all costs of any such audit.
IN WITNESS WHEREOF, the parties hereto have entered into and executed this Agreement
effective as of the date and year first written above.

CITY OF ELGIN
TRAFFIC SIGNAL OPERATION MANAGEMENT & ENGINEERING
SCOPE OF SERVICES
The following is the scope of services for a traffic signal operation management &
engineering contract between the engineering consultant (hereafter referred to as THE
ENGINEER) and the City of Elgin (hereafter referred to as The City). Core services
shall be provided by THE ENGINEER for an annual fee, paid on an equal monthly
basis. Additional services shall be available on request and shall be provided upon
request on a time and materials (fee) basis as outlined in the final agreement and
approved by the Elgin City Council and THE ENGINEER.
I. Core Monthly Traffic Engineering Services
The following services shall be provided by THE ENGINEER (certified and qualified
traffic engineering staff) on a recurring monthly basis throughout the duration of the
contract term:
A. Traffic Signal Operation & Database Monitoring — Remote Access
THE ENGINEER shall check the traffic signal controller programmed databases
(auto- compare) once a week and as necessary for unauthorized changes,
detection problems and communication problems. This shall be accomplished
from THE ENGINEER's office for traffic signal systems that can be accessed
remotely via modem, Ethernet, or remote access point. The weekly auto -
compare of these traffic signal systems shall ensure the preservation &
maintenance of the traffic signal controller databases and identify maintenance
problems to involve the City's Electrical Maintenance Contractor. THE
ENGINEER and /or equipment vendor shall provide documentation of when the
problems began and when the problems were corrected. Site visits to the
affected areas may be necessary to ensure that the systems are working
correctly once the problems have been identified and corrected.
B. Traffic Signal Operation & Database Monitoring — On Site
THE ENGINEER shall check the traffic signal controller settings in the controller
cabinets for time -based coordinated systems (without physical interconnect or
remote communications access) to correct controller clock settings, keeping
intersections in the system in synchronization. THE ENGINEER shall drive -test
the systems to ensure proper operation. This on -site monitoring shall be
conducted on a weekly basis or as required to ensure the performance of the
system. THE ENGINEER shall provide a weekly report to The City specifying
when the drive -test inspections were performed and shall detail the problems
found and any efforts made to fix or repair them.

C. Electrical Maintenance Contract Coordination
THE ENGINEER traffic engineering staff shall coordinate with The City's
Electrical Maintenance Contractor. The Engineer on a daily basis, or as
necessary, shall address traffic signal maintenance issues and resolve them
through The City's Electrical Maintenance Contract. THE ENGINEER shall
perform quarterly, on -site inspections in the Feld to ensure that all contract signal
maintenance is being adequately performed such that all signals are inspected
throughout the course of the contract year. The Engineer shall attend quarterly
traffic signal maintenance meetings (or as necessary) with appropriate city staff,
City Electrical Maintenance Contractor representatives and THE ENGINEER
traffic engineering staff. THE ENGINEER shall be responsible for the
coordination and approval of all invoicing, collection and compilation of data and
records submitted by the City's Electrical Maintenance Contractor, and shall
serve as the intermediary and shall be the first to mitigate disputes between the
City and the City's Electrical Maintenance Contractor in terms of worked
performed, invoicing and other areas of performance in the electrical
maintenance contract.
D. Public Complaints on Traffic Signal Operation
THE ENGINEER shall investigate public complaints related to traffic signal
operation and maintenance as directed by city staff. THE ENGINEER shall
resolve complaints through signal timing adjustments or if necessary coordinate
with the City's Electrical Maintenance Contractor and /or traffic signal equipment
vendor /supplier. THE ENGINEER shall notify the appropriate City of Elgin
contact of corrective measures and follow -up with the complaining party if
directed by The City.
E. Traffic Signal Energizing, Inspections and Maintenance Transfers
• THE ENGINEER shall perform field inspection(s) of traffic signal and roadway
lighting construction by the electrical contractors working outside of the City's
Electrical Maintenance Contract and assists in energizing new or modified
traffic signals and temporary traffic signals, as directed by The City.
• THE ENGINEER shall perform maintenance transfer inspections between
project/development contractor and the City's Electrical Maintenance
contractor.
• THE ENGINEER shall provide the City, and involved agencies with the
necessary inspection and /or maintenance transfer documentation.
• THE ENGINEER shall attend scheduled ICC railroad /traffic signal
interconnect inspections per City request.
F. Traffic Siqnal and Roadway Liqhtinq Equipment Inventory
THE ENGINEER shall inventory traffic signal and lighting equipment, including
reserve equipment in the shop and functional equipment on the street. The
Engineer shall maintain an inventory database for the City in an Excel format,

and provide annual recommendations for replacement/upgrade of equipment
inventory. THE ENGINEER also provide information and recommendation on
manufacturer / vendor / supplier representatives to update traffic signal
equipment software / firmware to the latest version for video detection cameras,
pan - tilt -zoom (PTZ) cameras, malfunction management units (MMU), conflict
monitors (CFM) and uninterruptable power supplies (UPS), etc.
Additional Traffic Engineering Services Available Upon Request
The following services shall be provided by THE ENGINEER traffic engineering staff
upon request by the City, on a one -time basis or a recurring basis (or fee basis), as
desired and directed by City staff.
A. Electrical Maintenance Contract Extra Work
Per direction by City staff, THE ENGINEER shall develop appropriate traffic
signal hardware and /or software modifications to be performed by the City's
Electrical Maintenance Contractor. Typical traffic signal modifications might
include, but not be limited to:
• vehicle detection modification
• upgrade of traffic signal controllers
• traffic signal equipment software upgrades
• traffic signal phasing modification- signal cabinet wiring modification
• interconnection of traffic signals to an existing signal system
• addition of emergency vehicle preemption equipment
THE ENGINEER shall prepare appropriate traffic signal plan revisions and
inspect the resulting work.
B. Traffic Signal Timing Optimization & Implementation
Per direction by City staff, THE ENGINEER shall develop and implement
optimized traffic signal timing plans for various time periods, for weekday and
weekend traffic, and provide the City with appropriate documentation. THE
ENGINEER shall also "time -base coordinate" traffic signals which are not
physically interconnected to improve traffic flow, at City request.
C. Review of Traffic Signal & Lighting Plans, Shop /Equipment Drawings, Traffic
Impact Studies
• THE ENGINEER shall review traffic signal and roadway lighting plans, shop
drawings - equipment catalog cuts, and development traffic impact studies per
request by City staff.
• THE ENGINEER shall forward review comments to the City and other
involved agencies /parties if directed to do so.
• THE ENGINEER shall attend plan review meetings if requested by the City.
• THE ENGINEER shall review photo enforcement plans per the City's request.
• THE ENGINEER shall perform or review lighting design photometric analysis
if directed by City staff.
D. Roadway Lighting Inspection
In addition to review of roadway lighting plans, photometric analysis, equipment
catalog cuts and specification /special provision development mentioned above,
THE ENGINEER shall assist in the inspection of newly constructed roadway
lighting and existing lighting per The City's request, as well as maintenance
transfer inspections.
E. Develop Traffic Signal Specifications, Special Provisions and Design Guidelines
& Policies
THE ENGINEER shall develop and update the City of Elgin's traffic signal
specifications, special provisions and development related traffic signal and
roadway lighting design guidelines and policies, per City request. THE
ENGINEER shall provide advice, guidance and recommendations on technology
updates, future upgrade requirements, cost savings opportunities and
improvement program budgeting.
F Funding, Budget & Signal Upgrade Program Recommendations
THE ENGINEER shall prepare funding /budget recommendations for traffic signal
and roadway lighting modernization as well as bicycle and pedestrian related
improvements. THE ENGINEER shall pursue Federal funding such as CMAQ,
Safe Routes to School and available State funding, completing the appropriate
application paperwork, if directed by City staff.
G. Traffic Studies
Per the City's request, THE ENGINEER shall perform traffic studies, including
but not limited to:
• traffic counts
• speed studies
• accident data analysis
• traffic signal and all -way stop warrant review.
EXHIBIT A
The Anticipated Scope of Services includes monthly monitoring of the remotely - accessible interconnected
traffic signal systems (currently the CBD system), transmittal of a monthly report of the monitoring results
to the CITY, and coordination with the CITY°s Electrical Maintenance Contractor on a daily basis, ff
necessary, to address signal maintenance issues to include citizen complaint calls, etc. Several on -call
services are included and shall be provided upon request. This exhibit supplements the detailed narrative
Scope of Services included in Exhibit A.
