11-85 Resolution No. 11-85 RESOLUTION REQUESTING PERMIT FROM THE ILLINOIS DEPARTMENT OF TRANSPORTATION TO CLOSE PORTIONS OF STATE ROUTES 19, 25, 31 AND 58 FOR THE ELGIN VALLEY FOX TROT WHEREAS, the City of Elgin has applied for and received permission from this Council to stage the "Elgin Valley Fox Trot", a ten (10) mile marathon race within the city limits of Elgin on Monday, May 30, 2011, from 8:00 a.m. until 10:00 a.m., conditioned upon securing permission from the Illinois Department of Transportation to close portions of State Routes 19, 25, 31 (turn lanes) and Route 58 and detour traffic for such purposes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that immediate application be made to said Department for permission as hereinbefore specified; and BE IT FURTHER RESOLVED that the City assume full responsibility during the time the detour is in effect, and all liabilities for damage of any kind occasioned by the closing of the state routes. It is further agreed that an efficient, all weather detour will be maintained and conspicuously marked for the benefit of traffic deviated from the state routes. s/David J. Kaptain David J. Kaptain, Mayor Presented: May 11, 2011 Adopted: May 11, 2011 Omnibus Vote: Yeas: 7 Nays: 0 Attest: s/Jennifer Quinton Jennifer Quinton, Acting City Clerk ELGIN THE CITY IN THE SUBURBS- AGENDA ITEM: F MEETING DATE: April 27, 2011 ITEM: Consideration of a Resolution Requesting Permit from the Illinois Department of Transportation to Close Portions of State Routes for the Fox Valley Elgin Fox Trot (No Cost to the City) OBJECTIVE: To protect the participants of the annual Elgin Valley Fox Trot by closing portions of state routes RECOMMENDATION: Approve a resolution requesting a permit from the Illinois Department of Transportation for closure of the designated state routes for the annual Elgin Valley Fox Trot and associated activities on Monday, May 30, 2011 BACKGROUND The city of Elgin is hosting the 34th Annual Elgin Valley Fox Trot on Monday, May 30, 2011. This event offers races for all levels of competition, including a 10 mile run, a 5K run and a 2 mile fun walk for the entire family. The race, which historically draws over 2,000 runners, has a loyal following of participants and community volunteers, as well as on-lookers who line the neighborhood streets to cheer on the runners. OPERATIONAL ANALYSIS Runners look forward to the challenging course, which begins in the Center City area continues through beautiful historical neighborhoods. Using this traditional course, Fox Trot requires certain state-controlled streets to be closed at several points in the city (Illinois Routes 19 and 25; turning lanes on Illinois Routes 31 and 58). The city is required to obtain permission from the Illinois Department of Transportation (IDOT) for these closures. Proceeds from the Fox Trot are utilized to fund the city's Youth Scholarship Fund. Participants will also be able to make donations and receive pledges to run on behalf of the Youth Scholarship Fund in addition to four Elgin not-for-profit organizations: the Boys and Girls Club, Community Crisis Center, United Way and the YWCA.
