11-57 Resolution No. 11-57 RESOLUTION AUTHORIZING FILING OF APPLICATION AND ANNUAL ACTION PLAN FOR A GRANT UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 WHEREAS, Title 1 of the Housing and Community Development Act of 1974 provides for block grant funding assistance to units of local governments for the purpose of strengthening the ability of said governments and elected officials to determine the community development needs, set priorities, and allocate resources to various activities; and WHEREAS, the City Council of Elgin, Illinois, has determined that additional emphasis is needed in the area of community development in order that beneficial solutions to the preservation and rehabilitation of affordable housing, the rehabilitation of public facilities, and support for public service activities may be addressed. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That a submission be made to the Department of Housing and Urban Development for a grant in the amount of Nine Hundred Twenty Thousand Dollars ($920,000) for the following projects: 1. RESIDENTIAL REHABILITATION GRANT PROGRAM CDBG funds will be used to provide grants for the rehabilitation of housing owned and/or occupied by low and moderate income families. Submitting Agency: City of Elgin's Community Development Department Location: City-wide activity Proposed Level of Funding: $470,955 2. CDBG PROGRAM ADMINISTRATION CDBG funds will be used for program administration, including program oversight, management, monitoring and coordination; the preparation and submission of reports as required by federal regulations; and public information and assistance. NORTHERN ILLINOIS FOOD BANK — FOOD DISTRIBUTION AND COMMUNITY NUTRITION CENTER CDBG funds will be used to assist with funding the construction of a new food distribution facility and nutrition center at 273 Dearborn Court in Geneva. SENIOR SERVICES ASSOCIATES—REPLACE HAVC CDBG funds will be used to replace aging HVAC units. PURPOSE • Providing a public forum to consider applications for the 2011 Annual Action Plan for the Community Development Block Grant program RECOMMENDATION • Accept all applications for the Fiscal Year 2011 CDBG Program /1ST ciTY ) BACKGROUND The Community Development Block Grant (CDBG) program was created in 1974 by the passage of the Housing and Community Development Act. The major goals of the program are to develop viable urban communities through the provision of: 1. Decent, safe, and sanitary housing; 2. Suitable living environments; and 3. Expanded economic development opportunities. The U. S. Department of Housing and Urban Development (HUD) determines the amount of each entitlement grant by a statutory dual formula which uses several objective measures of k community needs, including population, the extent of poverty, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.There are a total of 1,237 entitlement grantees throughout the country. CDBG funds are to be used primarily to benefit low/moderate income persons, those making less than 80 percent Area Median Income. The city has participated in the program since 1975 receiving over $25 million in financial assistance since that time. The CDBG program had a 2010 federal annual budget of $3.9 billion dollars, of which the city received over $921,000. The city will be notified in April/May 2011 of the actual 2011 CDBG funding allocation. OPERATIONAL ANALYSIS Staff anticipates that the City will receive approximately $920,000 for the 2011 program year. The first public hearing establishes the final deadline for submission of applications. As of December 15, the city received 12 applications requesting over $1.2 million. The public hearing also provides applicants with a forum to make presentations before the City Council regarding their projects. Finally, the public hearing is an opportunity for citizens to comment on current and past CDBG funded projects. All applications submitted are available for viewing at the City's webpage located at: www.cityofelgin.org/index.aspx?nid=323 INTERESTED PERSONS CONTACTED Kane County and city staff hosted a training session for all potential applicants on October 14, 2010. Following that training session, staff has provided one-on-one technical assistance to a dozen social service agencies over the past two months. FINANCIAL ANALYSIS In FY 2010, the city was allocated $921,182 in CDBG grant funds. A number of organizations that provide services to the Elgin community benefited from these funds. In addition, $479,340 of the grant funding was allocated to the rehabilitation of single and multi-family homes thereby supplementing the city's own housing grant programs, while $75,000 was allocated to administration of the 2010 program. Staff estimates that the city will receive a similar funding level for FY 2011. The city will be notified in April/May 2011 of the actual funding allocation. On January 12, 2011, the city council conducted the first public hearing on the 2011-2012 CDBG Program. The city council solicited input from citizens on community needs, sought comments on past and present CDBG projects and performance and accepted project proposals competing for 2011-2012 CDBG Program funds. The purpose of this work session is to discuss and select projects for the 2011-2012 CDBG Program and establish project budgets. A work session agenda and project summaries of the 15 proposed projects are attached (Attachments A and B, respectively). Fifteen projects were submitted and are eligible for funding. Seven requests for funding were modified and the city adjusted its request for the Residential Rehabilitation Program from $600,000 to $470,955. AID and One Hope United divided their scope of work into smaller idigh phases, lowering their requested funding amount. In addition, Habitat for Humanity raised their funding request to meet the minimum requirement and Wayside Cross Ministries and Ecker Center adjusted their funding and project to meet Department of Housing and Urban Development (HUD) requirements. Finally, Northern Illinois Food Bank agreed to lower their funding request to allow the city to fund more projects. The selected projects and budgets listed within Table 1 below will be subject to a 30-day public review and comment period beginning February 12, 2011 and ending March 15, 2011. The city council will conduct the final public hearing on March 23, 2011 where they will review any public comments, consider approving the projects selected for the 2011-2012 CDBG Program and adopt a resolution authorizing staff to submit the Annual Action Plan to HUD.
