11-175 Resolution No. 11-175 RESOLUTION ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC IMPROVEMENTS IN OAK RIDGE SUBDIVISION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that the City of Elgin hereby accepts for ownership and maintenance the public improvements in the Oak Ridge Subdivision which include sanitary sewer, water main, storm sewer, pavement, sidewalks, street lights, and parkway trees. Acceptance of the public improvements will add approximately 5,360 lineal feet of 8-inch water main;sixteen 8-inch valves in 4-foot vaults;seventeen fire hydrants; 4,550 lineal feet of 8-inch sanitary sewer;478 lineal feet of 10-inch sanitary sewer;306 lineal feet of 12-inch sanitary sewer; 35 sanitary manholes; 2,269 lineal feet of 12-inch storm sewer; 841 lineal feet of 15-inch storm sewer; 1,330 lineal feet of 18-inch storm sewer; 694 lineal feet of 21-inch storm sewer; 555 lineal feet of 24-inch storm sewer; 313 lineal feet of 30-inch storm sewer; 290 lineal feet of 36-inch storm sewer; 56 catch basins; 28 storm manholes; 21 street lights; 21 street signs;5,418 lineal feet of improved streets(including curb and gutter,parkway and sidewalk on both sides of the street) and their respective appurtenances to the city maintained facilities. s/David J. RECOMMENDATION: Approve the acceptance of the public improvements for ownership and maintenance in the Oak Ridge Subdivision. r. BACKGROUND U. S. Shelter provided engineering plans for the development named Oak Ridge Subdivision, which were reviewed and subsequently approved by the engineering department on January 18, 2005. The city approved and recorded the final plats for Phases 1 and Phase 2 of the Oak Ridge Subdi- vision in March 14, 2005 and February 24, 2006, respectively. The plats subdivided the parcel into 66 single family lots, 72 multi-family residential lots (in 15 buildings), six common parcels, and public right of way. The public streets are named Hilliard Drive, Oak Ridge Boulevard, Pin Oak Lane, Beech Drive and Persimmon Lane. The development is located on the north side of Lake Street (US Route 20), approximately 2,000 feet east of Shales Parkway, and has direct access to Lake Street (US Route 20) via Hilliard Drive (right-in / right-out) and Lambert Lane (full signalized intersection). A location map is attached as Exhibit A. U. S. Shelter has constructed more than 95 percent of the units in the subdivision. The engi- neering department provided field inspection throughout the construction process of the public and quasi-public improvements. A consultant was utilized for review and the inspection to en- sure compliance with city stormwater regulations. U. S. Shelter is requesting that the city accept the public improvements of the subdivision for r. ownership and maintenance in accordance with the terms of its annexation agreement with the city. The public improvements include sanitary sewer, water main, storm sewer, pavement, si- dewalk, street lights, parkway trees and their respective appurtenances within the public right of way or dedicated easements. When processing the acceptance of public and quasi-public improvements by the city council, the engineering department, with assistance from public works, develops a final punch list of items to be addressed. After U. S. Shelter resolves all of the punch list items, a final field inspec- tion is conducted. The field inspection determined all punch list items were properly addressed and could be accepted by the city. U. S. Shelter transferred ownership and maintenance the six common parcels and certain sec- tions of the storm sewer system (structures and pipes) to the homeowners association. A loca- tion map of the private storm sewer system, with pipe lengths and sizes, is attached as Exhibit B. The city's acceptance of the public improvements will ensure proper snow removal and general maintenance, providing residents and visitors with reliable infrastructure for business and lei- sure activities. INTERESTED PERSONS CONTACTED None. FINANCIAL ANALYSIS There are no direct, immediate costs associated with this acceptance. However, maintenance and operating costs for the water main, the sanitary sewer main, the storm sewer system, pavement, streets lights, signs, sidewalk, parkway and their respective appurtenances will in- crease over time and will be included as part of the annual budgeting process.
