11-160 Resolution No. 11-160 RESOLUTION ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC IMPROVEMENTS IN MADISON HOMES OF ELGIN SUBDIVISION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that the City of Elgin hereby accepts for ownership and maintenance the public improvements in the Madison Homes of Elgin Subdivision which include sanitary sewer,water main and their respective appurtenances within dedicated easements. Acceptance of the public improvements will add approximately 1,500 lineal feet of 8-inch water main;three, 8-inch valves in 4-foot vaults;four fire hydrants; 1,349 lineal feet of 8-inch sanitary sewer;fifteen sanitary manholes;four street name signs and their respective appurtenances to the city maintained facilities.The common parcel including the storm sewer system,pavement,sidewalk,street lights,stop signs,parkway trees and their respective appurtenances are owned and maintained by the homeowners association s/David J. RECOMMENDATION: Approve the acceptance of the public improvements for ownership and maintenance in the Madison Homes of Elgin Subdivision. BACKGROUND Charles Miller Realty provided engineering plans for the development named Madison Homes of Elgin Subdivision (Madison Homes), which were reviewed and subsequently approved by the engineering department on August 2, 2004. The city approved and recorded the final plat for Madison Homes in September, 2004. The plat subdivided the parcel into seven multi-family residential lots, nine single family lots and one common parcel with a private street. The private street is named Madison Lane. The develop- ment is located north of Highland Avenue and east of Randall Road, and has direct access from Highland Avenue and Trinity Terrace. A location map is attached as Exhibit A. Charles Miller Realty constructed 20 of 35 attached family homes and four of nine single family homes. The engineering department provided field inspection throughout the construction process of the public and quasi-public improvements. A consultant was utilized for review and the inspection to ensure compliance with city stormwater regulations. Charles Miller Realty requested that the city accept the public improvements of the subdivision for ownership and maintenance. The public improvements include sanitary sewer, water main and their respective appurtenances within dedicated easements. In order to process accep- tance of public and quasi-public improvements by the city council, the engineering department, with assistance from public works, developed a final punch list of items to be addressed. After Charles Miller Realty addressed all of the punch list items, a final field inspection was per- formed. All items were properly addressed and therefore considered acceptable. Charles Miller Realty turned over for ownership and maintenance the common parcel, including the storm sewer system, pavement, sidewalk, street lights, stop signs, parkway trees and their respective appurtenances to the homeowners association. OPERATIONAL ANALYSIS Acceptance of the public improvements will add approximately 1,500 lineal feet of 8-inch water main; three, 8-inch valves in 4-foot vaults; four fire hydrants; 1,349 lineal feet of 8-inch sanitary sewer; fifteen sanitary manholes; four street name signs and their respective appurtenances to the city maintained facilities. The city's acceptance of the public improvements will ensure proper general maintenance, pro- viding residents and visitors with reliable infrastructure for business and leisure activities. INTERESTED PERSONS CONTACTED None. FINANCIAL ANALYSIS AIN) There are no direct, immediate costs associated with this acceptance. However, maintenance and operating costs for the water main, the sanitary sewer main and their respective appurten- ances will increase over time and will be included as part of the annual budgeting process.
