WHEREAS,the CITY desires to engage the ENGINEER to furnish certain professional services in connection with a Comprehensive Master Plan Update for the CITY's water system, to include a Safe Drinking Water Act regulatory compliance review of the entire system(hereinafter referred to as the "PROJECT"; and). WHEREAS, the ENGINEER represents that it is in compliance with Illinois Statutes relating to professional registration of individuals and has the necessary expertise and experience to furnish such services upon the terms and conditions set forth herein below. NOW, THEREFORE, it is hereby agreed by and between the CITY and the ENGINEER that the CITY does hereby retain the ENGINEER for and in consideration of the mutual promises and covenants contained herein,the sufficiency of which is hereby mutually acknowledged to act for and represent it in the engineering matters involved in the PROJECT as described herein,subject to the following terms and conditions and stipulations, to-wit: 1. SCOPE OF SERVICES A. All work hereunder shall be performed under the direction of the Water Department DIRECTOR of the CITY, herein after referred to as the "DIRECTOR" B. A detailed Scope of Services is attached hereto and made a part hereof as Attachment A. 2. PROGRESS REPORTS A. A detailed project schedule for the Project is included as Attachment B, attached hereto and made a part hereof. Progress will be recorded on the project schedule and submitted monthly as a component of the Status Report described in B below. B. The ENGINEER will submit to the DIRECTOR monthly a status report keyed to the project schedule.A brief narrative will be provided identifying progress,findings and outstanding issues. 3. WORK PRODUCTS All work products prepared by the ENGINEER pursuant hereto including,but not limited to, reports, designs, calculations, work drawings, studies, photographs, models and recommendations shall be the property of the CITY and shall be delivered to the CITY upon request of the DIRECTOR; provided, however, that the ENGINEER may retain copies of such work products for its records. Such work products are not intended or represented to be suitable for reuse by the CITY on any extension to the PROJECT or on any other project,and such reuse shall be at the sole risk of the CITY. 4. PAYMENTS TO THE ENGINEER(Lump Sum Method) A. The CITY shall pay the ENGINEER for services under this Agreement a total lump sum of three hundred ten thousand one hundred two Dollars($310,102),regardless of City of Elgin, Illinois 2010 Comprehensive Water Master Plan - 1 - March 31, 2010 actual costs incurred by the ENGINEER unless substantial modifications to the project are authorized in writing by the DIRECTOR. B. The CITY shall make periodic payments to the ENGINEER based upon actual progress within 30 days after receipt and approval of invoice. Said periodic payments to the ENGINEER shall not exceed the amounts shown in the following schedule, and full payments for each task shall not be made until the task is completed and accepted in writing by the CITY. INVOICES A. The ENGINEER shall submit invoices in a format approved by the CITY. Progress reports (2B above)will be included with all payment requests. B. The ENGINEER shall maintain records showing actual time devoted and cost incurred. The ENGINEER shall permit the authorized representative of the CITY to inspect and audit all data and records of the ENGINEER for work done under this Agreement. The ENGINEER shall make these records available at reasonable times during the Agreement period, and for a year after termination of this Agreement. 6. TERMINATION OF AGREEMENT Notwithstanding any other provision hereof,the CITY may terminate this Agreement at any time upon fifteen (15) days prior written notice to the ENGINEER. In the event that this Agreement is so terminated, the ENGINEER shall be paid for services actually performed and reimbursable expenses actually incurred prior to termination, except that the total combined payment for services and reimbursements shall not exceed the amounts set forth under Paragraph 4 above. The reimbursements shall be authorized in writing by the DIRECTOR. 7. TERM This Agreement shall become effective as of the date the ENGINEER is given a notice to proceed and,unless terminated for cause or pursuant to Article 5,shall be deemed concluded on the date the CITY determines that all of the ENGINEER's work under this Agreement is completed. A determination of completion shall not constitute a waiver of any rights or claims which the CITY may have or thereafter acquire with respect to any term or provision of the Agreement. NOTICE OF CLAIM If the ENGINEER wishes to make a claim for additional compensation as a result of action taken by the CITY,the ENGINEER shall give written notice of his claim within 15 days after occurrence of such action. No claim for additional compensation shall be valid unless so made. Any changes in the ENGINEER's fee shall be valid only to the extent that such changes are included in writing signed by the CITY and the ENGINEER. Regardless of the decision of the DIRECTOR relative to a claim submitted by the ENGINEER, all work required under this Agreement as determined by the DIRECTOR shall proceed without interruption. 9. BREACH OF CONTRACT If either party violates or breaches any term of this Agreement,such violation or breach shall be deemed to constitute a default, and the other party has the right to seek such administrative, contractual or legal remedies as may be suitable to the violation or breach; and, in addition,if either party,by reason of any default,fails within fifteen(15) days after notice thereof by the other party to comply with the conditions of the Agreement,the other party may terminate this Agreement. 10. INDEMNIFICATION To the fullest extent permitted by law,ENGINEER agrees to and shall indemnify,defend and hold harmless the CITY,its officers,employees,agents,boards and commissions from and against any and all claims, suits,judgments, costs, attorney's fees,damages or other relief, including but not limited to worker's compensation claims and any and all claims made by or against the city based on additional material costs or any other costs incurred as a result of damage to property or increased cost resulting from an inaccurate bid by ENGINEER without regard to any consideration of the CITY'S receipt of"increased value"or"benefit of bargain" in any way resulting from or arising out of negligent actions or omissions of the ENGINEER in connection herewith, including negligence or omissions of employees or agents of the ENGINEER arising out of the performance of this Agreement. In the event of any action against the CITY,its officers,employees,agents,boards or commissions,covered by the foregoing duty to indemnify,defend and hold harmless such action shall be defended by legal counsel of the CITY's choosing. The provisions of this paragraph shall survive any expiration, completion and/or termination of this Agreement. 11. NO PERSONAL LIABILITY No official,director,officer, agent or employee of the CITY shall be charged personally or held contractually liable under any term or provision of this Agreement or because of their execution, approval or attempted execution of this Agreement. 12. INSURANCE A. Comprehensive Liability. The ENGINEER shall provide,pay for and maintain in effect,during the term of this Agreement,a policy of comprehensive general liability insurance with limits of at least $1,000,000 aggregate for bodily injury and $1,000,000 aggregate for property damage. The ENGINEER shall deliver to the DIRECTOR a Certification of Insurance naming the CITY as additional insured. The policy shall not be modified or terminated without thirty(30) days prior written notice to the DIRECTOR. City of Elgin, Illinois 2010 Comprehensive Water Master Plan - 3 - March 31, 2010 The Certificate of Insurance which shall include Contractual obligation assumed by the ENGINEER under Article 10 entitled "Indemnification"shall be provided. This insurance shall apply as primary insurance with respect to any other insurance or self-insurance programs afforded to the CITY. There shall be no endorsement or modification of this insurance to make it excess over other available insurance; alternatively,if the insurance states that it is excess or prorated,it shall be endorsed to be primary with respect to the CITY. B. Comprehensive Automobile Liability. Comprehensive Automobile Liability Insurance covering all owned,non-owned and hired motor vehicles with limits of not less than $500,000 per occurrence for damage to property. C. Combined Single Limit Policy. The requirements for insurance coverage for the general liability and auto exposures may be met with a combined single limit of $1,000,000 per occurrence subject to a$1,000,000 aggregate. D. Professional Liability. The ENGINEER shall carry Engineers Professional Liability Insurance Covering claims resulting from error, omissions or negligent acts with a combined single limit of not less than $1,000,000 per occurrence. A Certificate of Insurance shall be submitted to the DIRECTOR as evidence of insurance protection. The policy shall not be modified or terminated without thirty(30)days prior written notice to the DIRECTOR. 13. CONSTRUCTION MEANS,METHODS,TECHNIQUES,SEQUENCES, PROCEDURES AND SAFETY The ENGINEER shall not have control over or charge of and shall not be responsible for construction means,methods,techniques,sequences or procedures,or for safety precautions and programs in connection with the construction,unless specifically identified in the Scope of Services. 14. NONDISCRIMINATION In all hiring or employment made possible or resulting from this Agreement,there shall be no discrimination against any employee or applicant for employment because of sex,age,race, color,creed,national origin,marital status,of the presence of any sensory,mental or physical handicap, unless based upon a bona fide occupational qualification, and this requirement shall apply to, but not be limited to, the following: employment advertising, layoff or termination,rates of pay or other forms of compensation and selection for training,including apprenticeship. No person shall be denied or subjected to discrimination in receipt of the benefit of any services or activities made possible by or resulting from this Agreement on the grounds of sex,race,color, creed, national origin, age except minimum age and retirement provisions, marital status or the presence of any sensory,mental or physical handicap. Any violation of this provision shall be considered a violation of a material provision of this Agreement and shall be grounds for cancellation, termination or suspension, in whole or in part, of the Agreement by the CITY. ASSIGNMENT AND SUCCESSORS This Agreement and each and every portion thereof shall be binding upon the successors and the assigns of the parties hereto; provided, however, that no assignment shall be made without the prior written consent of the CITY. 16. DELEGATIONS AND SUBCONTRACTORS Any assignment,delegation or subcontracting shall be subject to all the terms,conditions and other provisions of this Agreement and the ENGINEER shall remain liable to the CITY with respect to each and every item,condition and other provision hereof to the same extent that the ENGINEER would have been obligated if it had done the work itself and no assignment, delegation or subcontract had been made. Any proposed subcontractor shall require the CITY's advanced written approval. 17. NO CO-PARTNERSHIP OR AGENCY This Agreement shall not be construed so as to create a partnership, joint venture, employment or other agency relationship between the parties hereto. 18. SEVERABILITY The parties intend and agree that, if any paragraph, sub-paragraph, phrase, clause or other provision of this Agreement, or any portion thereof, shall be held to be void or otherwise unenforceable, all other portions of this Agreement shall remain in full force and effect. 19. HEADINGS The headings of the several paragraphs of this Agreement are inserted only as a matter of convenience and for reference and in no way are they intended to define,limit or describe the scope of intent of any provision of this Agreement, nor shall they be construed to affect in any manner the terms and provisions hereof or the interpretation or construction thereof. 20. MODIFICATION OR AMENDMENT This Agreement and its attachments constitutes the entire Agreement of the parties on the subject matter hereof and may not be changed,modified, discharged or extended except by written amendment duly executed by the parties. Each party agrees that no representations or warranties shall be binding upon the other party unless expressed in writing herein or in a duly executed amendment hereof, or change order as herein provided. 21. APPLICABLE LAW This Agreement shall be deemed to have been made in,and shall be construed in accordance with the laws of the State of Illinois. Venue for the resolution of any disputes or the enforcement of any rights pursuant to this Agreement shall be in the Circuit Court of Kane County, Illinois. 22. NEWS RELEASES The ENGINEER may not issue any news releases without prior approval from the DIRECTOR, nor will the ENGINEER make public proposals developed under this Agreement without prior written approval from the DIRECTOR prior to said documentation becoming matters of public record. COOPERATION WITH OTHER CONSULTANTS The ENGINEER shall cooperate with any other consultants in the CITY's employ or any work associated with the PROJECT. 24. INTERFERENCE WITH PUBLIC CONTRACTING The ENGINEER certifies hereby that it is not barred from bidding on this contract as a result of a violation of 720 ILCS 5/33E et seq. or any similar state or federal statute regarding bid rigging. 25. SEXUAL HARASSMENT As a condition of this contract,the ENGINEER shall have written sexual harassment policies that include, at a minimum,the following information: A. the illegality of sexual harassment; B. the definition of sexual harassment under state law; C. a description of sexual harassment, utilizing examples; D. the vendor's internal complaint process including penalties; E. the legal recourse,investigative and complaint process available through the Illinois Department of Human Rights, and the Illinois Human Rights Commission; F. directions on how to contact the department and commission; G. protection against retaliation as provided by Section 6-101 of the Human Rights Act. A copy of the policies shall be provided by ENGINEER to the Department of Human Rights upon request 775 ILCS 5/2-105. 26. WRITTEN COMMUNICATIONS All recommendations and other communications by the ENGINEER to the DIRECTOR and to other participants which may affect cost or time of completion shall be made or confirmed in writing. The DIRECTOR may also require other recommendations and communications by the ENGINEER be made or confirmed in writing. 27. NOTICES All notices, reports and documents required under this Agreement shall be in writing and shall be mailed by First Class Mail,postage prepaid, addressed as follows: A. COMPLIANCE WITH LAWS Notwithstanding any other provision of this AGREEMENT it is expressly agreed and understood that in connection with the performance of this AGREEMENT that the ENGINEER shall comply with all applicable Federal,State,City and other requirements of law, including,but not limited to,any applicable requirements regarding prevailing wages, minimum wage, workplace safety and legal status of employees. Without limiting the foregoing, ENGINEER hereby certifies, represents and warrants to the CITY that all ENGINEER'S employees and/or agents who will be providing products and/or services with respect to this AGREEMENT shall be legal residents of the United States. ENGINEER shall also at its expense secure all permits and licenses, pay all charges and fees and give all notices necessary and incident to the due and lawful prosecution of the work, and/or the products and/or services to be provided for in this AGREEMENT. The CITY shall have the right to audit any records in the possession or control of the ENGINEER to determine ENGINEER'S compliance with the provisions of this section. In the event the CITY proceeds with such an audit the ENGINEER shall make available to the CITY the ENGINEER'S relevant records at no cost to the CITY and shall pay all costs of any audit at ENGINEER'S sole expense. This will include the preparation of a project management plan, preparation and submittal of progress reports to the City, coordination and scheduling of project related meetings and coordination with our sub-contractors, MWH and ISWS. Task 1.2— Project Initiation & Progress Meetings EEI will schedule the initial project kick-off meeting and subsequent progress meetings per the project schedule. EEI will prepare meeting outlines, work with the City to schedule the meetings and will prepare and distribute meeting minutes. The MWH Project Engineer (MWH Project Manager) will attend up to five scheduled progress meetings. Task 1.3— Meeting with Community Development Department EEI will meet with the Department and the DIRECTOR and will review past, present and projected development patterns. In addition, EEI will discuss the past, present and projected water infrastructure approaches for system expansion. EEI will also obtain the City's population projection and incorporate it into the study. Task 1.4—Attendance at Water Sustainable Master Plan Working Group Meetings EEI will review the goals of the comprehensive water master plan with committee members, provide status reports on progress to date, and obtain feedback from the working group for inclusion in the master planning development process as required by the DIRECTOR. Task 2.1 —Inventory Existing Facilities & Water Quality Review EEI will inventory the existing water works system components and determine the existing supply and storage capacities. EEI will also generally assess the condition of each component to identify if the equipment currently is in a satisfactory state, if additional detailed inspection should be conducted, or if replacement is imminent. MWH will also participate during one day of site visits to key pumping and storage facilities in the City's Water System to obtain an understanding of current system operations to be reflected in the model. In addition, EEI will also review the available raw and finished water quality data, so it can be considered in the supply and treatment evaluation. Task 2.2—Confirm Present & Future Service Area & Population EEI will review the City's growth patterns and population projections in addition to the infrastructure needs and approaches. EEI will also review topography of the planning area and will review the pressure zone boundaries. Task 2.3— Review Water Use Data EEI will review and summarize the water production data for the past five years. EEI will also compare the water production within the system to the water billings, and then quantify the amount of water loss (unaccounted for water) from the system. Engineering Enterprises,Inc. Consulting Engineers Attachment A Task 2.4— Develop Baseline Water Use Projections EEI will develop average day, maximum day and maximum hour projections based on the historical data. Task 2.5— Define Water Conservation Objectives & LRI Water Use Projections EEI/MWH will evaluate water conservation options for the City and their potential impact on projections of future water requirements. The review of conservation measures will include a review of the conservation best management practices (BMPs) identified by the Regional Water Supply Planning Group, and an assessment of the potential reduction in water requirements associated with practices judged suitable for the City. Task 2.6—Conduct Needs Assessment Calculations EEI will perform the needs assessment calculations for entire system and service areas to define existing and future supply, treatment and storage needs. EEI will also conduct calculations for historical and projected water use. Task 3.1 — Review & Update Existing Water Works System Model MWH will review of the existing IDSE model and City's GIS mapping of its water system. MWH will assess the condition of the model and the GIS and, in consultation with EEI, recommend a course of action for the model update for this project. . Items considered as part of the update will include addition of new pipelines or facilities not represented in the IDSE model, addition of nodes to represent normally closed valves, and reallocation of demands based on data for up to 15 large users and the updated demand projections developed by EEI and the City disaggregated into 'planning areas'. Based on the review of the City's IDSE model, field testing may be performed to verify the City's SCADA data and to provide data to calibrate the model under high-demand conditions at key locations in the system. EEI/MWH has budgeted 48 hours for field testing. Up to three fire flow tests may be performed. The flow tests would be performed on a single day while the pressure recorders are in place to capture background data related to system performance. Continuous SCADA data will be collected during the fire flow testing. EEI will coordinate with the City to capture background operating data from the City's SCADA system prior to and during each of the fire flow tests. Coordination and documentation of the fire flow tests, along with pressure gauges, flow gauges, and flow diffusers, will be provided by MWH staff. Pressure loggers will also be installed at up to four key locations in the City. The City will provide staff to operate system hydrants and valves during the testing and pressure gauge installation and removal. Task 3.2— Review Model With City Staff MWH will prepare a brief (4-5 page) technical memorandum documenting the update of the City's water system model. The memo will include a 24"x36" color model map and a summary of results from the field investigations. MWH will provide three (3) printed copies of the memo and model map for a meeting with EEI and City staff to review the updated model and identify City comments. MWH will also forward the model to City staff for review. MWH will address revisions to the model based on City comments. Engineering Enterprises,Inc. Consulting Engineers 41 Attachment A Task 3.3—Calibrate Model MWH will conduct a limited calibration of the updated steady state model using data from pressure recorders, hydrant tests, and the City's SCADA system. The purpose of the calibration will be to confirm the model's general suitability for the evaluation of alternatives for the extension of service beyond the current water system service area. MWH will not conduct system-wide fire flow calibration or extended period calibration of the model as part of this scope given the limited extent of field data that will be available. MWH will review simulation results and adjust model parameters to achieve a reasonable level of confidence in the model. Task 3.4— Evaluate Strength & Capacity of the Existing System MWH will evaluate existing water works system utilizing the InfoWater model based on calculated service pressure and pipe capacity (i.e. headloss gradient) for the modeled maximum day and peak hour demand scenarios. Standard steady-state simulations will be performed for 2010 maximum day demand and peak hour demand conditions. In addition, fire flows during 2010 maximum day demand conditions will also be evaluated to better identify system restrictions. EEI/MWH will review the existing water distribution system and up to five pipeline improvements will be recommended to improve system efficiency to meet previously established design criteria. Task 3.5—Develop Proposed Modifications to Existing System EEI/MWH will develop proposed large diameter water main network for the service area and will define improvements within each pressure zone/booster district. Task 3.6— Model Benefit of Proposed Modifications EEI/MWH will develop the proposed modifications to the existing water works system. As part of this process, the large diameter water main network for the western development area will be developed. In addition, the general location and capacity of the pressure zone transfer stations, and EWST locations will be defined throughout the planning area. MWH will conduct model simulations to assess the effectiveness of up to three alternative configurations of supply and pumping facilities identified by EEI under 2040 demand conditions. Using the selected configuration as a baseline condition, MWH will perform model simulations to define the recommended size characteristics for the proposed water main and pumping facilities. EEI will provide proposed pressure zone boundaries, target hydraulic grade line elevations, and proposed locations, volumes, and elevations for storage facilities within each zone in the proposed 2040 system. Once the characteristics of a baseline 2040 system have been defined, MWH will assess the potential impact of the LRI demand scenario on improvement requirements. A total of three scenarios will be evaluated: - Existing condition with system improvements - 2040 Demand Condition - 2040 Demand Condition - LRI Engineering Enterprises,Inc. Consulting Engineers Attachment A Task 3.7— Develop Draft Pressure Zone/Booster District Improvement Plans EEI will develop the draft pressure zone improvements. The draft pressure zone improvements shall include the water supply and water well expansion sites, the water supply collector locations, potential water treatment plant locations, water transmission line locations, water storage facility locations, pressure zone transfer locations, large diameter water main network and existing water main upgrade locations. The water loss analysis will be considered when evaluating existing water main upgrade locations. Task 3.8—In-House/On-Site InfoWater Training MWH will provide hands-on training in the use of the City's water system model for up to three people from the City. Training will be conducted in two, separate half-day sessions at a facility in the City. It is assumed that the City will provide a computer with ArcGIS and the InfoWater software installed and operational for use by the trainees. The MWH instructor will provide his/her own InfoWater license for use during the training sessions. The first session will include a review of water distribution system hydraulics, an introduction to the InfoWater modeling software, and an introduction to the City's water system model created in InfoWater. It will conclude with a hands-on training example and the introduction of training exercises to be completed by City staff between the training sessions. The second session will include a review of the first session and the training exercises, followed by additional training examples for common modeling tasks such as addition of a new pipe to the model, sizing of a water main extension, and simulation of a fire flow condition. Task 4.1 —Source Water Assessment- Fox River EEI will coordinate with ISWS and will model existing and projected low flows utilizing the existing KC-SWAM model. Through this modeling effort, EEI will assess future flow amounts in the river during extended low flow (drought) conditions. Results from the ISWS model will be evaluated to identify under what future conditions, if any, water withdrawals from the Fox River may be limited by a combination of reduced low flow amounts and instituted protected flow levels in the river. In conjunction with the modeling effort, EEI also will research the City's water rights and determine what impact upstream dams could have on the Fox River flows. In addition, EEI will facilitate as many as two meetings with the IDNR to discuss the City's current maximum withdrawal rate, and consider the options for future withdrawal permitting. Task 4.2—Source Water Assessment - Deep Sandstone Aquifers EEI will review the existing deep aquifer modeling results for Kane County and Northeastern Illinois completed by ISWS. EEI will also coordinate with ISWS and will model existing and projected deep sandstone withdrawals for the City. In addition, EEI will define the current and projected capacity and will evaluate energy costs of operating existing wells in current configuration versus alternate well spacing configurations. EEI will also define additional potential deep well site locations. Engineering Enterprises,Inc. { Consulting Engineers - Attachment A Task 4.3 —Source Water Assessment - Shallow Sand & Gravel Aquifers EEI will coordinate with ISWS and model shallow aquifer potential in the vicinity of the City. The ISWS will assess the feasibility of developing a shallow aquifer wellfield using the local- scale shallow aquifer groundwater flow model. EEI will also define potential shallow well site locations and estimate potential well logs utilizing the ISWS 3-D Model of Kane County. In addition, EEI will include an evaluation of the energy costs and treatment costs for the shallow wells versus the continued use of the existing deep sandstone wells and/or new sandstone wells. Also, if shallow groundwater becomes a viable option, then EEl will define critical recharge areas for use in City land planning activities, so the long term water quality and quantity of the shallow aquifer system can be maximized. Task 5.1 — Evaluate Unit Process &Total Treatment Capacities @ WTPs EEI will review the capacity of each unit process at each of the WTPs. The capacity analysis will include site visits to both the Riverside WTP and the Airlite WTP. EEI will also review the plans for the Airlite WTP to confirm the capacity of the plant and obtain an understanding of the treatment capacity for potential sources of supply. In addition, EEI will evaluate the hydraulic and treatment capacity of each unit process. Task 5.2— Conduct SDWA & Additional Regulations Audit of Water Works System EEI will conduct a Safe Drinking Water Act (SDWA) audit of the WTPs and the rest of the system. EEI will confirm the City's compliance with the existing regulations, review the status of meeting any near future regulations and comment on any potential regulations. Task 5.3—WTP Site Selection Survey If additional treatment capacity is needed at either of the existing treatment plants, or at new treatment plants, then EEI will work with City Staff to evaluate water treatment plant sites. The site review process will include a site visit to potential sites, an evaluation of the existing conditions of each site and then the development of the proposed site improvements for the leading sites. Task 5.4—Analyze Supply & Treatment Options EEI will analyze the water supply and treatment options. In the supply and treatment cost effective analysis, we will evaluate the desired finished water quality, the future water demands, and the capital and operation and maintenance costs associated with each alternative. Along with the supply and treatment cost alternatives, we also will develop cost estimates for the water storage expansion alternatives (i.e. elevated, ground storage, and/or standpipe) and water distribution improvements. Task 6.1 — Prepare Cost Estimates For Improvements EEI will prepare cost estimates for the proposed supply, treatment, storage, distribution and control improvements. Task 6.2—Quantify Capital & O&M Savings With Alt. Conserv. Initiatives EEI will compare the required system improvements for the multiple water use scenarios. Jacobsen, Water Dire or SUBJECT: 2010 Master Plan Update PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider awarding an engineering services agreement for the development of a Master Plan Update for 2010 for the water system. RECOMMENDATION rIt is recommended that the City Council award an engineering services agreement for the 2010 Master Plan Update to Engineering Enterprises, Inc. (EEI), Sugar Grove, IL in the amount of $310,102. BACKGROUND The 2004 Water Department Comprehensive Master Plan provided the City of Elgin with a guide to address the new development and to provide long-range planning for improvements and expansions of the City Water System. The recommended improvements are serving as basis for the design, construction, and financing of facilities to meet Elgin's anticipated population growth and residential and commercial development through the year 2035. In order to adjust to the turn of the current economy that impacted the new development and continue to assure a high quality of service to City of Elgin customers, the plan will be updated to include the evaluation of system improvements, the water hydraulic modeling system and historical trends of population growth, development and water use. Also, the Master Plan will update the projections of future population and water requirements, evaluate the adequacy of existing pumping, storage and distribution system facilities to assure Elgin's capability to meet existing and future water requirements and evaluate the current pressure zone boundaries. The Plan will also address the water supply capability, current and pending Safe Drinking Water Act regulations and their potential effect on compliance issues related to each facility and the water treatment facilities capacities.
