RESOLUTION
APPROVING THE GRANT RECIPIENT ELIGIBILITY LIST UNDER THE
HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAM
WHEREAS,the Historic Architectural Rehabilitation Grant Program has been established to
provide financial assistance and incentives for property owners in Elgin's historic districts and
individual landmarks in the restoration of their properties; and
WHEREAS, in 2009 applications have been made for 33 projects under the Historic
Architectural Rehabilitation Grant Program; and
WHEREAS,said applications have been submitted to the Elgin Heritage Commission which
conducted a review and scored applications based upon objective criteria and forwarded an eligibility
list to the City Council which has reviewed and approved the list.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that the sum of$100,000 is allocated for the following projects approved under
the grant recipient eligibility list:

SUBJECT: 2009 Historic Architectural Rehabilitation Grant Program
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider the 2009 Historic Architectural Grant Program eligibility list.
RECOMMENDATION
It is recommended that the City Council approve the grant recipient eligibility list as submitted
and direct staff to execute the grant agreements.
BACKGROUND
The Historic Architectural Rehabilitation Grant Program provides incentives to residential
property owners to offset the costs of rehabilitation work. Eligible properties are either in a
locally designated historic district or a designated individual landmark. The program has two
components, a 50/50 matching grant, up to $20,000, and a 75/25 grant, up to $20,000, for
exterior work done to eligible properties. The 50/50 program is for rental or owner occupied
housing with no restrictions on household income. The 75/25 program is for owner-occupied
housing only and the household income is restricted to below median income levels per HUD
standards. The current allocation for the 2009 program is $100,000.
As in previous years, staff is recommending that the allocation be split between the two
programs. Therefore, the first three grants in each program would be funded. If more funding
becomes available in the future,the next qualified applicant will be selected in the order listed.
A total of 33 applications were received for the 2009 program. The applications are distributed
by districts as follows: 17 are in the Elgin Historic District, 10 are in the Spring/Douglas
Historic District, one is in the Watch Factory Historic District, one is in the DC Cook Historic
District, and four are Individual Landmarks.
Applicants must receive a minimum score of 40 points out of a possible 100 to qualify for the
program. The following criteria were used to evaluate and score the 33 applications that were

submitted for the 2009 funding cycle. Points for specific criterion are indicated in parenthesis as
follows:
I. Current historic significance of the structure (3 — 9 points). This criteria is based on
professional surveys of the Historic Districts. Note: An additional 10 points is
granted to a property if its significance changes from non-contributing to
contributing, or contributing to significant if the grant project were to be completed.
2. Proposed work to the structure (5 to 50). Reconstruction of missing structures and
multiple restoration work on primary facades scores higher (50 points) than
continuing maintenance (5 points).
3. Evaluation of relative visual public benefit or impact to the streetscape (0 to 30).
Issues such as visibility and location within the neighborhood and anticipated change
in appearance after completion of work are considered. This criterion is evaluated by
the subcommittee only.
4. Occupancy — 50/50 Program: Owner occupied houses score higher (3 or 5 points).
75/25 Program: Owners under the low median income score higher (20 points) than
those under the moderate median income(10 points).
The City of Elgin has continued to see a steady level of interest on the part of property owners in
making improvements through program participation. In 2006, 28 eligible applications were
received and 24 were funded. In 2007, 34 eligible applications were received and 30 were
funded. In 2008, 31 eligible applications were received and funded.
Before disbursement of funds, recipients are required to sign an agreement with the City and
complete all work. The properties must be brought into total exterior code compliance to fulfill
the requirements of the program.
If any of the grant recipients are unable to fulfill the requirements of the program, the next
eligible applicant on the list will be awarded a grant. The projects being recommended for
approval are listed in the attached reports. 50/50 grant recipient recommendations are listed in
descending order with the property that received the highest point total listed first. 75/25 grant
recipient recommendations are listed in the order they were received.

FINANCIAL IMPACT
The grants being recommended for funding total $97,490.75. There are sufficient funds
budgeted($100,000) and available ($100,000) in the Riverboat Fund, account number 275-0000-
791.78-99, "Rehabilitation Loans/Grants," to fund the Historic Architectural Rehabilitation
Grant Program.
LEGAL IMPACT
An agreement will be entered into between the City and each grant recipient outlining the
procedures and requirements of the program and defining the scope of work for each project.
ALTERNATIVES
1. The City Council may choose to approve the attached eligibility list for the 2009 Historic
Architectural Rehabilitation Grant Program.
2. The City Council may choose to reject the recommended eligibility list for this program.
