RESOLUTION
ACCEPTING A TEMPORARY LIFT STATION AND FORCE MAIN SYSTEM
ON THE FOY PROPERTY, KNOWN AS THE NESLER ROAD LIFT STATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the City of Elgin hereby accepts a temporary lift station and force main system for ownership and
maintenance on the Foy Property, known as the Nesler Road Lift Station.

SUBJECT: Acceptance of the Nesler Road Lift Station, Foy Property Crown Community
Development
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider the acceptance of a temporary lift station and force main system located
on the Foy Property, known as the Nesler Road Lift Station, constructed by Crown Community
Development.
RECOMMENDATION
It is recommended that the City Council accept the Nesler Road Lift Station for ownership and
maintenance and direct staff to prepare the necessary resolution.
BACKGROUND
In order to expedite the development of their land, Crown Community Development constructed
a temporary lift station so they would not have to wait for the construction of Trunk 20 by the
City of Elgin. The Trunk 20 sewer construction will extend sewer service from south of Randall
and 20 to serve the area north of 20, west of Randall, south of Highland and east of Coombs.
Because the schedule of the Trunk 20 construction did not meet the developer's schedule, the
developer chose to design and construct the temporary lift station.
The lift station has been completed and can serve land surrounding the Foy Property. The cost of
constructing the lift station was paid entirely by Crown Community Development. The cost, as
stated by Crown, for engineering and construction is approximately $1,075,000 with another
$10,000 for inspection.
Crown Community Development has requested the City's acceptance of ownership and
maintenance and the Engineering Division concurs with the request. The acceptance of this lift
station will add one lift station and approximately 3,100 lineal feet of 12 inch diameter force

main to the City's inventory. This lift station can be abandoned when the Trunk 20 sewer
construction is completed. A location map depicting the two phases is attached.

FINANCIAL IMPACT
There are no immediate costs to the City associated with accepting the improvement. The
estimated five year maintenance costs are estimated to be approximately $11,650 and will be
included as part of the budgeting process.

ALTERNATIVES
1. The City Council may choose to accept the Nesler Road Lift Station for ownership and
maintenance.
2. The City Council may choose to reject the Nesler Road Lift Station for ownership and
maintenance.
