RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
RYAN CENTRAL, INC. FOR CONSTRUCTION OF
THE HIGHLANDS PHASE II GOLF COURSE
WHEREAS,the City of Elgin has heretofore entered into a contract with Ryan Central,Inc.
for construction of The Highlands Phase II Golf Course; and
WHEREAS, it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 2, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that Olufemi Folarin,City Manager,be and is hereby authorized and directed to
execute Change Order No.2,a copy of which is attached hereto and made a part hereof by reference.

SCOPE:
This change order affects a contract between the City and Ryan Incorporated Central dated April 23,2006 for the construc-
tion of the Highlands of Elgin Golf Course—Phase II.
REASONS FOR CHANGE: Change Order No.2 is in the best interest of the City and is authorized by law. The necessity
for the change was unforeseen at the time the contract was originally executed. The changes contemplated in Change Order
No.2 are germane to the original contract.

SUBJECT: Change Order No. 2 with Ryan Central, Inc. for the Construction of the Highlands
Phase II Golf Course
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider authorization of Change Order No. 2 with Ryan Central, Inc. for the
construction of the Highlands Phase II golf course.
RECOMMENDATION
It is recommended that the City Council approve the execution of Change Order No. 2 with Ryan
Central, Inc. for the Highlands Phase II Golf Course in the amount of$33,142.
BACKGROUND
On April 18, 2008, the City Council awarded a bid to Ryan Central, Inc. in the amount of
$3,505,640.10 to construct the Highlands of Elgin Phase II golf holes around the quarry to the
east of the new holes, which were opened in 2002. Change Order No. 1 provided for a number
of different changes related to drainage and the irrigation system and was approved on August
13, 2008 in the amount of$34,162.
Change Order No. 2 entails adjustments to the actual quantities of erosion control materials and
drainage materials used, as well as minor grading and grassing adjustments. These items
essentially balanced themselves, with the increased cost of Change Order No. 2 relating entirely
to installing the foundation and underground structures to support the construction of the comfort
station to be bid at a later date.
Change Order No. 2 will increase the contract by $33,142. The new contract amount, inclusive
of Change Order No. 1 and Change Order No. 2, is $3,572,944.10. A copy of Change Order No.
2 is attached and outlined by our contracted project manager, Randy Trull. Mr. Trull's outline is
identified as Attachment A.

FINANCIAL IMPACT
The cost of Change Order No. 2 with Ryan Central, Inc. is $33,142. The total budget for this
project is $6.315 million and $5,896,830 has been spent/encumbered to date. There are
sufficient funds budgeted ($5.0 million) and available ($161,353) in the 2008 G.O. Bond Fund,
account number 368-0000-795.92-32, "Buildings and Structures," project number 509637,
Highlands Phase 2 Construction, to fund Change Order No. 2.

ALTERNATIVES
1. The City Council may choose to approve Change Order No. 2 with Ryan Central, Inc. in
the amount of$33,142, as recommended.
2. The City Council may choose not to approve Change Order No. 2 with Ryan Central, Inc.
