Beeter, Deputy Chief of Police SUBJECT: Illinois Department of Transportation Highway Safety Project Grant Agreement— Speed Enforcement PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider accepting a Highway Safety Project Grant from the Illinois Department of Transportation (IDOT) Division of Public Safety for the City of Elgin Police Department. RECOMMENDATION It is recommended that the City Council approve the acceptance of the IDOT grant in the amount of$45,880 and authorize the City Manager to sign the grant agreement. BACKGROUND In the City of Elgin, there were six (6) fatalities in 2007, in which excessive speed was a significant factor, and thus far in 2008, we have experienced four (4) fatalities with at least two (2) of the crashes involved excessive speed. Over the last three years, the areas of Randall Road, Route 20 and Illinois Route 31 have been areas of concern. In 2006, Randall Road (256 crashes) and Route 20 (202 crashes) were identified as being two of the top ten roadways for traffic crashes. This situation has forced the police department to search for solutions to reduce traffic related fatalities, through enforcement of alcohol, speed, and seatbelt restraint laws, along with increased efforts to educate the driving population of the City of Elgin. Together with some financial aid from IDOT, the City of Elgin can reduce traffic related fatalities and make the City's roadways safer. This grant runs from October 1, 2008 through September 30, 2009. Efforts will include conducting two (2) speed saturation patrol enforcement efforts each day, through the months of March to August 2009. This will involve seven hundred fifty (750) hours 2008 IDOT Highway Safety Project Grant Agreement/Speed Enforcement October 16, 2008 Page 2 of saturation patrols on an overtime hire back basis. These patrols will be conducted at various locations and times to be determined by the monthly enforcement plan. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Illinois Department of Transportation FINANCIAL IMPACT The amount of the IDOT grant will total $45,880 and reimburse the City for 750 hours of overtime at an average rate of $56 per hour plus the use of squad cars. Overtime expenses contemplated for 2009 have been included as part of the proposed 2009 police department budget. No additional personnel will be required as a result of the grant. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to accept the IDOT grant and conduct additional speed enforcement efforts. 2. The City Council may choose to not accept this grant and not conduct any additional speed enforcement efforts. 3.
