RESOLUTION
CHANGING THE NAME OF A PORTION OF SPARTAN DRIVE TO DUFFY DRIVE AND
CHANGING THE NAME OF SPARTAN GREEN DRIVE TO SPARTAN DRIVE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the a portion of the public street known as Spartan Drive from the northerly line of College Green
Drive to the southerly line of Spartan Green Drive be and the same is hereby redesignated and
renamed Duffy Drive.
BE IT FURTHER RESOLVED that all city signs and maps shall be altered to read
Duffy Drive at the aforesaid place.
BE IT FURTHER RESOLVED that the public street known as Spartan Green Drive be and
the same is hereby redesignated and renamed Spartan Drive.
BE IT FURTHER RESOLVED that all city signs and maps be altered to read Spartan Drive
at the aforesaid place.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to give
written notice to the election authorities having jurisdiction in the areas in which the street names are
hereby changed and to the post office branch serving those areas by certified or registered mail.
BE IT FURTHER RESOLVED that the resolution shall be in effect thirty days after notice is
given to the election authorities and the post office as provided herein.

Subject: Request from Elgin Community College to Rename a Section of Spartan Drive
from College Green Drive to Spartan Green Drive to the New Name of Duffy
Drive
Attached is a letter of June 9, 2008 from Dr. David Sam, President of Elgin Community College.
Such letter requests on behalf of Elgin Community College and the Board of Trustees to rename
the section of Spartan Drive from the intersection of College Green Drive to the intersection of
Spartan Green Drive the permanent name of "Duffy Drive". A map depicting the portion of
Spartan Drive in question is also attached.
As is explained in Dr. Sam's letter, the college and board wish to honor its longest serving
trustee, Mr. John Duffy and his wife Ann, for their service to the college and the communities
within District 509.
City Council Resolution No. 99-89 provides for the procedures relating to the naming or
renaming of city streets or facilities. Such procedures include the City Council conducting a
public hearing. I have therefore placed the public hearing for this matter on the City Council
agenda for the City Council meeting of July 9, 2008. Resolution No. 99-89 also requires that the
alteration of name change of an existing city-owned facility or right of way must be approved by
unanimous vote of all members of the City Council then holding office.

Ellie MacKinney,Vice Chair Trustees to give the new section of road leading from College Green Drive to Spartan
Drive the permanent name of"Duffy Drive."

Robert Getz The College and the Board wish to honor its longest serving trustee, Mr. John Duffy,
Robert McBride,EdD and his wife, Anne, for their service to the College and the communities within District
509. John and Anne Duffy are no strangers to Elgin. They are long-time residents of
Clare 011ayos,DC Elgin and have raised their family here. John taught at Larkin High School for 34
Diane Stredde years and Anne spent her entire teaching career in U-46. This is best evidenced by his
Andrea Andrada,Study nt / election to multiple terms as trustee by the citizens of District 509.
� Also, as a member or chair of the Board of Trustees Buildings and Grounds
Committee, he has been intimately involved in many of the details of the extension
between Spartan Drive and College Green Drive, a project covering more than twenty
years.
We at the College can think of no better way to honor John and Anne Duffy than with
the recognition of their name on the extension between Spartan Drive and College
Green Drive. For this reason we ask for your assistance, Mr. Folarin. We ask that you
work with your staff and the City Council to make this hope a reality by renaming the
extension between Spartan Drive and College Green Drive, "Duffy Drive."
The College and the Board of Trustees thank you, your staff and the City Council, in
advance, for your assistance in honoring John and Anne Duffy.
