08-134 Resolution No. 08-134 RESOLUTION AUTHORIZING EXECUTION OF A SIDE LETTER AGREEMENT BETWEEN THE CITY OF ELGIN AND THE POLICEMEN'S BENEVOLENT AND PROTECTIVE ASSOCIATION, UNIT #54 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that Olufemi Folarin, City Manager, be and is hereby authorized and directed to execute a Side Letter Agreement between the City of Elgin and the Policemen's Benevolent and Protective Association, Unit 54,providing for,among other matters,an extension of the term of the agreement through 2010, a salary increase for 2010, and an increase in the employees share of medical insurance premiums commencing in 2010, a copy of which is attached hereto and made a part hereof by reference. s/ Ed Schock Ed Schock, Mayor Presented: May 28, 2008 Adopted: May 28, 2008 Omnibus Vote: Yeas: 6 Nays: 0 Attest: s/Diane Robertson Diane Robertson, City Clerk SIDE LETTER BETWEEN THE CITY OF ELGIN AND THE POLICEMEN'S BENEVOLENT and PROTECTIVE ASSOCIATION,UNIT #54 This side letter is intended to amend various provisions of the collective bargaining agreement between the parties hereto, which agreement was effective January 1, 2007 (hereinafter referred to as "Agreement"). Effective upon the date of last ratification by either of the parties hereto, the City of Elgin (hereinafter referred to as "City") and Policemen's Benevolent and Protective Association, Unit #54(hereinafter referred to as "Union")hereby agree that the Agreement is amended as follows: 1. Article 4, Section a of the Agreement, entitled "Salary Range" is hereby amended by adding the following: "Effective January 1, 2010, the base monthly and annual salary ranges of employees covered by this Agreement shall be: I II III IV V VI 4932 5240 5763 6159 6417 6780 59189 62876 69158 73911 77008 81360 The remainder of Article 4, Section a of the Agreement, shall remain in full force and effect. 2. Article 10, Section e of the Agreement entitled " Sick Leave Incentive Pay/Severance" is hereby deleted and void. 3. Article 13, Section a of the Agreement entitled "Medical Insurance" is hereby amended to read as follows: "Effective March 1, 2007, the City will offer the previously agreed upon PPO medical insurance plan for the employee and his/her dependents. Effective March 1, 2007, employees shall pay eight percent (8%) of the total cost of the premium for the PPO coverage selected and the City shall pay the remaining amount. Effective March 1, 2008, employees shall pay eight and one-half percent(8'/2 %) of the total cost of the premium for the PPO coverage selected and the City shall pay the remaining amount. Effective March 1, 2010, employees shall pay ten percent (10%) of the total cost of the premium for the PPO coverage selected and the City shall pay the remaining amount." 4. Article 13, Section b of the Agreement, entitled "Health Maintenance Organization" is hereby amended to read as follows: "Effective March 1, 2007, the employee may as an option elect to participate in the previously agreed upon HMO. Effective March 1, 2007, employees shall pay eight percent (8%) of the total cost of the premium for the HMO coverage selected and the City shall pay the remaining amount. Effective March 1, 2008, employees shall pay eight and one-half percent (8'/2 %) of the total cost of the premium for the HMO coverage selected and the City shall pay the remaining amount. Effective March 1, 2010, employees shall pay ten percent (10%) of the total cost of the premium for the HMO coverage selected and the City shall pay the remaining amount." 5. Article 33 of the Agreement entitled "Term" is hereby amended by amending the expiration date therein of December 31, 2009 to December 31, 2010. 6.
