RESOLUTION
IN SUPPORT OF THE FOX RIVER WATER RECLAMATION DISTRICT
WATER QUALITY MANAGEMENT PLAN AMENDMENT APPLICATION
PROVIDING FOR EXPANDED PLANT CAPACITY AND
FACILITY PLANNING AREA BOUNDARY EXPANSION
WHEREAS, the Fox River Water Reclamation District has filed a Water Quality
Management Plan Amendment Application with the Northeastern Illinois Planning Commission
under NIPC Water Quality Number 06-WQ-172 (the "Subject Application"); and
WHEREAS, the Subject Application requests expansion of certain FRWRD waste water
treatment facilities and the expansion of FRWRD's Facility Planning Area; and
WHEREAS, the proposed boundaries for the Facility Planning Area amendment are in
conformance with the City of Elgin Comprehensive Plan and the jurisdictional boundary agreements
the City has in place with neighboring municipalities; and
WHEREAS,the Subject Application provides a comprehensive and well timed approach to
planning for future wastewater treatment needs in connection with the development pressures within
the requested Facility Planning Area; and
WHEREAS,the Subject Application will support the continuing efforts of the City of Elgin
to plan for growth within the amendment area in a comprehensive, logical and fiscally responsible
manner.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the City of Elgin hereby expresses support for the Subject Application and
recommends to the Northeastern Illinois Planning Commission and the Illinois Environmental
Protection Agency that the Fox River Water Reclamation District Water Quality Management Plan
Amendment Application identified as NIPC Water Quality Number 06-WQ-172 be approved.
