05-81 Resolution No. 05-81 RESOLUTION ESTABLISHING AN HONORARY STREET NAME FOR STEVE DiMEO (Bank of Elgin-890 N. State Street-Private Drive) WHEREAS,a formal application to endorse the dedication of the private drive for the Bank of Elgin to be dedicated with the honorary street name of DiMeo Drive was submitted to the City of Elgin by Mr. Paul Nolton, owner of Chicago Rawhide; and WHEREAS,the members of the Neighborhood Services Committee and the Image Advisory Commission have recommended approval of the honorary street name for Steve DiMeo; and WHEREAS, Steve DiMeo was instrumental in the construction of the new Bank of Elgin at 890 N. State Street; and WHEREAS,Mr. DiMeo suddenly passed away during the construction of the new Bank of Elgin building at 890 N. State Street; and WHEREAS, the Mayor and members of the City Council have determined that it is appropriate to formally recognize Steve DiMeo. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that the private drive for the Bank of Elgin at 890 N. State Street be and the same is hereby dedicated with the honorary street name of DiMeo Drive. BE IT FURTHER RESOLVED that an honorary street sign shall be placed designating the private drive for the Bank of Elgin at 890 N. Hall,Neighborho d Services Committee SUBJECT: Honorary Street Name for Steve DiMeo PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to dedicate the private drive for the Bank of Elgin, 890 N. State Street, with the honorary street name of DiMeo Drive. RECOMMENDATION elw It is recommended that the private drive for the Bank of Elgin, 890 N. State Street, be dedicated with the honorary street name DiMeo Drive per Chapter 13.27 of the Elgin Municipal Code, Honorary Street Names at a cost of$200. BACKGROUND A formal application to endorse the dedication of the private drive for the Bank of Elgin was submitted to the City of Elgin by Mr. Paul Nolton, owner of Chicago Rawhide. Mr. Nolton was instrumental in working with the bank founder, Steve DiMeo, in the purchase of the property and the construction of this facility. This new building is not only an extraordinary visual improvement for the Route 31 corridor, but also created over 100 new jobs in Elgin. Unfortunately, during the construction of the new building Mr DiMeo suddenly passed away. Because of his strong commitment to the building project and his close ties to the Elgin business community, Mr.Nolton promised the family of the deceased that he would name the private drive into the bank DiMeo Drive. Per Chapter 13.27 of the Elgin Municipal Code, Honorary Street Names, the Neighborhood Services Committee reviewed the request at their meeting on Monday, December 13, 2004. The Committee voted unanimously to approve the honorary street name and recommended approval of the project pending review by the Image Advisory Commission and final approval from the Illinois Department of Transportation (IDOT) regarding the placement of a temporary sign on a Honorary Street Name for Steve DiMeo rik March 4, 2005 Page 2 state route. The application was then reviewed and approved by the Image Advisory Commission at their meeting held on Monday, January 24, 2005. IDOT was contacted regarding the placement of the sign on the state route indicating of the honorary naming of the private drive leading into the parking area for the Bank of Elgin. They have approved the request with the requirements that the honorary street sign be made of white and brown material and say "private road" on the panel to avoid any confusion over ownership. Therefore, it is with unanimous approval and support that the members of the NSC and the Image Advisory commission recommend the dedication of the private drive for the Bank of Elgin, 890 N. State Street, with the honorary street name of DiMeo Drive. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Neighborhood Services Committee, Image Advisory Committee, Illinois Department of Transportation FINANCIAL IMPACT Materials will be taken out of existing inventory where sufficient supplies exist. The account number used to charge these traffic control materials purchases is 010-3321-753.19-08, General Fund, Traffic Signals Division. Sufficient funds are budgeted ($50,000) and available ($50,000) in this account. The estimated cost of the labor, material and installation of the sign is $200, w 'ch will be reimbursed to the City by the Company. v\mes EGAL IMPACT None. ALTERNATIVES 1. Dedicate the private drive for the Bank of Elgin, 890 N. State Street with the honorary street name of DiMeo Drive. 2. Do not dedicate the private drive for the Bank of Elgin, 890 N. State Street, on the property adjacent to Chicago Rawhide. Paul Nolton, owner of Chicago Rawhide, was instrumental in working with the bank founder Steve DiMeo, in the purchase of the property and the construction of this showcase facility. This beautiful new building was not only an extraordinary visual improvement for the Rt 31 corridor, but also created over 100 new jobs in Elgin. Unfortunately, during the construction of the new building Mr DiMeo quite suddenly passed away. Because of his strong commitment to the building project and his close ties to the Elgin business community, Mr. Nolton promised the family of the deceased that he would name the private drive into the bank DiMeo Drive. (The actual addresses of the building along this private drive are all State Street addresses.) There was a concern from the Elgin fire department, however, that signage along the private drive could cause confusion for a firetruck responding to a fire at the State Street address. In order to avoid the confusion, the suggestion was made to post a sign with the actual North State Street address, with the honorary DiMeo signage underneath. On behalf of Mr.Nolton, and as per the honorary street name ordinance, the Economic Development department would like to request approval for installation of signage at the entryway into Chicago Rawhide and the Bank of Elgin indicating the North State Street address and "DiMeo Drive" indicated beneath it. Since the only owner abutting the street proposed for this honorary street name is the requestor, we would assume a petition is not necessary.
