RESOLUTION
REQUESTING PERMIT FROM THE ILLINOIS DEPARTMENT OF TRANSPORTATION
TO CLOSE A PORTION OF STATE ROUTE 31 FOR THE
HISPANIC HERITAGE MONTH PARADE
WHEREAS,the City of Elgin has applied for and received permission from this Council to
stage the "Hispanic Heritage Month Parade", an .8 mile parade within the city limits of Elgin on
Saturday, September 17, 2005, from 11:30 a.m. until 1:30 p.m., conditioned upon securing
permission from the Illinois Department of Transportation to close a portion of State Route 31 and
detour traffic for such purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that immediate application be made to said Department for permission as
hereinbefore specified; and
BE IT FURTHER RESOLVED that the City assume full responsibility during the time the
detour is in effect, and all liabilities for damage of any kind occasioned by the closing of the state
routes. It is further agreed that an efficient,all weather detour will be maintained and conspicuously
marked for the benefit of traffic deviated from the state routes.

SUBJECT: Resolution Requesting Permit from IDOT to Close a Portion of State Route 31 for
the Hispanic Heritage Month Parade
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider adopting a resolution to close a portion of State Route 31 for the annual
Hispanic Heritage Month Parade.
RECOMMENDATION
It is recommended the City Council approve a resolution requesting a permit from the Illinois
Department of Transportation for closure of State Route 31 on Saturday, September 17, 2005
from 11:30 a.m. to 1:30 p.m.
BACKGROUND
The Hispanic Heritage Coalition is hosting the 7th Annual Hispanic Heritage Month Parade on
Saturday, September 17, 2005. This event requires a portion of State Routes 31 (the turn lanes)
to be closed at Kimball Avenue. The City is required to obtain permission from IDOT for these
closures.

Library.

ALTERNATIVES
1. Approve a resolution requesting a permit from the Illinois Department of Transportation
for closure of the designated state route on Saturday, September 17, 2005.
2. Do not approve a resolution requesting a permit from the Illinois Department of
Transportation for closure of the designated state route on Saturday, September 17, 2005,
thus not allowing the Hispanic Heritage Month Parade to be held.
