05-200 Resolution No.05-200 RESOLUTION APPROVING CHANGE ORDER NO. 2 AND FINAL IN THE CONTRACT WITH LAYNE WESTERN FOR REPAIRS TO DEEP WELL 4A (Airlite Water Treatment Plant) WHEREAS,the City of Elgin has heretofore entered into a contract with Layne Western.for repairs to Deep Well 4A at the Airlite Water Treatment Plant; and WHEREAS,it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 2 and Final, attached hereto. BASIS FOR CHANGE 1. Electrical Cable for the Submersible Motor and Pump. The electrical cable for the submersible motor and pump was determined to be bad during the reinstallation. Replacement cable has increased cost. 2. Re pulling the well pump, motor, and piping. Additional work was done to re-pull the well pump, motor, and piping after the cable was determined to be bad. 3. Check Valve and Gate Valve Replacement. This work included installation of the new gate and check valves at the top of the well. 4. The circumstances necessitating the change in performance were not reasonably foreseeable at the time the original contract was signed; the changes implemented by this Change Order No. 2 and Final are germane to the original contract as signed; and this Change Order is in the best interest of the City of Elgin and authorized by law. CHANGES IN CONTRACT AMOUNT Adjustments to the Contract Price resulting from the aforementioned items shall be the negotiated lump sum prices covering all compensation due for the work as shown in Table 1. CHANGE IN CONTRACT TIME No adjustments to the Contract Times shall be given for Work completed under this change order. RECOMMENDATION It is recommended that the Mayor and the City Council authorize the execution of Change Order No.2 and Final in the amount of$10,294 for Well 4A repairs at the Airlite Street Plant. BACKGROUND On August 11, 2004, Council approved a contract with Layne Western to repair Well 4A because the pump and motor failed. A base bid was requested for Scope of Services and Unit Pricing for all necessary labor and equipment to pull the pump and motor, perform all necessary equipment inspection and repair, and reinstallation of the equipment. A lump sum award for the base bid was made, with additional work authorized as necessary per the unit prices in the bid. The total contract amount is actually increased over the base bid amount as a result of increased quantities of material purchased per unit price. The cost per unit price did not change from the original bid. On February 9, 2005, Council approved the purchase of a Byron Jackson 350 HP motor from Layne Western in the amount of$47,695.04. Change Order No. 2 and Final includes the electrical cable for the submersible motor and pump that was determined to be bad during the reinstallation of the pump, re-pulling the well pump, motor and piping, and replacement of the check and gate valves. The work has been completed and the pump is fully operational. The cost of the Change Order No. 2 and Final is $10,294.
