RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
LYONS ELECTRIC COMPANY, INC. FOR
2004 TRAFFIC SIGNAL MAINTENANCE PROGRAM
WHEREAS, the City of Elgin has heretofore entered into a contract with Lyons Electric
Company, Inc. for 2004 Traffic Signal Maintenance Program; and
WHEREAS,it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that Olufemi Folarin,City Manager,be and is hereby authorized and directed to
execute Change Order No. 1,a copy of which is attached hereto and made a part hereof by reference.

CHANGE ORDER No. 1
CONTRACT: 2004 Traffic Signal Maintenance Program
SCOPE: This Change Order No. 1 will increase the quantities of some items as
set forth in Attachment A hereto.
The general contractor for this project is Lyons Electric Company Inc. of LaGrange,
Illinois.

REASON FOR CHANGE: This Change Order No. 1 is in the best interests of the City
of Elgin and is authorized by law; the changes necessitating
this change order were unforeseeable at the time of the
original agreement; and the changes provided for by this
change order are germane to the original agreement.
SUMMARY OF CHANGES IN CONTRACT AMOUNT:

The original contract with Lyons Electric Company Inc. is $68,643.52. By reason of
Change Order No. 1, the contract for the 2004 Traffic Signal Maintenance Program will
be increased in the amount of eight thousand two hundred twenty five and 00/100
dollars ($8,225.00), 12% of the original contract. The new contract amount, inclusive of
Change Order No. 1 is seventy six thousand eight hundred sixty eight and 52/100
($76,868.52).

SUBJECT: Change Order No. 1 to Contract with Lyons Electric for Traffic Signal
Maintenance
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to consider Change Order No. 1 to the contract with Lyons Electric for traffic signal
maintenance to add the installation of replacement LED Traffic Signals at two additional
intersections.
RECOMMENDATION
It is recommended that the City Council authorize Change Order No. 1 with Lyons Electric
Company Inc. in the amount of $8,225 increasing the overall contract from $68,643.52 to
$76,868.52.
BACKGROUND
The traffic signal maintenance contract with Lyons Electric includes a provision to convert four
traffic signals from their existing incandescent lamps to energy efficient Light Emitting Diode
(LED) modules. Materials for this conversion are being provided by the City under a separately
funded MFT purchase. When the City Council approved acceptance of a grant from Illinois
Clean Energy Community Foundation at the meeting on September 22, 2004, it was explained
that the grant would allow us to do more intersections than planned. When Council approved the
purchase of the LED heads at the meeting of December 1, 2004, it was explained that the grant
plus competitive pricing would allow us to do two more intersections and that a $8,225 change
order would be needed to cover the installation costs.
Change Order No. 1 (attached) adds the two intersections at the unit pricing included in the
original bid for an additional cost of$8,225. The City's MFT funding plus the grant funds will
cover all of the costs of the change out of the six intersections, including this change order.

The Change Order No. 1 to the Traffic Signal Maintenance contract with Lyons Electric
Company Inc. totals $8,225. The revised contract amount is $76,868.52, increased from
$68,643.52. This project is funded in the Motor Fuel Tax Fund, account number 290-0000-
791.41-07, MFT Repair and Maintenance Service/Traffic Signals, project number 339810, MFT
Traffic Signal Maintenance. The total project budget is $126,876 of which $58,167.61 is
available for this change order.
