Dorgan, City Manager Janice Ward, Senior Planner SUBJECT: City Support for Pace Dial-a-Rise Service PURPOSE The purpose of this memorandum is to tr.nsmit a request to the Mayor and members of the City Council from Pace, the suburban bus service, for 2004 support of the Dial-a-Ride Program. RECOMMENDATION It is recommended that the City Council approve the local share agreement of $27, 481 . BACKGROUND Pace provides Dial-a-Ride service in Elgin and the surrounding area. This service is available to se for citizens age 65 and over and persons with a disability. S:rvice is available only with a 24-hour advance reservation and only in the morning and afternoon, Monday through Friday. The vial-a-Ride service goes beyond the requirements of the Americans with Disabilities Act . Commencing in January of 1994 , the •ity Council approved a series of one-year agreements with Pace for the City to provide a local share for Dial-a-Ride service . This resulted from the City being approached by Elgin Towns ip officials who were unable, for financial reasons, to cont ' nue the support for the service . Elgin Township had supported the program since 1993 . Prior to that, the service was part of the City-provided bus service . Around the area, municipalities pay the local share of the Dial-a-Ride services as opposed to townships . /A Cost estimates provided by Pace show the program costing [ $97, 273 , with revenue covering 20 . 6%, P.ce subsidizing 51 . 1% and the City funding 28 . 3% . c City Support for Dial-a-Ride Service December 12, 2003 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTA, TED The Fox Valley Center for Independent Living has indicated this service provides a critical link for res dents to maintain their independence . FINANCIAL IMPACT The City of Elgin' s share is a maximum of $27 , 481 and will be paid out of the Riverboat Fund, account number 275-0000-791 . 80- 43 . Sufficient funds have been allocatei in the 2004 budget for this purpose . LEGAL IMPACT None . ALTERNATIVES 1 . The City Council could choose not to fund the Dial-a-Ride program. 2 . The City Council could choose to fund the Dial-a-Ride program for a limited number of veh' cle hours of service . Respectfully submitted for Council consi.eration.
