RESOLUTION
AUTHORIZING THE SALE OF K-9 ISO VON DER TANNENBURG TO
OFFICER JOHN SLOCUM
WHEREAS,in the opinion of the corporate authorities of the City of Elgin it is not necessary,
useful, or in the best interests of the City of Elgin to retain ownership of the nine year old male
German Shepherd dog Iso von der Tannenburg and commonly known as"Iso"now owned by it;and
WHEREAS, Officer John Slocum has offered to purchase said dog for the sum of$1.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. Pursuant to Section 5/11-76-4 of the Illinois Municipal Code,Illinois Compiled
Statutes,Ch. 65, Sec. 5/11-76-4,the City Council finds that the dog now owned by the City of Elgin
is not necessary or useful to the City of Elgin and the best interest of the City of Elgin will be served
by its sale.
Section 2. Pursuant to said Section 5/11-76-4, the City Manager be and is hereby
authorized and directed to sell K-9 Iso now owned by the City of Elgin to John Slocum,for the sum
of$1.00.

SALES AGREEMENT
THIS AGREEMENT is hereby made and entered into this 8th day of
September, 2004 , by and between the CITY OF ELGIN, a municipal
corporation (hereinafter referred to as "City" ) , and JOHN SLOCUM
(hereinafter referred as "Slocum" ) .
WHEREAS, City owns a nine year old male German Shepherd dog
known as Iso von der Tannenburg (hereinafter referred to as "Iso") ;
and
WHEREAS, Iso has performed various services for the City
through the City' s Police Department during the period of City' s
ownership of Iso; and
WHEREAS, due to Iso' s age and physical condition, Iso is no
longer capable of performing such services; and
WHEREAS, Slocum has acted as Iso' s handler during the period
of City' s ownership of Iso, and conveyance of ownership of Iso to
Slocum constitutes the most humane disposition of Iso; and
WHEREAS, City has adopted Resolution No. 04-238 finding that
Iso is not necessary or useful to the City, and the best interests
of the City will be served by Iso' s sale as provided herein.
NOW, THEREFORE, in consideration of the mutual promises and
covenants contained herein, the receipt and sufficiency of which
are hereby acknowledged, the parties hereto hereby agree that the
City shall hereby sell and convey to Slocum, and Slocum shall
hereby purchase and accept receipt and ownership of Iso for the sum
of One Dollar ($1 . 00) .

SUBJECT: Retirement/Sale of K-9 Iso
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of City Council with
information to consider the sale of the K-9 dog Iso to Police Officer John Slocum.
RECOMMENDATION
fook It is recommended that the K-9 Iso, be sold to Officer John Slocum for $1.00, and that the City
Manager be authorized to execute a sales agreement.
BACKGROUND
Officer John Slocum is the handler of the City of Elgin's police K-9 dog Iso, who is a 9 year old,
male German Shepherd. Due to Iso's age and a deterioration of his physical condition, Iso is no
longer capable of performing the police K-9 functions. The most appropriate means of disposing
of Iso is the sale of the dog to the handler, Officer John Slocum.
This is consistent with our past practice and the recommendations from police dog organizations.

The sale of Iso to Officer Slocum for $1.00 will eliminate expenses associated with the care and
feeding of the dog estimated at $ 500.00 annually.

1. The City could maintain Iso and continue to pay for his care.
