RESOLUTION
AUTHORIZING AMENDMENT TO THE 2003 COMMUNITY DEVELOPMENT
BLOCK GRANTS AND THE 2003 ACTION PLAN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the 2003 Community Development Block Grant Program
and the 2003 Action Plan is hereby amended for the change in use of
funds to the following project :
I . Change in use of Funds
C. The change in use of funds for the 2003 PADS Acquisition
project to be redirected for construction activities .
as provided for under the Housing and Community Development Act of
1974 as amended.

SUBJECT: Amendment to the 2003 Community Development Block
Grant Annual Action Plan
PURPOSE
em. The purpose of this memorandum is to provide the Mayor and
members of the City Council with information regarding the
amendment to the 2003 Community Development Block Grant (CDBG)
Annual Action Plan.
BACKGROUND
PADS was originally awarded $50, 000 in 2003 CDBG funding to
purchase land, located along State Street in Elgin. PADS is
acquiring the land to construct a new shelter to better serve
the needs of the homeless . Since the City Council' s approval of
CDBG funding for this program, PADS received State funding for
the land acquisition through the Illinois First Grant fund.
An amendment to the 2003 Annual Action Plan would allow the
$50, 000 to be redirected from the land acquisition component of
this project and instead be used for construction activities •
associated with the shelter. Therefore, staff is recommending
the scope of the project be amended to permit PADS to utilize
the $50, 000 in CDBG funding for such activities .

FINANCIAL IMPACT
Sufficient funds will be available ($50, 000) pending final
approval of the 2003 Action by HUD to revise the scope of work,
Major Repairs/Building-Structures, account number 230-000-
791 . 93-36, project number 154911 .
LEGAL IMPACT
m#1/4 An amendment to the 2003 Annual Action Plan is required in order
to revise the scope and purpose of the originally purposed
project for the 2003 CDBG Program Year.
ALTERNATIVES
1. Approve the amendment to the 2003 Annual Action Plan, as
described in the memo.
2 . Provide direction to the staff on the revision of the
[ project .
RECOMMENDATION
It is recommended that the City Council approve the change in
the scope and purpose of the PADS Land Acquisition project to
PADS Shelter Construction project as outlined.
