Loete, Public Works Director SUBJECT: Approval of MFT Construction Resolution for Bridge Maintenance PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the approval of a construction resolution authorizing the expenditure of Motor Fuel Tax funds for the purpose of bridge maintenance. BACKGROUND The City annual Motor Fuel Tax program normally includes five or six contractual maintenance projects . One of those projects has been for bridge maintenance and typically includes work like the sealing of concrete bridge decks, minor concrete repairs to the deck and parapet, and erosion control below the bridge. This year' s project is to be a much more aggressive project that replaces asphalt wearing surface of the Kimball Street Bridge that has rutted and shifted. Last fall a small hole (-.5" ) developed in the asphalt on the bridge . The hole was repaired by Public Works crews by removing a section of asphalt surface down to the concrete beams that support the bridge and placing a steel plate over the hole. This was then covered with an asphalt patch. While the repair was being made, it was noted that the top of the concrete beam exposed in the hole was much thinner than that shown on the bridge plans. The surface of the concrete in the cleared area also showed scars from the pavement grinder used to strip the rft old surface when the bridge deck was widened in 1997 . Approval of MFT Construction Resolution for Bridge Maintenance, May 9, 2003 Page 2 These findings raised concerns that the deck may have other locations where damage has been done by pavement grinding. If such areas exist, the resurfacing project would be the ideal time to repair them. An investigation into the condition of the deck beams is currently being conducted to insure that any such damage is located and that the resurfacing project provides adequate repairs to insure that the new surface will not be compromised. When IDOT staff reviewed the scope of the City' s intended project, they decided that it exceeded the guidelines for the extent work allowed under the normal maintenance resolution but rather should be done under a separate construction resolution. The appropriate IDOT resolution form is attached. The resolution is authorizing funds to be used for a project with the following scope : 1) remove the old asphalt wearing surface, 2) repair deck locations as needed, 3) repair the grout joints between the deck beams as needed, 4) install a waterproof membrane, 5) repair expansion joints as needed, and 6) replace the asphalt wearing surface and striping. The resolution will also cover all engineering services required for contract production and work inspection. The latest engineer' s estimate for the bridge investigation, construction work and construction inspection is $400, 000 . This is $300, 000 higher than was allocated for bridge maintenance in the 2003 MFT Maintenance Estimate approved in February. The additional funds will be taken from the greater than anticipated unexpended fund balance for the 2002 MFT budget discovered with the closeout of the last two projects . See the memo for the Supplemental Resolution for the 2003 Municipal Estimate of Maintenance Costs on tonight' s agenda for details on the determination of the additional funds . Approve the construction resolution for $400, 000 as recommended. 2 . Do not approve the construction resolution and do not pursue this project at this time. RECOMMENDATION It is recommended that the City Council approve the construction resolution in the amount of $400, 000 for the resurfacing of the Kimball Street Bridge .
