AND QUALITY INFRASTRUCTURE SUBJECT: Solid Waste Contract Payments to Waste Management, Inc . for Number of Household Stops PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider approval of the number of household stops for which the City makes payment pursuant to the subject contract with Waste Management . BACKGROUND The current solid waste contract with Waste Management requires em. that the number of household stops be adjusted in January and July of each year to account for the number of new housing units constructed in the City over the previous six months . We have documented that the number of household stops listed in the contract with Waste Management (WM) should be increased by 19 to account for the number of new single-family housing units constructed on public streets from July 1, 2001 through December 31, 2001 . The contract number of single-family housing stops should now be increased from 20, 217 to 20, 236 . This number will remain in effect for the next six months (January 1, 2002 through June 30, 2002) . Another adjustment to be made to the contract is the number of new units from multi-family developments that are currently under construction. Multi-family developments receive garbage and recycling service via curbside collection, or through permanent dumpsters/carts, depending on the type of housing structure. Yard waste services are not provided. Per our contract, multi-unit developments receiving curbside service are paid at 75% of the regular contract rate. Developments receiving dumpster/cart service are billed for recycling based on the number of housing units, and for trash based on volume. rft. j • i Solid Waste Contract Payments February 8, 2002 Page 2 The following is a list of developments currently under construction, along with the number of units : New Multi-Family Complexes (Under Construction) Curbside Service Number of Units Was Add' l . FINANCIAL IMPACT A 1 .2% rate increase on all solid waste contractual services took effect on January 1, 2002, bringing the rate per single-family "stop" to $11 . 65/month during yard waste collection season (April - Nov) , and $10 . 82/month for the remainder of the year. The rate for a curbside multi-family "stop" is $8 . 10/month, which is 75% of the single-family rate. The new household stops will cost an additional $748 .28 per month from January - March, or $2, 244 . 84 total . During the months that yard waste is collected, April - June, the additional cost per month is $764 . 05, or $2 , 292 . 15 total . These two additions total $4, 536 . 99 . low 1• • Solid Waste Contract Payments February 8, 2002 Page 3 The breakdown is as follows: 19 new single family households x $10 . 82 per unit/January - March $205 . 58 additional per month 19 new single family households x $11 . 65 per unit/ (April -June) $221 . 35 additional per month 67 new multi-family households x $8 . 10 per unit/month $542 . 70 additional per month There is $3 . 26 million budgeted for refuse services in the General Fund, Public Works Department, account number 010-3331-754 . 33-02, to cover the anticipated additional cost of $4 , 536 . 99 . EGAL IMPACT lm. None. ALTERNATIVES The City Council could choose not to amend the number of household stops as required by the contract . RECOMMENDATION It is recommended that the City Council authorize an increase in the number of single-family household "stops" covered in the contract with Waste Management by 19, for a total of 20, 236 units, which will remain in effect for the next six months (January 1, 2002 through June 30, 2002) .
