RESOLUTION
ACCEPTING A PROPOSAL FOR THE PURCHASE OF A GRIT CONVEYOR FROM
WALLACE & TIERNAN THROUGH PETERSON & MATZ, INC.
FOR THE AIRLITE WATER TREATMENT PLANT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that pursuant to Elgin Municipal Code Section 5 . 14 . 010
the City Council hereby finds that an exception to the
requirements of the procurement ordinance is necessary and in the
best interests of the city; and
BE IT FURTHER RESOLVED, that Olufemi Folarin, Interim City
Manager, be and is hereby authorized and directed to accept a
proposal on behalf of the City of Elgin for the purchase of a
grit conveyor from Wallace & Tiernan through Peterson & Matz,
Inc . for the Airlite Water Treatment Plant, a copy of which is
attached hereto and made a part hereof by reference .

Dear Kurt:
In regards to your recent request, the following is the pricing for the grit conveyor on your 1000 lime slaker.
Option I— 1000 pound per hour grit conveyor with standard Painted Steel Housing and standard internal
components... $9,688.98 plus freight and taxes.
Option II— 1000 pound per hour grit conveyor with 304 Stainless Steel Housing and standard internal
components....$12,525 plus freight and taxes. Discount pricing for option II $11,272, plus freight and taxes.
Purchase two option II $21,978 total plus freight and taxes.
Delivery for the painted steel is 4 weeks and 8-10 weeks for the stainless steel housing option.

SUBJECT: Sole Source Equipment Purchase for
the Water Department
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information for the purchase of sole
source equipment replacement for the Water Department .
BACKGROUND
The Water Department uses Wallace & Tiernan 1000 lb/hr lime slakers
at the Airlite Water Treatment Plant . Lime slakers convert calcium
oxide into calcium hydroxide for the softening process . The lime
slaker creates a by-product, "grit" , which is separated and removed
by a "grit remover" . The grit remover can only be replaced with
one manufactured by Wallace & Tiernan.
Peterson & Matz Inc. , of Elgin IL, is the authorized Wallace &
Tiernan representative for this area and is the sole source of the
equipment . A letter from Wallace & Tiernan confirming this is
attached. Peterson & Matz, Inc. has provided a quote for
replacement of the grit conveyor. Option #1, which includes
standard steel construction, costs $9, 688 . 98 plus freight . Option
#2, which identifies housing construction using 304 stainless
steel, for a discounted price of $11, 272 . 00 plus freight . Two of
the existing five grit conveyors used in the Water Department have
been replaced using stainless steel construction.

INANCIAL IMPACT
There is $20, 000 budgeted in the Water Fund, account number 401-
4002-771 . 91-46, project number 409013 , which is sufficient to cover
this $11, 272 . 00 purchase .

ALTERNATIVES
None.
RECOMMENDATION
It is recommended that the City Council authorize staff to purchase
a grit conveyor, option #2, from Wallace & Tiernan c/o Peterson &
Matz Inc. , for a price of $11, 272 . 00, plus freight .
