BACKGROUND On May 22, 2002 , the City Council authorized Gilbane to enter into contracts for the reconstruction and streetscape of Grove Avenue between Symphony and Kimball and Symphony Avenue between Grove and Douglas . On July 10, 2002 , the City Council approved Amendment No. 4 to the agreement with Gilbane which added the associated roadway work and streetscape elements to the guaranteed maximum price (GMP) contract in the amount of $2 , 162, 714 . 04 . The City' s contract with Gilbane includes a process for change orders to the established GMP. Attached is change order No. 4 for additional streetscape item costs . The bid documents failed to recognize certain elements of the streetscape project . Change order No. 4 authorizes Gilbane to compensate the roadway contractor, Johnson Blacktop, and the landscaping contractor, Seibert Landscaping, for these additional work items to install planters on the west side of Douglas Avenue, sod instead of seed, and additions to the irrigation system respectively. The costs associated with the irrigation and planters are consistent with the low bid items already in the contract . The unit cost of the sod price submitted has been evaluated against sod prices found within the Neighborhood Street Rehabilitation bid costs and were found to be lower. r Change Order No. 4 for The Centre October 18, 2002 Page 2 The costs associated with this change order are : Johnson Blacktop - Planters - $ 19, 992 Seibert Landscaping - Planters - 19, 885 Seibert Landscaping - Sod - 27, 200 Seibert Landscaping - Irrigation - 12, 512 Gilbane - Construction Managers Fee (8%) - 6, 367 Total $ 85, 956 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT Change order No. 4 totals $85, 956 . Currently there is an owner' s contingency balance of $133 , 306 which will be used to fund the subject change order. ALTERNATIVES 1. Approve Change Order No. 4 as recommended. 2. Do not approve Change Order No. 4 . To stay on schedule and to avoid costs associated with any delays, the contractors have already been authorized to complete the work associated with the planters. The sod and irrigation work have not yet been completed. A decision not to do the sod or additional irrigation will increase the demand on operation staff during the growing period for the seed and to water manually those areas not covered by the irrigation system. RECOMMENDATION It is recommended that the City Council authorize Gilbane Building Company to execute Change Order No. 4 that includes a value of $19, 992 to Johnson Blacktop, a value of $59, 597 to Seibert Landscaping, and a value of $6, 367 to Gilbane .
