RESOLUTION
INCREASING THE NUMBER OF STOPS FOR SOLID WASTE
GARBAGE, RECYCLING AND YARD WASTE PAYMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the City of Elgin shall make payment to Waste
Management for 20, 257 stops for solid waste garbage, recycling and
yard waste and 3 , 676 multi-family units at 75% of the contract rate
for solid waste garbage and recycling for the period July 1, 2002
through October 31, 2002 .

SUBJECT: Solid Waste Contract Payments-- Addition of New
Household Counts
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
approval of the number of household stops for which the City
makes payment pursuant to the current residential solid waste
and recycling services contract with Waste Management.
BACKGROUND
The current solid waste contract with Waste Management requires
that the number of household stops be adjusted in January and
July of each year to account for the number of new housing units
constructed in the City over the previous six months. We have
documented that the number of household stops listed in the
contract with Waste Management (WM) should be increased by 21 to
account for the number of new single-family housing units
constructed within the City limits from January 1, 2002 through
June 30, 2002 .
The contract number of single-family housing stops should now be
increased from 20,236 to 20, 257 . This number will remain in
effect for the remainder of the contract term. (September 30,
2002)
Another adjustment to be made to the contract is the number of
new units from multi-family developments that are currently
under construction. Multi-family developments receive garbage
and recycling service via curbside collection, or through
permanent dumpsters/carts, depending on the type of housing
structure. Yard waste services are not provided.

Per our contract, multi-unit developments receiving curbside
service are paid at 75 percent (75%) of the regular contract
rate. Developments receiving dumpster/cart service are billed
for recycling based on the number of housing units, and for
trash based on volume.

FINANCIAL IMPACT
The new household stops will cost an additional $592 . 95 per
month from July - September, or $1, 778 . 85 total . The breakdown
is as follows:

$348 . 30 additional per month
A total of $3 .26 million has been budgeted in 2002 for solid
waste services in the General Fund, Public Works Department-
Refuse Services account number 010-3331-754 . 33-02 . There are
sufficient funds available in this account to cover the
additional costs.

None.
ALTERNATIVES
1 . Do not amend the number of household stops that the City
makes payment for as required by the contract .
2 . Approve amending the number of household stops that the
City makes payment for as recommended.
RECOMMENDATION
It is recommended that the City Council authorize an increase in
the number of single-family household "stops" covered in the
contract with Waste Management by 21, for a total of 20, 257
units, which will remain in effect through the term of the
current contract (September 30, 2002) . Furthermore, payment
should be authorized for 43 additional multi-family units (for a
total of 3, 676 units) through September 30, 2002 .
