RESOLUTION
APPROVING A 2002 SCAVENGER LICENSE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that a 2002 scavenger license be and is hereby approved
for Disposal Management Systems of Schaumburg.

Disposal Management Systems of Schaumburg has recently met the requirements stated within
section 6.54 of the Elgin Municipal Code to obtain a scavenger license.

SUBJECT: Proposed Amendments to Ordinance Regarding Issuance of
Scavenger Licenses
You have requested I review the ordinance regarding the issuance of
scavenger licenses. In particular, it has been suggested that the
ordinance which provides for the City Council to issue such
licenses be revised to provide for the issuance of such licenses by
an appropriate city official .
Attached is an ordinance which would amend Elgin Municipal Code
Section 6 . 54 . 020 . Additions to the ordinance are noted by
underlining. Deletions to the ordinance are noted by line-
throughs .
The proposed ordinance amendment would provide for the city' s code
administration and development services director to receive and
issue the subject scavenger licenses . It is my understanding that
the public health officer currently does the investigatory work
regarding the scavenger license applications .

AN ORDINANCE
AMENDING CHAPTER. 6 . 54 OF THE ELGIN MUNICIPAL CODE, 1976,
AS AMENDED, ENTITLED "SCAVENGERS"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 6 . 54 . 020 of the Elgin Municipal Code,
1976, as amended, entitled "License; Application" be and is hereby
further amended to read as follows :
"6 . 54 . 020 LICENSE; APPLICATION
Applications for a license as required by Section
6 . 54 . 010 of this Chapter shall be made in writing on the
scavenger license application form provided for such
purpose and submitted to the
the Council city' s code administration and development
services director. License applications must be
completed in full . No license shall be issued except on
order of the Council where the application conforms to
the ordinances of the city and other applicable
requirements of law and upon the approval of the city' s
code administration and development services director. "
Section 2 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are hereby
repealed.
Section 3 . That this ordinance shall be in full force and
effect upon its passage and publication in the manner provided by
law.
