RESOLUTION
ADOPTING A NEIGHBORHOOD SERVICES COMMITTEE OPERATIONS MANUAL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby adopts a Neighborhood Services Committee
Operations Manual dated March, 2002 as the City of Elgin' s policy
for governing the operations of the Neighborhood Services
Committee, a copy of which is attached.

MISSION STATEMENT
It is the purpose of the Neighborhood Services Committee to
review conditions within the community which might pose
problems for the general safety and maintenance of
neighborhoods and/or the community as a whole and make
recommendations for their resolution

SECTION ONE - ORGANIZATION
I. WHAT IS IT?
The Neighborhood Services Committee(NSC)is a staff committee,composed of representatives of
various City departments, for the purpose of discussing and making recommendations on issues
related to the safety and maintenance of local neighborhoods and the community as a whole.
II. MEMBERSHIP
The Neighborhood Services Committee shall be composed of representatives of the following
departments:
City Manager's Office
Assistant city managers (will co-chair committee), or designee
Management Assistant
Neighborhood Liaison
Public Works Department
Public Works Director
Crew Leader, Traffic & Signs
Planning
Neighborhood Planner/Outreach
Code Administration &Development Services
Property Maintenance Manager
Police Department
Traffic Commander
Community Services Officer
Fire Department
Fire Captain
Parks Department
Other departments will be asked to participate as necessary.
Clerical duties will be provided by assigned staff from the Department of Code Administration or
as designated by chairpersons.

III. MEETINGS
Meetings will be held on the second and fourth Mondays of each month and will begin promptly at
1:15 p.m. Meetings will be held in Conference Room A, unless otherwise announced.
Meetings are not subject to the State of Illinois Open Meetings Act.
Attendance will be kept at meetings, including a sign-up sheet of those present. Those who cannot
attend shall endeavor to notify the chairpersons in advance of the meeting and make arrangements
to send a representative.
Minutes will be kept at meetings.
IV. AGENDA
Items will be placed on the meeting agenda only upon approval of the NSC chairperson or designee.
Items intended for the agenda will be submitted to the chairperson for review in writing, prior to
being placed on the agenda. Any issues which are initiated by a citizen shall be placed upon the
committee agenda only after the citizen has submitted,in writing,a description of the problem,who
is impacted and how, and recommendation as to how to alleviate the problem (who, what, when,
where and why). Requests submitted anonymously will not be accepted for consideration.

Definitions:
New Business: Items appearing on the agenda and under consideration for the first time
Pending Items: Items held over from previous meetings(s) for which additional
information or research is required prior to disposition of that item. "Pending Items"
are those items for which a relatively short time from introduction to disposition is
expected.
Tabled Items: Items held over from a previous meeting, the short-term disposition of
which is not practical or immediately critical. For example, an item which would
require a formal traffic study would be included among "Tabled Items".

V. FOLLOW-UP ON REQUESTS
For any item placed on the agenda, the originator of the request for action - citizen, City Council
member, staff, etc. - will be informed of the NSC's decision as to the disposition of that request
immediately after the meeting at which it was introduced. Generally,the requestor will be informed
in writing of the committee's decision. However,if further assistance from the requestor is required,
a contact will be made via telephone. The chairperson shall be responsible for preparing any denial
letters. If further information or assistance is required,the staff assigned to research or carry-out the
request shall make the contact.
If further information on any request is needed before disposition of the item can take place, the
chairperson shall assign such follow-up tasks to a committee member and the item will be given
"Pending Items" status on future agendas.
VI. RECOMMENDATIONS REQUIRING CITY COUNCIL ACTION
If an action recommended by the NSC requires City Council action, a chairperson will assign
responsibility for preparing the Committee of the Whole agenda memorandum to the appropriate
committee member. In most instances,these memoranda will be prepared by the chairperson. This
memorandum will be submitted to the City Manager's Office according to the established C.O.W.
preparation process.
VII. CITY COUNCIL APPROVAL
Once a recommendation by the NSC has received City Council approval,the chairperson will assign
implementation of that item to the appropriate department.Every attempt shall be made to complete
this implementation within three weeks from the time of City Council approval. The NSC member
representing that department shall be responsible for reporting the progress of its implementation to
the NSC chairperson. A report of this implementation shall be provided no later than two NSC
meetings after the initial assignment is made.
VIII. DECISION-MAKING
The NSC generally performs an advisory function; making recommendations to the City Council
regarding items brought before it. However, there may be instances when the committee
recommends action which can be implemented administratively by City Departments,as authorized
by the Municipal Code.
Once the committee receives authorization from the City Council to proceed with a
recommended action or takes allowable administrative action,that action shall not be reversed
for a minimum of three years, unless there is reason to do so because:

a. The reversal is necessary to facilitate public safety, as determined
by the committee of the City Council.
b. The area affected by the action has undergone some changes which
diminishes the need for the condition created by the action in question.
c. Other unforeseen circumstances.

SECTION TWO-ACTIVITIES
I. RESPONSIBILITIES
Responsibilities of the NSC shall include,but not be limited to, the following:
I. conducting neighborhood surveys
• participating in neighborhood walks
• developing policy recommendations
• conducting studies of matters related to the functions of the committee and, if
appropriate, making recommendation for action based on those findings
• reviewing citizen requests regarding parking, traffic, neighborhood maintenance
and
other matters related to the function of the committee
• meeting with neighborhood groups to discuss matters related to the function of the
committee
• making recommendations for alterations in parking or traffic conditions for the
benefit of the community and delivery of public services and public safety.
• working with the Elgin Community Network
• involvement in Neighborhood Improvement Grant selection process
• work with Property Resolution Team on cases involving multi-department
issues
II. NEIGHBORHOOD SURVEYS
From time to time, the NSC will consider an alteration in an existing condition which will impact
persons living in the vicinity in which the proposed change is to take place. Examples would
include consideration of parking restrictions or changes in traffic patterns. In such cases, it may
be necessary that a neighborhood survey be undertaken to discover the reaction of those persons
affected by the proposed alteration.
Prior to the survey being undertaken, the president (if one exists) of the formal neighborhood
association will be informed of the proposed alteration, the rationale for the proposal and the
planned implementation schedule. The neighborhood association will be informed of the intent to
survey the neighborhood and notified that assistance may be requested of that association in
conducting the survey.

Door-to-door surveys will be conducted by the Police Department's Traffic Division personnel,
unless otherwise agreed by the Neighborhood Services Committee and the neighborhood
association. Verbal responses will be recorded on the survey instrument along with the address
and signature of the respondent. The date of the contact will also be noted. If the individual is
contacted,but refuses to respond this will be noted on the survey instrument and, if possible, the
individual's signature obtained. Timing and scheduling of the survey visit will at the discretion
of the Police Department. If that attempt is unsuccessful, the survey instrument will be left with
a door hanger including instructions and return envelope, including a specific response date and
an explanation that failure to respond will eliminate the address from calculation of the survey
results. Information will be provided in both English and Spanish. A conceptual sample is
presented as Attachment B.
The survey population will normally include those addresses directly and immediately impacted
by the proposed change as determined by the NSC. The NSC has the discretion to expand the
survey population if a larger impact is anticipated.
The survey results will only be considered in determining the NSC recommendation if: A.
Seventy-five percent (75%) of the survey population responds and B. Survey results indicate
support of the proposal by sixty-six percent (66 %) of the dwelling(or business) units affected.
NOTE: A dwelling unit is defined as one or more rooms within a
dwelling,which are designed, intended and used exclusively for
human habitation within a common household for one family.
Any request presented by person, persons, groups, organizations, etc, other than the NSC or the
City Council, must be done so in writing, accompanied by a petition signed by no less than ten
percent (10%) of the dwelling (or business) units affected by the request or at the discretion of
the co-chair. Only one signature per unit may be counted toward the ten percent. NSC will not
conduct follow-up neighborhood surveys where a written request and petition are not present.
Survey results will not be the only determining factor in the NSC's final recommendation. In
some cases, a larger, demonstrable community interest might exist to override the responses from
those immediately impacted by the decision.
A second survey will not be conducted unless the following conditions are met:
I. It can be demonstrated that a majority of the respondents have altered
their position on the question posed.
II. New information is provided which alters or challenges the basis for
the NSC recommendation
III. An alternative for dealing with the matter is proposed by a majority
the City Council or the NSC.

Surveys may not always be conducted. The NSC may determine that a survey is not warranted.
Situations in which this might be the case could include, but not be limited to, the following:
a. If the proposed action does not directly impact a substantial number of residents
or business, a survey will not be conducted.
b. If established policies or regulations are already in place which govern parking,
and the proposed action does not conform to or is not allowed under those policies
or regulations, a survey will not be conducted.
c. If there is a demonstrated need for the action to ensure public safety.

SECTION THREE - ISSUE AREAS
I. PARKING
The NSC will consider parking issues which are brought to its attention by citizens or initiated
from within its own membership or from the Elgin City Council. The committee may consider
conditions for which resolutions might include parking bans,parking time restrictions,
reconfiguration of parking spaces, establishment of loading zones, etc. Requests from all
sources shall be submitted in writing to the NSC chairperson.
Alteration to existing parking conditions will be considered if one of the following conditions is
met:
1. Current parking conditions present a threat to public safety. "Threat to
public safety" shall be defined as : current parking patterns can be
demonstrated to create a condition which compromises traffic flow through
an area in such a way as to create or contribute to an unsafe condition. Examples
em1/4 include, but are not limited to :
Parking which dramatically hinders the movement of emergency vehicles through
an area
Parking which creates line of sight interruptions
Parking which hinders movement through the area. It shall be
demonstrated that the parking creates significant problems for the
movement of common vehicles and pedestrians through an area
Parking which inhibits the performance of public services, including,but not
limited to snow removal, solid waste collection and street sweeping.
2. Current parking conditions present a significant detriment to the maintenance of
a neighborhood or access to units within that neighborhood, including residences,
commercial and industrial business. Examples, include, but are not
limited to:
Parking which hinders ingress and egress of commercial vehicles associated with
the operations of a commercial or industrial business
Parking which results in the disproportionate use by persons not directly
residing in or associated with a business operating in the area. Situations
exemplifying this would include:

a. Students using public streets for daily parking while school is
in session.
b. Use of public street parking as overflow parking for residential
complexes not located in the immediate neighborhood.
Parking which hinders access to driveways.
3. Creation of parking patterns for which it is determined that there is a public
benefit,
beyond a benefit to any one specific area, organization or individual. Examples
include,but are not limited to:
Creation of handicapped parking areas in public lots.
Removal of parking to facilitate operation of public services.
Establishment of parking patterns to facilitate development.
Establishment of parking patterns to facilitate downtown parking interests
The NSC may decline to consider any request for establishment of parking
patterns which may have an adverse impact on a larger public or has the effect of
recreating the same situation for which relief is sought in another area. For
example, the committee may choose to decline a request to restrict parking in a
neighborhood if the effect of approving the request would be to push parking into
adjoining neighborhoods.
Municipal Code provisions relative to parking and loading are presented as Attachment C.
II.. TRAFFIC
The NSC will consider requests related to traffic control which impacts the safe and efficient
flow of traffic through the community, as well as the safety of pedestrians. Issue areas include,
but are not limited to, traffic signs, signals, and control, speed regulations, traffic flow and traffic
congestion.
Traffic Signs, Signals and Markings . The City can only provide for traffic control devices
upon those streets, roadways or upon that equipment under its jurisdiction. If the streets and
roadways, or the equipment,which is the subject of the request is owned or controlled by of an
entity other than the City of Elgin, the NSC will inform the requester of this information and
provide a contact name. NSC may pursue such a request if it deems the impact to benefit the
larger community.

When determining action concerning new or modified traffic control devices, the following shall
be considered:
A. Accident history of the subject area. The Police Department will provide a
minimum 3-year history of accidents.
B. Special features of the subject area, such as schools, topography, existing street
lay-out, visibility.
C. Type of street or roadway and general purpose in terms of moving traffic through
the area and community
D. Findings of traffic detectors and speed devices being placed at subject area.
E. Findings of traffic study, if deemed necessary by NSC.
Recommendations to approve new or modified traffic signs or signals shall be submitted to the
City Council for approval. The Director of Public Works is authorized to designate marks or
lines upon the surface of roadways, crosswalks at intersections and safety zones. The Director of
Public Works is further authorized to make traffic lanes upon the roadway of any street or
highway where a regular alignment of traffic is necessary.
Traffic Control in School Zones. It shall be the policy of the City of Elgin to establish
intersections controlled by four-way stops within the immediate vicinity of all schools,where
traffic conditions allow and where other control options are not viable.
Traffic Control in Intersections. It shall be the policy that the pattern of control at
intersections within the corporate limits of the city shall be reviewed in accordance with good
engineering practices, characteristics of the area,results of warrant studies and the provisions of
the Manual for Uniform Traffic Control Devices (Attachment D).
It shall be the responsibility of the NSC to,where needed, make recommendations regarding the
appropriate method of control and monitor the implementation of this policy.
Speed Regulations. NSC may review requests for and recommendations establishing maximum
speed limits on streets within the corporate limits of Elgin which are under municipal
jurisdiction. The City of Elgin cannot establish speed limits for those streets and roadways under
the control or ownership of other government entities, such as state or county, or those not
formally accepted within the municipal street system.
If NSC considers the establishment of new speed regulations, the following shall be considered:
A. Accident history of subject area. Police Department shall provide a minimum
3-year accident history of accidents.
B. Special features of the area which might impact the speed of vehicles, such as
presence of schools,parks, etc.,topography of area, layout of street, and parking
patterns.

C. Type of street or roadway(arterial, collector, etc.) and its function in moving
traffic
through the subject area and community.
D. Findings of traffic detectors and speed devices being placed in subject area.
Establishment of speed regulations must receive City Council approval.
Crossing Guards. NSC may consider requests for crossing guards in support of students
walking to and from school. A procedure has been formally established to follow for considering
such requests. That procedure is provided as Attachment E.
Request for Special Signage. NSC may consider requests for the placement of signs in the
public right-of-way which provides special information or warnings, such as "No Outlet" signs,
or signs to support regulations already in place, such as a request for additional speed limits
signs. It shall be at the discretion of NSC to approve or deny such request. Private signage, such
as promotional or directional signs for not-for-profit organizations, will not be allowed in the
public right-of way. Unenforceable signs, such as "Children At Play",will not be allowed.
III. NEIGHBORHOOD MAINTENANCE ISSUES
Matters relating to the maintenance of neighborhoods and code enforcement may be raised from
requests submitted by individuals or organizations or arise from other issues presented to NSC.
IV. NEIGHBORHOOD WALKS
Once a quarter each calendar year, the NSC will initiate neighborhood walks for the purpose of
viewing, first-hand, the conditions of a neighborhood in the community and providing an
opportunity to discuss neighborhood issues with members of neighborhood associations. NSC
may also respond to direct requests from neighborhood organizations to participate in
neighborhood walks. At minimum, NSC members who shall participate are a chairman,
Neighborhood Liaison,Neighborhood Planner/Outreach,Police Department representative
(including a ROPE officer), Public Works Director and Property Maintenance Manager
(including Inspector from the subject area).

V. SPECIAL PROJECTS
NSC will initiate special projects which address matters consistent with its mission statement.
VI. ELGIN COMMUNITY NETWORK
The Neighborhood Liaison will serve as NSC's representative to the Elgin Community Network.

IV. Pending Items
1. Address traffic concerns at 877-879 Villa. Mr. Millikan is waiting to hear from Mr.
Deering about the site plan to make sure all requirements have been met. Ms.
Murphy will contact the business owner and a meeting will be set up sometime in
the near future.
2. Request for reflectors on the island of N State St and Wing Street. Mr. Migatz
will attempt to contact Mr. Chiarughi regarding the request for reflectors.
r3. Address traffic concerns at Route 20 and Shales Parkway. Mr. Folarin met with
Mr. Pitt to discuss the traffic concerns.. Mr. Pitt would like to read the traffic study
presented by Lt. McCurtain.
4. Renaming of Wing Street from McLean to Royal Blvd. Mr. Lawry will write a
Friday Report Memo to the City Council in which the committee can "unofficially"
present the item.
5. Discussion regarding the Neighborhood Resurfacing Project and the
unwritten rule of putting up Stop Signs on all corners surrounding a school.
Mr. Stegall will research other city guidelines to help the group make some
recommendations to the City Council.
6. Discussion regarding the temporary removal of parking ban on St. Charles
Street. The odd/even parking ban was unofficially taken off of St. Charles Street
from Villa to Bluff City Blvd. "No parking"signs were installed around traffic calming
devices to allow enough room for traffic. These changes were don unofficially. NSC
members need to make a determination if he changes should be made permanent.
Mr. Stegall will check code and contact the police department.
7. Ownership:of Toastmaster Field. Ms. Nier will contact the Parks Department to
inquire of a contact person for the organization of the soccer fields. The
organization will be notified of the parking problems Middleby is experiencing due to
soccer parking. NSC members decided that they will discuss putting up official
parking restrictions if the organization is not willing to help alleviate the parking
problem.
V. Tabled Items
1. Request for traffic study on St. Charles Street. Item to be tabled until the
representatives of the request are present at the meeting.
2. Request for Stop.or Yield Sign at Spinnaker and Bristol Bay. Mr. Stegall will •
takes some time to look at the area and review this intersection as well as other
intersections-in the area.
3. Request to lift or extend parking restriction on both Highland and Division
Ave. No decisions will be made regarding parking in this area until the new
Downtown Parking Committee has a chance to do a survey.
4. Request for traffic study and speed bumps on Monday Drive. Public Works will
put out the Counters to keep a log of the traffic on Monday Drive. Mr. Migatz will
report back with the results from the Counters.
5. Request for Stop Sign at Umbdenstock and Cottonwood. Mr. Stegall will take
some time to look at the area and review this intersection as well as other
intersections in the area.

6. Request from residents of May Street to permit unrestricted parking from
Grace to Raymond. Sgt. Ufland presented the results of the new survey. AU of
those surveyed wanted the parking restriction lifted. The origin of the restriction
came from the same neighbors about a year ago. Mr. Folarin discussed creating a
. minimum required time limit for a change by the NSC members prior to another
change for the same street.
7. Rugby and Du Page Street parking restrictions. Mr. Folarin presented a letter on
the subject at the meeting. The request was for the City to look at other'options to
alleviate parking problems instead of turning DuPage into one-way. Sgt. Sosnowski
will talk with the principal regarding several options that were discussed. A meeting
with the U-46 School district is scheduled for January 2002. The item will be
brought up at that meeting.
8. Jackson Street parking ban. Ms. Nier lead discussion regarding memo to the City
Council. The memo was originally based on safety issues. These safety issues are
no longer a factor. The NSC members decided to have the new R.O.P.E. Officer
conduct a new survey using a slightly modified version of the original. Ms. Nier will
write a letter to the neighborhood group to notify them of the NSC members
decision.

Parking Rules (Chapter 11.56, Elgin Municipal Code)
The following are highlights of the provisions of Chapter 11.56, of the Elgin Municipal Code,
setting forth regulations for parking with the City of Elgin. The chapter, in its entirety, follows.
1. The Director of Public Works, or the Chief of Police, in his absence, shall determine
upon what streets angle parking is permitted and shall mark and sign such streets.
2. The Director of Public Works, or the Chief of Police in his absence, is authorized to issue
permits to permit the backing of a vehicle to the curb for the purpose of loading or
unloading.
3. The parking of motor vehicles shall be on concrete or asphaltic paved surfaces only.
4. The Director of Public Works, or Chief of Police in his absence, may designate by official
signs a space on sides of the street in each block in the limited parking districts not to
exceed eighteen feet (18') in length wherein is shall be unlawful for any person to park
any vehicle for more than five (5)minutes.
5. Unless otherwise authorized, establishment of areas in which stopping, standing and
parking are prohibited shall be adopted by the City Council.
6. The following parking time zones currently exist within the corporate limits of the city:
15 minutes, 30 minute, one hour, ninety minute, two hour, three hour, four hour, five hour
ten hour.
7. Handicapped parking spaces are established upon approval of the City Council.
8. The Director of Public Works, or Chief of Police in his absence, is authorized to erect
signs indicating no parking upon any street when the width of the roadway does not
exceed
twenty feet (20'), or upon one side of a street when the width of the roadway does not
exceed
thirty feet (30').
9. The Director of Public Works, or Chief of Police in his absence, is authorized to erect
signs
upon the left-hand side of any one-way to prohibit the standing or parking of vehicles.
10. The Director of Public Works, or Chief of Police in his absence, is authorized to
determine and designate places not exceeding 100 feet in length in which standing,
stopping or
parking of vehicles would create an especially hazardous condition or would cause

unusual delay in traffic.
Loading (Chapter 11.64)
The Director of Public Works, or the Chief of Police in his absence, is authorized to determine
the location of curb loading zones, for either freight or passengers.

'11.60.208: TOW-AWAY ZONES; PARKING LOTS:
A. Any car or other vehicle parked on any of the following designated parking lots which
has not been issued a city permit for such parking may be removed and towed away as
herein provided:
1. Spring Street Parking Deck: East side of Spring Street between Chicago Street and
Highland Avenue;
2. Riverside Parking Lot: Bounded by Highland Avenue (north), Prairie Street (south),
Riverside Drive (east), and Fox River (west);
3. Civic Center.Parking Lot: Block bounded by Douglas Avenue (east), Highland Avenue
(south), Grove Avenue (west) and civic center complex (north);
4. Center City Parking Lot: Southeast corner of Douglas Avenue and Dexter Court.
B. Notice of restrictions shall be prominently placed at each driveway access or curb cut
allowing vehicular access to the property within five feet (5') from the public right-of-way l
line. If there are no curbs or access barriers, the sign shall be posted not less than one
sign each one hundred feet (100') of lot frontage.
C. The notice shall indicate clearly, in not less than two inch (2") high light-reflective letters
on a contrasting background, that unauthorized vehicles will be towed away at the
owner's expense.
D. The notice shall also provide the name and current telephone number of the towing
service towing or removing the vehicle.
E. The sign structure containing the required notices shall be permanently installed with the
bottom of the sign not less than four feet (4') above ground level, and shall be continu-
ously maintained on the property for not less than twenty four (24) hours prior to the

11.60.210: RESPONSIBILITY FOR VIOLATIONS:
The regulations set forth in this chapter relating to traffic shall apply to the operator, the
person in charge of, and the owner of a vehicle stopped, standing or parked in violation of the

11.60.200: VIOLATING VEHICLE; REMOVAL FROM STREET:
A. Whenever any police officer finds a vehicle standing, stopped or parked in violation of
the provisions of this chapter such officer is authorized to move the vehicle or to require
the driver or other person in charge to move the same to such a place as will not inter-
fere with the use of the streets and highways as herein prohibited.
B. Whenever any police officer finds a vehicle unattended in any street where such vehicle
constitutes an obstruction to traffic, or the use of the streets, driveways, sidewalks and
other public places in the city, such officer is authorized to cause the removal of such a
vehicle to a public garage or other place of safety, and the expense of such removal and
storage in such public garage shall be paid by the owner or operator of the vehicle.

11.60.205: TOW-AWAY ZONES:
A. Any car or other vehicle parked on any of the following designated streets during the
hours when parking thereon is prohibited may be removed and towed away as herein
provided:

point one thousand thirty feet (1,030') east of Crispin Drive.
Fulton Street, south side thereof, from a point forty feet (40') east of South Grove

11.60.180:_ ONE-WAY ROADWAYS:
In the event a highway includes two (2) or more separate roadways and traffic is restricted to
one direction upon any such roadway, no person shall stand or park a vehicle upon the
left-hand side of such one-way roadway unless signs are erected to permit such standing or
parking. The Director of Public Works, or Chief of Police in his absence, is authorized to
determine when standing or parking may be permitted upon the left-hand side of any such

11.60.190: HAZARDOUS OR CONGESTED AREAS:
A. The Director of Public Works, or Chief of Police in his absence, is authorized to
determine and designate by proper signs places not exceeding one hundred feet (100')

ly hazardous condition or would cause unusual delay in traffic.
B. When official signs are erected at hazardous or congested places, as authorized herein,

11.60.145: OVERNIGHT PARKING IN PARKS PROHIBITED: t/
A. No person shall park a vehicle within any City park after ten o'clock (10:00) P.M. and
before seven o'clock (7:00) A.M.
B. Any police officer of the City is authorized to cause the removal of any vehicle parked in
violation of this Section to a public garage or other lawful place of storage.
C. Vehicles removed pursuant to this Section shall be returned to the owner or operator of
such vehicle upon payment of any towing fees and any storage charges incurred for
each day that the vehicle remains unclaimed.
D. Except as otherwise provided herein, any vehicle removed pursuant to this Section shall
otherwise be treated as a vehicle that has been removed from a tow-away zone as
provided in Section 11.60.205 of this Chapter. (Ord. G51-95 § 1, 1995)
11.60.150: SCHOOL ZONES:
A. The term "school zone" includes both sides of that part of the public highway in front of
the principal entrance to any public elementary or high school or parochial school, and
extending not less than three hundred feet (300') in either direction from such school
building.
B. Such area shall be marked as a school zone by official traffic signs. (_
C. It is unlawful for any person to park or permit to be parked any vehicle in a school zone
between the school hours of eight o'clock (8:00) A.M. and four o'clock (4:00) P.M. of
such days school is in regular session; provided, that such restrictions as to parking
shall not be in force on Saturdays, school holidays and during the summer vacation
period when school is not in regular session for all pupils attending such school; or in
such places where other parking regulations are in force and effect under the provisions
of this Title.
D. No person operating an overtaking vehicle shall pass an overtaken vehicle in a school
zone unless such overtaken vehicle is stopped. (Ord. G69-86 § 2, 1986)
11.60.155: UNAUTHORIZED USE OF PARKING PLACES RESERVED FOR
HANDICAPPED PERSONS:
A. No person shall park any motor vehicle which is not bearing registration plates or decals
issued to a handicapped person, as defined by section 1-159.1, pursuant to section
3-616 or 11-1301.2, or to a disabled veteran pursuant to section 3-609 of the Illinois
Vehicle Code, as evidence that the vehicle is operated by or for a handicapped person
or disabled veteran, in any parking place, including any private or public off-street

11.60.110: PARKING NOT TO OBSTRUCT ROADWAY:
No person shall park any vehicle upon a street, other than an alley in such a manner or under
such conditions as to leave available less than eighteen feet (18') of the width of the roadway

11.60.120: PARKING NOT TO OBSTRUCT ALLEY:
No person shall park a vehicle within an alley in such a manner or under such conditions as
to leave available less than ten feet (10') of the width of the roadway for the free movement of
vehicular traffic, and no person shall stop, stand, or park a vehicle within an alley in such

11.60.130: PARKING OF COMMERCIAL VEHICLES, TRAILERS OR TRUCK
TRACTORS RESTRICTED:
A. No commercial vehicle, trailer or truck tractor with a gross vehicle weight or registered
weight of eight thousand (8,000) pounds or more shall be permitted to be parked on any
public street for a longer period than two (2) hours.
B. No trailer of any kind shall be permitted to be parked on any public street for a longer
period than two (2) hours. This restriction includes, but is not limited to, boat trailers,
campers, pop-ups, trailer coaches, semitrailers, travel trailers, utility trailers, and every
other vehicle without motive power designed for carrying persons or property on its own
structure which is designed or intended to be drawn by a vehicle with motive power.

11.60.140: PARKING FOR CERTAIN PURPOSES PROHIBITED:
No person shall park a vehicle upon any roadway for the principal purpose of:

of storage at the expense of the owner of the vehicle.
E. Violations of this Section shall be punishable by a fine of not less than ten dollars

exceed eighteen feet (18') in length wherein it shall be unlawful for any person to park
any vehicles for more than five (5) minutes. Such five (5) minute parking space shall be
so located as to permit the operator of a vehicle to pull away from the curb without

The provisions of this chapter prohibiting the standing or parking of a vehicle shall apply at all
times or at those times herein specified or as indicated on official signs except when it is
necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the
directions of a police officer or official traffic-control device. (Ord. G69-86 § 2, 1986)
11.60.020: REGULATIONS NOT EXCLUSIVE:
The provisions of this chapter imposing a time limit on parking shall not relieve any person
from the duty to observe other and more restrictive provisions prohibiting or limiting the
stopping, standing or parking of vehicles in specified places or at specified times. (Ord.

No person shall move a vehicle not lawfully under his control into any prohibited area as
designated by section 11.60.020 of this chapter or away from a curb such a distance as is

11.60.050: STOPPING, STANDING, PARKING PROHIBITED WHERE:
At any time, it is unlawful to permit any vehicle to park or stand in any of the following places
except when necessary to avoid conflict with other traffic or in compliance with the direction of
a policeman or traffic signal, no person shall stop, stand or park a vehicle:

A. Within any intersection;
B. On any crosswalk or railroad crossing;
C. On any sidewalk, parkway or tree bank;
D. Upon any bridge or viaduct, or in any subway or the approach thereto, excepting the
National Street, Chicago Street and Highland Avenue bridges as posted;
E. Between a safety zone and the adjacent curb or within twenty feet (20') of a point on the
curb immediately opposite the end of a safety zone, unless the traffic authority indicates
a different length by signs or markings;
F. Within twenty feet (20') upon the approach of any crosswalk;
G. At any place where the standing of a vehicle would reduce the usable width of the
roadway for moving traffic to less than eighteen feet (18');

THE PROCESS
The process begins when a person or people believe an area or intersection requires a crossing
guard.Parents and concerned citizens will be directed to make their request to that particular schools
principal. (This education will take place through school handouts to parents,parent/teacher
organizations and can be printed in local newspapers).
Step 1. School Principal receives request for a crossing guard.
1. The Principal initiates/completes a Crossing Guard Placement Evaluation for

2. Collection of traffic crash history at the requested location(school days/hours).
3. Forward all collected data(3-1 and 3-2)to the Director of Public Works.
Step 4. The Public Works Director receives and reviews the Evaluation form and Police data.
1. The Public Works Director is responsible for contacting a qualified Traffic
Engineering firm to perform a warrant study.

Step 5. The Public Works Director receives and reviews the recommendation of the Civil
Design Group and generates a full report.The report and recommendation are
forwarded to the Police Traffic Division Commander.

Step 6. The Police Traffic Division Commander receives and reviews the Director of Public
Works report and recommendation.

recommendation(s)to the Neighborhood Services Committee(NSC).

3.The NSC causes a Committee of the Whole agenda item to be generated.

1.The Commander explains the outcome of the evaluation process and offers to have
a meeting to further discuss the study results.
2.Appeal may be made to the NSC to review all information and overrule.
3.The Police Traffic Division Commander will follow-up on any written
correspondence with the school Principal and the requestor(s).
A sample of the Crossing Guard Placement Evaluation form can be found in the Appendices.
The Police Trafficpivision will explain how to use this form so each school Principal is
appropriately prepared and familiar with the process.

Committee Operations Manual
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information regarding the adoption of
policies governing the operations of the Neighborhood Services
Committee .
BACKGROUND
eft. The Neighborhood Services Committee is a staff level committee
which meets twice a month to discuss matters relating to traffic
control, parking and neighborhood maintenance . The Committee is
composed of representatives of several City departments, including
Police, Fire, Code Administration, Public Works, Parks and the City
Manager' s Office . The Assistant City Managers co-chair the
Committee. The Committee researches each issue presented, develops
recommendations and provides direction for implementation of
solutions . Since its inception, the Committee has operated without
guidelines to direct its activities .
The need for an Operations Manual is seen as essential for a number
of reasons . Foremost among these is the need for consistency in
dealing with requests and questions as they are presented to the
Committee for consideration. Further, the presence of guidelines
would provide continuity in procedures as membership changes take
place. An Operations Manual would serve as the policy for
Committee activities . The manual would address both "housekeeping"
items (membership, agenda preparation, etc . ) and procedures for
investigation issue areas and formulation recommendations for
action. For example, the manual would establish guidelines for
submitting requests to the Committee, considering parking requests
and conducting residents surveys .

An Operations Manual would also benefit the City Council in
understanding how the Committee develops the recommendations it
asks the Council to consider. Further, the policies established in
the manual may assist City Council members in responding to
residents with questions about these issue areas .
