This charge reflects only the work performed by the Company. There may be additional costs required by other utility or communication companies. They should be contacted for their associated charges. For Ameritech, call 1-800-244-4444. Work will be done during the Company's regular working hours, unless otherwise specified. This Agreement shall be void if not accepted by the Customer within ninety days from date submitted. Transformers and metering equipment installed in conjunction with this work, shall in all cases, remain the property of the Company. In the event the work covered by this Agreement cannot be completed within one year from the above date as a result of delays on the part of the Customer or because the Company has been denied access to the premises, the charge to the Customer shall be recomputed based on the level of costs prevailing at the time of completion of the work as stipulated in the Company's General Company Order No. 25. This agreement is subject to the provisions of the Company's Schedule of Rates and Information and Requirements for Electric Services as on file with the Illinois Commerce Commission. SHORT CIRCUIT CURRENT The maximum available short circuit current available at the first point of connection between ComEd's facilities and customer's facilities for the proposed 800A switch is 20,000A RMS symmetrical,three phase at 480V. Any future change in equipment at this location may result in an increase in available fault duty. The electrical characteristics of circuits used in extending from the aforementioned point and those of the customers rotating equipment will affect the short circuit duty imposed on the customer's electrical equipment. We suggest that this information be conveyed to the designer of your electrical system to enable him to specify an adequate and economical installation. Locate and stake all existing underground facilities in proposed trench route. Customer accepts responsibility for damage to such facilities not properly located. 3. Ensure that the trench route is free and clear of all obstructions with grade not above,nor more than 4"below final grade,prior to ComEd trenching. ComEd does not normally trench where rock,concrete,or other obstructions exist. If abnormal soil conditions are encountered,customer is to provide trench and clear fill,or ComEd can provide trench and clear fill at the customer's expense. 4. Provide and install all restoration of the work area. This includes repairs and/or replacements of trees,shrubs,pavement,sod,etc. resulting from the installation,repair,or replacement of ComEd facilities on customer property. 5. Install,own,and maintain transformer and switchgear foundations per ComEd specification C5285 and C5286.H(attached); and associated conduits and bends(4"-diameter 90 degree,36"minimum radius plastic schedule 40 plastic bends or hot galvanized rigid steel bends provided with ground bushings for#2 wire,O.Z.type"BLG"or equivalent). Terminate primary and secondary conduits flush with top of foundations. After conduits are in place,backfill with screenings,sand or fine excavated material. Compact thoroughly before placing aggregate and pouring foundation. Top of foundations shall be smooth and level. 6. Ensure transformer is protected from vehicular traffic. Install vehicle barriers per ComEd specification C5295 if required as shown on sketch 7. Install two(2)-4"schedule 40 PVC plastic conduits or 4"polypipe(continuous conduit,high-density polyethylene)under all paved areas,or other areas exposed to vehicular traffic at a minimum depth of 30"below final grade(measured to top duct). Customer to rod and pull test mandrel in conduit and install nylon pulling rope. Conduit to be end capped and ends of pipe are to be clearly marked above grade with a stake. 8. When the outer edge of the transformer is closer than three feet from the building wall,the meter panel will not be placed on the wall within the area between the pads and the building. 9. Transformer area to be kept clear and accessible to ComEd personnel at all times. An area 6'wide and 10'long in front of pad to be free of above ground obstructions. 10. Furnish,install,own,and maintain secondary cable to Commonwealth Edison Company transformer. Cable to be sufficient length to reach the secondary connections of the transformers(estimated 6',exact amount to be determined in field by ComEd foreman). 11. Provide ingress and egress for ComEd trucks to deliver equipment and supplies to transformer location as provided for in ESS agreement. 12. Withstand self-induced flicker and where any of the customer's utilization equipment has characteristics which,in the company's judgment,may cause interference with service to other customers or result in operation at a low power factor,the customer shall,at the request of the company,provide suitable facilities to preclude such interference or improve such power factor,or both,as the case may be. Otherwise,the company shall have the right to provide,at the expense of the customer,the facilities necessary to preclude such condition or conditions. ComEd to: 1. Install,own,and maintain all primary line work,overhead and underground,as shown on sketch. 2. Install,own,and maintain 1-300kVA 3-phase 12kV-480V radial pad mounted transformer. 3. Furnish lugs and connect customer's cable at transformer. 4. Install and wire CT's,install meter and liven service after local authority approval(if applicable). TO: Mayor and Members of the City Council ECONOMIC GROWTH FROM: Olufemi Folarin, Interim City Manager SUBJECT: Electric Facilities Service Agreement with Commonwealth Edison for Three Phase Electric Service for the Otter Creek Lift Station PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider entering into an agreement with Commonwealth Edison to provide electric service to the Otter Creek Lift Station. rm. BACKGROUND At the July 11, 2001 meeting, City Council awarded to Indiana Construction Corporation (ICC) the contract for construction of the Otter Creek Lift Station. The Lift Station, when complete, will pump sewage from future development west of Randall Road to the Bowes Road Interceptor Sewer. The subject agreement will provide for the installation of three phase electric service, by Commonwealth Edison, to the lift station. The cost to install the service is $20, 484 . 00 . A copy of the agreement is attached as Exhibit A. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None . INANCIAL IMPACT The budget for the Otter Creek Lift Station project is $4 , 812 , 000 . 00 . Expenses paid and encumbered to date total $3 , 500, 485 . 00 . The cost to install the electric service is rk $20, 484 . 00 . Approve the Electric Service facilities Agreement with Commonwealth Edison. 2 . Do not approve the agreement with Commonwealth Edison. An alternative power source would then need to be identified. RECOMMENDATION It is recommended that the City Council approve the Electric Service Facilities Agreement with Commonwealth Edison and authorize staff to execute the agreement .
