Parker, City Manager SUBJECT: Bid #00-114 Construction of Lords Park Family Aquatic Center PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to award contracts for the Lords Park Family Aquatic Center to Ricchio Inc. , Mechanical Inc. , and DHL Development. BACKGROUND The City Council approved $3, 849, 500 in the 2000 and 2001 budget ($1, 622, 600 in 2000 and $2, 226, 900 in 2001) for the construction of the Lords Park Family Aquatic Center. Notice was sent to bidders through the Courier News and the Daily Herald newspapers . Notices were directly sent to 98 contractors by the project engineer, Burbach Municipal and Civil Engineers . Forty three bidders requested bid documents with six submitting bids . The project was divided into three contracts : pool construction, mechanical construction and general construction. Bidders had the option to provide a lump sum bid for all three construction elements or bid on individual elements . The lowest responsive bidders bid the individual elements as follows : Ricchio Inc. (pool construction) $ 876, 700 Mechanical Inc. Residents raised concerns regarding tree preservation as well as the size and aesthetics of the facility. Attached is a map of the facility, noting the locations of the three trees that will be removed; a 22" Bur Oak at the mechanical building, a 31" White Oak at the diving well and a 17" Hickory at the bathhouse entrance . The 31" White Oak could be saved by not including the diving well into the project. Additionally noted are the three 4" - 5" Red Maples that will be transplanted to accommodate the volleyball court . Facility structures such as umbrellas, fencing, etc. will be constructed in t colors which will blend into the park landscape as requested by the t neighbors and as was done at the Wing Park facilty. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Public Input process during design phase of project in 1996. Parks and Recreation Advisory Board involvement. Additionally, a presentation was made to the Lords Park Association at their September 14 association meeting. It should be noted that this project is being funded over two fiscal years and, therefore, available dollars for contractor payouts will be affected. 0)61/ LEGAL IMPACT None. ALTERNATIVES Option 1- Award base project, add alternates associated with base project and the new bathhouse totaling $3, 287, 893; Ricchio, Inc. in the amount of $902, 300 for the pool construction, Mechanical, Inc. in the amount of $746, 750 for the mechanical contract and DHL, LLC in the amount of $1, 638, 843 for the general contract . Because funding for the subject project is split between 2000 and 2001, the 2000 contracts will include a maximum of 40% of the estimated project and the 2001 contracts will include the remaining 60% of the project. Specifically, the 2000 contract awards will be in the amounts of $502, 720, $337, 900 and $657, 777 . 20 for Ricchio, Inc. , Mechanical, Inc. and DHL, LLC. , respectively. The balance of the total contracts will be awarded in 2001 with an approved project budget . A contingency of $65, 717 will remain in the project budget . Burbach Engineers' project management fees will be $132, 116. Lords Park Family Aquatic Center October 5, 2000 Page 5 Option 2- Award the base project and add alternates associated with the base project as well as any of the three additional amenities bid as add alternates . These options in order of preferred priority are; a new bathhouse versus a renovated bathhouse at an additional cost of $326, 810, a diving hopper at an additional cost of $386, 880 and a second flume slide at an additional cost of $89, 544 . These additional costs totaling $4, 260, 207 include construction and project management. A contingency ($117, 343) is recommended for the project in addition to these costs for a project total of $4, 377, 550 . RECOMMENDATION It is recommended that the Mayor and City Council approve option 1 to award the base project, add alternates associated with base project and the new bathhouse totaling $3, 287, 893 . City staff was kind enough to rope off the location of the area so that neighbors could better visualize the outcome of the construction and its effect on Lords Park. After speaking with many Lords Park and ; Parkwood residents, the feedback has been very consistent. Many residents are questioning why the pool area needs to be so large and contain everything that the Wing Park pool has(diving area, water cannons etc.). Neighbors question whether or not this is a good use of public resources. Several residents feel the big umbrellas are too flashy and will take away from the beauty of the Elgin Public Museum. Neighbors suggested an attempt to design the pool area in such a way that it compliments the existing park and buildings rather than jeopardizing the integrity of the park. Finally, no one I spoke with was in favor of the removal of the big Oak Tree on the south side of the pool area. This tree must be at least 200 years old and it would be a shame to cut it down.
