RESOLUTION
INCREASING THE NUMBER OF STOPS FOR SOLID WASTE
GARBAGE, RECYCLING AND YARD WASTE PAYMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the City of Elgin shall make payment to Waste
Management for 20 , 568 stops for solid waste garbage, recycling and
yard waste and 3 , 128 multi-family units at 75% of the contract rate
for solid waste garbage and recycling for the period January 1,
2001 through June 30 , 2001 .

SUBJECT: Solid Waste Contract Payments to Waste
Management, Inc. for Number of Household Stops
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider the approval of
the number of household stops for which the City makes payment
pursuant to the subject contract with Waste Management .
BACKGROUND
The current solid waste contract with Waste Management requires
that the number of household stops be adjusted in January and July
of each year to account for the number of new housing units
constructed in the City over the previous six months . We have
documented that the number of household stops listed in the
contract with Waste Management (WM) should be increased by 42 to
account for the number of new single-family housing units
constructed on public streets from July 1, 2000 through December
31, 2000 .
Therefore, the contract number of single-family housing stops
should be increased from 20, 526 to 20, 568 . This number will
remain in effect for the next six months (January 1, 2001 through
June 30, 2001) .
Another adjustment to be made to the contract is the number of new
units from multi-family developments that are currently under
construction. Multi-family developments receive garbage and
recycling service either via curbside collection, or via permanent
dumpsters/carts, depending on the type of housing structure. Yard
waste services are not provided. Per our contract, multi-unit
developments receiving curbside service are paid at 75% of the
regular contract rate for a single family residence, or
$8 . 01/month. Developments receiving dumpster/cart service are
billed for recycling based on the number of housing units
($1 . 82/unit/month) , and for garbage service based on volume
($4 . 48/yard) .

FINANCIAL IMPACT
A 3% rate increase on all solid waste contractual services took
effect on January 1, 2001, bringing the rate per single-family
" stop" to $11 . 51/month during yard waste collection season (April -
November) , and $10 . 69/month for the remainder of the year. The new
cost for a curbside multi-family "stop" is $8 . 01/month ( . 75 x
$10. 69/month) .
The new household stops will cost an additional $1, 137 . 84 per month
during January, February and March, or $3, 413 . 52 (total) . During
the months that yard waste is collected, April, May and June, the
additional cost per month is $1, 172 . 38, or $3, 517 . 14 (total) . The
cost breakdown is as follows :

There are sufficient funds available in the 2001 Refuse Services
budget, account number 010-3331-754 . 33-02, to cover the anticipated
additional cost of $6, 930 . 66.

RECOMMENDATION
It is recommended that the City Council authorize an increase in
the number of single-family household " stops" covered in the
contract with Waste Management by 42, for total of 20, 568 units,
which will remain in effect for the next six months (January 1,
2001 through June 30, 2001) . Furthermore, payment should be
authorized for 86 additional multi-family units (for a total of
3, 128 units) over the next six months .
