Parker, City Manager FINANCIALLY STABLE CITY GOVERNMENT EFFICIENT SERVICES, AND QUALITY INFRASTRUCTURE SUBJECT: Solid Waste Contract Payments to Waste Management, Inc. for Number of Household Stops PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider approval of the number of household stops for which the City makes payment pursuant to the subject contract with Waste Management . BACKGROUND The current solid waste contract with Waste Management requires that the number of household stops be adjusted in January and July of each year to account for the number of new housing units constructed in the City over the previous six months . We have documented that the number of household stops listed in the contract with Waste Management (WM) should be increased by 37 to account for the number of new single-family housing units constructed on public streets from January 1, 2001 through June 30, 2001 . The 388 townhomes within the College Green subdivision had previously been counted as single-family stops instead of multi- family stops . Now that this has been corrected, the number of current single-family household stops has been reduced from 20, 568 (as indicated in the February 1, 2001 City Council memo) to 20, 180 . Based on this revision, the contract number of single-family housing stops should now be increased from 20, 180 to 20, 217 . This number will remain in effect for the next six months (July 1, 2001 through December 31, 2001) . Another adjustment to be made to the contract is the number of new units from multi-family developments that are currently under construction. Multi-family developments receive garbage and recycling service via curbside collection, or through permanent dumpsters/carts, depending on the type of housing structure . Yard waste services are not provided. Per our contract, multi-unit developments receiving curbside service are paid at 75% of the r°` Solid Waste Contract Payments August 3 , 2001 Page 2 regular contract rate . Developments receiving dumpster/cart service are billed for recycling based on the number of housing units ($1 . 82/unit/month) , and for trash based on volume ($4 .48/yard) . The new cost for a curbside multi- family "stop" is $8 . 01/month. rft. • Solid Waste Contract Payments August 3, 2001 Page 3 During the months that yard waste is collected, the new household stops will cost an additional $826 . 37 per month from July - November, or $4 , 131 . 85 (total) . During the month of December, the additional cost per month is $795 . 58 . The cost breakdown is as follows : 37 new single family households x $11 . 51 per unit/July - Nov. $425 . 87 additional per month 37 new single family households x $10 . 69 per unit/December $395 . 53 additional per month 50 new multi-family households x $8 . 01 per unit/month $400 . 50 additional per month Sufficient funds are available in the 2001 Solid Waste budget, eft account number 010-3331-754 . 33-02 , to cover these additional costs . LEGAL IMPACT wavNone. ALTERNATIVES None. RECOMMENDATION It is recommended that the City Council authorize an increase in the number of single-family household "stops" covered in the contract with Waste Management by 37, for a total of 20, 217 units, which will remain in effect for the next six months (July 1, 2001 through December 31, 2001) .
