' pager/ Ak so OFf<C \ City of Elgin Agenda Item No. , i 4 CD L G May 18 , 2001 t N SAFE COMMUNITY TO: Mayor and Members of the City Council FROM: Joyce A. Parker, City Manager SUBJECT: Agreement with Housing Authority of Elgin for Police Services PURPOSE The purpose of this memorandum is to provide the Mayor and the members of the City Council information to consider renewing an agreement with the Housing Authority of Elgin (HAE) for a police officer assigned directly to HAE for an additional two years . rik BACKGROUND The City and the HAE' s current agreement expired March 31, 2001 . The officer that had been assigned left the department and the HAE to pursue other opportunities, but has now been replaced. The HAE and Police Department both agree this contractual arrangement has been a very positive relationship . The HAE is responsible for the management of seven locations throughout the City. The sites are 583-591 Owasco, 320 Watch Court, Illinois Court, 120 South State Street, 951 Elizabeth, 621 Wing, 311-314 Washington, and 270-280 Norman Nelson Court . The Elgin Police Department currently provides one officer full-time under provisions of an expired contract with the HAE. The position was funded through a combination of Federal COPS money and a grant received by HAE from HUD last year. For the past two years, Officer Caesar Hernandez has been assigned to this project . The management and tenants of the HAE properties have been very pleased with enhanced police services and report a greater feeling of security in their homes . Officer Hernandez will be replaced by Officer Terrance Allen for 2001 . The HAE is asking that this agreement be renewed through March 31, 2003 . ebk . . • <` ♦ r HAE Police Services May 18, 2001 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Sandra Freeman, Executive Director, Housing Authority of Elgin. t\FINANCIAL IMPACT The cost of providing an officer for the HAE totals $81, 626 .28 . The agreement provides that the HAE will reimburse the City for all but $25, 000 of the above costs . The remaining City share will be funded through a COPS Grant of $75, 000 ($25, 000 over a three-year period) . The City has been granted authority to use these grant moneys for this position. No additional personnel will be required, although the COPS grant requires a good faith effort to retain the officer after the grant period. The officer remains an employee of the City, with all expenses paid through this contract and the Department of Justice Grant, as outlined in Exhibit A. 091 LEGAL IMPACT None. ALTERNATIVES The Police Department will continue to provide services to the HAE as it does to the remainder of the City of Elgin and this position would be eliminated through attrition. RECOMMENDATION It is recommended that the City Council authorize the Mayor to execute this contract with the Housing Authority of Elgin. — .ectfully submitted, 1 A a . 42.1L., • oyce A.
