The Property is further dedicated for the purposes, and shall be held, maintained, and used, as provided for nature preserve buffer in any amendment to said Act enacted hereafter. but no such amendment shall alter the exclusive commitment of said property for the purposes specified in said Act as of the date of this dedication. Parker, City Manager SUBJECT: Bluff Spring Fen Land Expansion PURPOSE Item No. RIVER AS A RESOURCE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider designating 4.3 acres of City owned land as protected nature preserve to join the Bluff Spring Fen. BACKGROUND Bluff Spring Fen Nature Preserve is a 91 -acre site owned in part by the Water Reclamation District of Greater Chicago (70 acres) and the City of Elgin (21 acres). Bluff Spring Fen was recognized by the Illinois Natural Areas Inventory for extant high-quality graminoid fen, sedge meadow, and calcareous seep wetland communities. In addition, the site supports 12 State -listed endangered or threatened plant species and one State listed threatened insect. The proposed addition consists of three tracts of land totaling 4.34 acres. Two of the tracts were purchased by the City in 1996 as part of its continuing effort to acquire property and remove homes located in the Poplar Creek Flood Plain. The third tract was conveyed to the City as condition for approval of the Bluff Fen Subdivision dedicated in 1991. The City will continue to hold ownership title of the properties. The Illinois Nature Preserve will oversee the land management and maintenance of the properties consistent with existing efforts ongoing in the Bluff Spring Fen.
