RESOLUTION
AUTHORIZING THE REDESIGNATION OF COMMUNITY DEVELOPMENT
BLOCK GRANT FUNDS FOR THE WELL CHILD CENTER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby authorizes the remaining $67, 370
Community Development Block Grant funds allocated to the Well
Child Center located at 5 N. Geneva Street be redesignated for
building improvements associated with the WIC Program at
620 Wing Street, Elgin, Illinois .

SUBJECT: Redesignation of the Well Child Center' s
Community Development Block Grant Funds
from 5 N. Geneva Street to 620 Wing Street
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider the redesignation
of the Well Child Center' s remaining 1998 Community Development
Block Grant (CDBG) allocation to building improvements at 620 Wing
Street .
BACKGROUND
In 1998, the City Council allocated $71, 760 in CDBG funds to the
Well Child Center for building improvements at their 5 N. Geneva
Street location. The funds were designated for improvements to the
Center ' s ventilation system and to provide for an ADA accessible
entrance and washroom. A total of $4, 390 was expended in 1998 to
install a ventilation system that eliminated serious air quality
deficiencies . Currently, $67, 370 remains in this project budget
since the accessibility project was not pursued.
The Well Child Center is in the process of purchasing a building at
620 Wing Street and expects to finalize the purchase in early April
2000 . The Center is requesting the redesignation of funds to this
new location for the build-out of space that will be used for the
WIC Program (Supplemental Food and Nutrition Program for Women,
Infants and Children) . The Well Child Center will occupy 24%
(6, 000 square feet) of the building space. The remaining space
will house a number of non-profit organizations (Greater Elgin
Health Care Center, Visiting Nurse Association, School District U-
46, Renz Center, and Shelter, Inc. ) , thereby creating a one-site
care facility.
To receive CDBG funding, a project must be considered an eligible
activity and must support a national objective as defined by
federal regulations pertaining to CDBG funding. The requested use
of funds meets the U.S. Department of Housing and Urban
Development ' s (HUD) eligibility standards . This project is
k eligible pursuant to Section 570 . 201 (c) which allows for the
construction, reconstruction, rehabilitation or installation of
public facilities and to Section 570 . 208 (a) (2) (B) as an activity
that benefits limited clientele at least 510 of whom are low and
moderate income persons .

The Well Child Center and the City of Elgin must enter into a
Subrecipient Agreement before funds are expended for the proposed
activity. This Agreement will include a Reversion of Assets clause
that identifies reporting requirements concerning family size and
income data and conditions for repayment of funds if the activity
does not comply with federal guidelines for at least a five-year
period.
The proposed funding change has been approved by HUD' s Community
Planning and Development representative, Valton Nunn. If approved
by the City Council, written correspondence will be submitted to
the local HUD office, officially notifying them of the
redesignation of funds .
INANCIAL IMPACT
The redesignation of funds will not change the overall CDBG
budget .

RECOMMENDATION
It is recommended that the Mayor and City Council approve the
redesignation of the Well Child Center' s $67, 370 in CDBG funds for
the build-out of the building space to be occupied by the WIC
Program.

In a letter we sent to Mayor Schock and the City Council last December,we requested
transferring the remainder of the 1998 CDBG project grant that had been awarded to the
Well Child Center to the new property WCC is purchasing at 620 Wing Street. It is our
ro. plan to use those dollars towards build-out of the space for Well Child Center's.WIC
Program.
The WIC Program(Supplemental Food and Nutrition Program for Women, Infants, and
Children) serves thousands of women and children annually through the Well Child
Center. The WIC Program at the Well Child Center is one of the largest programs in the
State of Illinois. Nutrition and health education are provided daily and food instruments
(coupons)are distributed for items such as milk, cheese, beans, etc. The majority of
families who are served by the WIC Program would not typically purchase these food
items due to the expense associated with them. The WIC Program is 100% income-based.
All clients must be at or under 185% of the poverty level to be eligible for the program.
The program serves pre-natal and post-partum mothers as well as children ages 0-5. Last
year, over 6,000 women and children received assistance through Well Child Center's
WIC Program. Each month, over 4300 individuals receive the WIC food instruments.
The WIC Program offices and staff occupy 59% of Well Child Center's office space. We
anticipate spending $30/square foot on the WIC area primarily due to the nature of the
program. It will be less expensive to build-out the WIC offices as opposed to establishing
the examination rooms or laboratory for WCC's Health Services Program. The cost to
build-out the WIC Program will be about $106,200. We would like to use the CDBG
funding(approximately $67,000) for.this. We will be applying to the US Department of
Agriculture(which is the parent organization for WIC) for the remaining funds.

Dear Mayor Schock and Members of the Elgin City Council:
In 1998 the Well Child Center was awarded $71,760 from the City of Elgin's Community
Development Block Grant program to improve the agency's ventilation system and
reconstruct its entrance to be handicap accessible and compliant with ADA statutes. In
October 1998,Well Child Center's ventilation system was fixed,with a portion of these
funds, and the agency is now receiving fresh air from the outside. We are all very thankful
for this.
The project to reconstruct the agency's entrance was started in 1999. An architect was
selected, plans were being developed, etc. In April 1999, a new staff person associated
with HUD (Housing and Urban Development) deemed Well Child Center's project to be
ineligible because the building where Well Child Center resides was owned by a for-profit
establishment. On October 1, Templo Calvario purchased the building and again HUD
determined the project to be ineligible because now, a religious institution owned the
facility. (This is in spite of the fact that in 1991,when Well Child Center secured a CDBG
grant to establish its Learning Center,the building was owned by a private, for-profit
owner.)
Due to the fact that the agency is required to be in compliance with all ADA statutes, the
Well Child Center has decided to relocate. The agency plans to purchase the building at
620 Wing Street and develop a one-site continuum of care with other local agencies. The
Well Child Center is requesting to transfer the money initially awarded to the.Well Child
Center in 1998,to be used for construction/rehabilitation of the new structure. The
agency will continue to serve low income, at-risk families as it has at 5 N. Geneva Street
but will, in the future, do so in one location with other healthcare, education, and social
service agencies.
