AND QUALITY INFRASTRUCTURE SUBJECT: Solid Waste Contract Payments to Waste Management, Inc. for Number of Household Stops PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the approval of the number of household stops for which the City makes payment pursuant to the subject contract with Waste Management . BACKGROUND The current solid waste contract with Waste Management requires that the number of household stops be adjusted in January and July of each year to account for the number of new housing units constructed in the city over the previous six months . We have documented that the number of household stops listed in the contract with Waste Management (WM) should be increased by 62 to account for the number of new single-family housing units constructed on public streets from January 1, 2000 through June 30, 2000 . Therefore, the contract number of single-family housing stops should be increased from 20, 464 to 20, 526. This number will remain in effect for the next six months (July 1, 2000 through December 31, 2000) . Another adjustment to be made to the contract is the number of new units from multi-family developments that are currently under construction. Multi-family developments receive garbage and recycling service via curbside collection, or through permanent dumpsters/carts, depending on the type of housing structure. Yard waste services are not provided. Per our contract, multi-unit developments receiving curbside service are paid at 75% of the regular contract rate. Developments receiving dumpster/cart service are billed for recycling based on the number of housing units ($1 . 77/unit/month) , and for trash based on volume ($4 . 35/yard) . t'` Solid Waste Contract Payments August 1, 2000 Page 2 The following is a list of developments currently under construction, along with the number of units : New Multi-Family Complexes (Under Construction) Curbside Service Number of Units Was Add' 1 . Now Shoe Factory Homes 22 + 2 = 24 Additional Dumpster Multi-Family Units 2 Total Number Of New Multi-Family Units 82 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Waste Management has concurred with this figure. gAX-F.- IMPACT A 2 . 4% rate increase on all solid waste contractual services took effect on January 1, 2000, bringing the rate per single-family "stop" to $11 . 18/month during yard waste collection season (April - Nov) , and $10 . 38/month for the remainder of the year. The new cost for a curbside multi-family "stop" is $7 . 78/month. re- Solid Waste Contract Payments August 1, 2000 Page 3 The new household stops will cost an additional $1, 320 per month over the next six months . The cost breakdown is as follows : 62 new single family households x 11 . 18 per unit/month $693 . 16 additional per month 80 new multi-family households (curbside locations) x 7 . 78 per unit/month $622 . 40 additional per month 2 new multi-family households (dumpster locations) x 1 . 77 per unit/month $3 . 54 additional per month Sufficient funds are available in the 2000 Refuse Services Budget, account number 010-3331-754 . 33-02, to cover these additional costs . tioav LEGAL IMPACT None. ALTERNATIVES None. RECOMMENDATION It is recommended that the City Council authorize an increase in the number of single family household "stops" covered in the contract with Waste Management by 62, for total of 20, 526, which will remain in effect for the next six months (July 1, 2000 through December 31, 2000) .
