00-172 Resolution No. 00-172 RESOLUTION ACCEPTING DONATION OF BRONZE FOX STATUES FROM MS . PHYLLIS HELM-KRUEGER WHEREAS, Ms . Phyllis Helm-Krueger has generously offered to donate to the City of Elgin twin bronze fox statues in honor of Mayors Richard Verbic and George VanDeVoorde . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the donation by Ms . Phyllis Helm-Krueger of two bronze fox statues donated to the City of Elgin in honor of Mayors Richard Verbic and George VanDeVoorde be and is hereby accepted and the City Manager is hereby authorized and directed to accept on behalf of the City of Elgin a Bill of Sale from Ms . Parker, City Manager SUBJECT : Offer for Bronze Fox Sculptures in Honor of Mayors Verbic and VanDeVoorde PURPOSE The purpose of this memorandum is to provide information for the Mayor and members of the City Council to consider an offer of two donated bronze fox sculptures in honor of Mayors Richard Verbic and George VanDeVoorde . BACKGROUND Mrs . Phyllis Kruger has generously offered to donate to the City of Elgin twin bronze fox statues . The fox monuments would symbolize the Fox River, the area' s environment, and the region and people which has grown and prospered along the banks of the Fox River. Mrs . Kruger is interested in donating the two 16 1-�" x 22" bronzes to the City in honor of Mayors Verbic and VanDeVoorde, long-time valued public servants who passed away within the last year . The bronzes are valued at $40, 000 . Warner & Troost Monument of East Dundee has been retained by Mrs . Kruger to cast the statues which will come with their own pedestal and ready for installation. If the City accepts the donation through a resolution, placement of the statues should be discussed. Mrs . Kruger has expressed her desire that the statues be placed in a visible and prominent place . Her first suggestions were the Fox River bridges or outside of the Law Enforcement Facility. Another possible location is part of a future river front/downtown improvement project . Mrs . Kruger is ready to order the castings if the City accepts and a location can be determined and accepted. An option is to have the statues placed in an initial location and then relocated at a later date as an inaugural feature of new riverfront and downtown amenities such as the planned sculpture garden. O, Donation of Statues June 21, 2000 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Mrs . Kruger plans to be in attendance at the City Council meeting. If accepted, consultants and representatives of the riverfront steering committee may be consulted later . FINANCIAL IMPACT There is no anticipated cost associated with accepting the contribution. LEGAL IMPACT VWYA resolution accepting the donation would be required. The donor should also execute a bill of sale conveying the donated statues to the City. ALTERNATIVES The City Council could choose not to accept the donation. RECOMMENDATION It is recommended that the City accept the donation and that the Mayor and members of the City Council ask that the statues be placed on either or both the Highland and Chicago Street bridges where they would not be disturbed by future riverbank improvements .
