RESOLUTION
ESTABLISHING PREVAILING WAGE RATES ON PUBLIC WORKS CONTRACTS
WHEREAS, 820 ILCS 130/0 . 01 et seq. entitled "AN ACT
regulating wages of laborers, mechanics, and other workers
employed in any public works by the State, county, city or any
public body or any political subdivision or by any one under
contract for public works . " requires that any public body
awarding any contract for public work, or otherwise
undertaking any public works as defined herein, shall
ascertain the general prevailing hourly rate of wages for
employees engaged in such work; and
WHEREAS, said Act further provides that if the public
body desires that the Department of Labor ascertain the
prevailing rate of wages, it shall notify the Department of
Labor to ascertain the general prevailing wage rate; and
WHEREAS, at the request of the City of Elgin the
Department of Labor has determined the prevailing rate of
wages for construction work in Cook and Kane Counties in the
State of Illinois .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the determination of the
prevailing wages as made by the Department of Labor, copies of
which are attached hereto and made a part hereof by reference,
are adopted by the City of Elgin.
BE IT FURTHER RESOLVED that all contracts for public work
of the City of Elgin shall include a stipulation to the effect
that not less than the prevailing rate of wages as found by
the Department of Labor shall be paid to all laborers, workers
and mechanics performing work under the contract .
BE IT FURTHER RESOLVED that all contract bonds for public
works shall include a provision to guarantee the faithful
performance of the prevailing wage clause as provided by
contract .
BE IT FURTHER RESOLVED that a copy of the prevailing wage
rate as established by the Department of Labor shall be
publicly posted and kept available for inspection by any
interested party.
BE IT FURTHER RESOLVED that nothing herein contained
shall be construed to apply to the prevailing hourly rate of
wages in the locality for employment other than public works
construction as defined in the Act, and that the City Clerk be
and is hereby authorized to file a certified copy of this
resolution with the Secretary of State Index Division and the
Department of Labor of the State of Illinois .

COOK COUNTY
TRUCK DRIVERS(WEST)-That part of the county West of Barrington Read.
The following list is considered as those days for which holiday rates of wag for work performed apply: New Years
Day,Memorial/Decoration Day, Fourth of July, Labor Day,Veterans Day,Thanksgiving Day, Christmas Day.
Generally,any of these holidays which fall on a Sunday is celebrated on the Following Monday. This then makes work
performed on that Monday payable at the appropriate overtime rate for holiday pay. Common practice in a given local
may alter certain days of celebration such as the day after Thanksgiving for Veterans Day. If in doubt,please check
with IDOL.
EXPLANATION OF CLASSES
ASBESTOS-GENERAL- removal of asbestos material from any place in abuilding, including mechanical systems
where those mechanical systems are to be removed. This includes the removal of asbestos materials from ductwork or
pipes in a building when the building is to be demolished at the time or at some close future date.
ASBESTOS-MECHANICAL-removal of asbestos material from mechanical systems,such as pipes, ducts,and
boilers,where the mechanical systems are to remain.
TRAFFIC SAFETY-work associated with barricades,horses and drums used to reduce lane usage on highway work,
the installation and removal of temporary lane markings,and the installatioi and removal of temporary road signs.
TRUCK DRIVER- BUILDING,HEAVY AND HIGHWAY CONSTRUCTION-EAST& WEST
Class 1. Two or three Axle Trucks. A-frame Truck when used for transpoltation purposes; Air Compressors and
Welding Machines,including those pulled by cars, pick-up trucks and tractors; Ambulances; Batch Gate Lockers;
Batch Hopperman; Car and Truck Washers; Carry-ails; Fork Lifts and Holsters; Helpers; Mechanics Helpers and
Greasers;Oil Distributors 2-man operation; Pavement Breakers; Pole Trailer,up to 40 feet; Power Mower Tractors;
Self-propelled Chip Spreader; Skipman; Slurry Trucks,2-man operation; Murry Truck Conveyor Operation,2 or 3

For definitions of classifications not otherwise set out,the Department generally has on file such definitions which are
available. If there is no such definition on file,the Bureau of Labor Statistics SIC list will be used. If a task to be
performed is not subject to one of the classifications of pay set out,the Depatment will upon being contacted state
which neighboring county has such a classification and provide such rate,such rate being deemed to exist by reference
in this document. Further,if no such neighboring county rate applies to th task,the Department shall undertake a
special determination,such special determination being then deemed to hav existed under this determination. If a
project requires these,or any classification not listed, please contact IDOL 4t 618/993-7271 for wage rates or
clarifications.
LANDSCAPING
Landscaping work falls under the existing classifications for laborer,operat'Ing engineer and truck driver. The work
performed by landscape plantsman and landscape laborer is covered by the xisting classification of laborer. The work
performed by landscape operators(regardless of equipment used or its size) 's covered by the classifications of
operating engineer. The work performed by landscape truck drivers(regar less of size of truck driven)is covered by
the classifications of truck driver.

V-SAT,bypass,CATV,WAN(wide area network), LAN(local area networ s),and ISDN(integrated system digital
network),pulling of wire in raceways,but not the installation of raceways.
TRAFFIC SAFETY-work associated with barricades,horses and drums used to reduce lane usage on highway work,

For definitions of classifications not otherwise set out,the Department generally has on file such definitions which are
available. If there is no such definition on file,the Bureau of Labor Statistics SIC list will be used. If a task to be
performed is not subject to one of the classifications of pay set out,the Department will upon being contacted state
which neighboring county has such a classification and provide such rate,such rate being deemed to exist by reference
in this document. Further, if no such neighboring county rate applies to thle task, the Department shall undertake a
special determination,such special determination being then deemed to ha'e existed under this determination. If a
project requires these,or any classification not listed, please contact IDOL ut 618/993-7271 for wage rates or
clarifications.
LANDSCAPING
Landscaping work falls under the existing classifications for laborer,operating engineer and truck driver. The work
performed by landscape plantsman and landscape laborer is covered by the existing classification of laborer. The work
performed by landscape operators(regardless of equipment used or its size) is covered by the classifications of
operating engineer. The work performed by landscape truck drivers(regardless of size of truck driven) is covered by
the classifications of truck driver.
