Parker, City Manager SUBJECT: Architectural Services for a Facade Improvement Project - 231 Douglas Avenue PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider an agreement for architectural services for a Facade Improvement Program project at 231 Douglas Avenue. BACKGROUND Upon receipt of an application for Facade Improvement Program participation for the property at 231 Douglas Avenue, a Request for Proposal was sent to firms to provide architectural services . Under the Facade Improvement Program, architectural services are paid by the City. ' Services include design and cost estimates, preparation of construction documents, assistance with bidding and construction oversight . The property owner proposes to rehabilitate the facade of the building, addressing such items as tuckpointing, masonry cleaning, windows, doors, exterior lighting and canopy treatments . The architect will work with staff and the property owner, John Haight, to develop the building design. Further services provided will be contingent upon City Council approval of the project, costs associated with identified improvements, and a Facade Improvement Program Agreement being executed. Four firms responded to the Request for Proposal . A tabulation sheet of bids is attached. The firm demonstrating the desired expertise and submitting the lowest fee for services was Miniscalco Architects, Ltd. of St . Charles, IL. Cone/Kalb/Wonderlick $9, 500 730 West Randolph Street +$350 reimburseables Chicago, IL 60661 FIRST AMENDMENT TO ARCHITECTURAL SERVICES AGREEMENT This Agreement made and entered into this day of June, 2000, by and between the City of Elgin, an Illinois municipal corporation (hereinafter referred to as the "City" ) and Greg Berna, (hereinafter referred to as "Architect" ) . WITNESSETH WHEREAS, the City and Architect entered into an agreement dated August 28, 1998 wherein Architect was to provide certain architectural services for improvements to the exterior of the facade of the building at 160 Symphony Way, Elgin, Illinois (hereinafter referred to as the " Subject Agreement" ) ; and WHEREAS, the compensation to be paid for the architectural services in the Subject Agreement was an amount not to exceed $8, 800; and WHEREAS, the time and monies allocated for the architectural services under the Subject Agreement were to be focused on the South and West facade on the building at 160 Symphony Way, and WHEREAS., during the course of the design development process for the South and West facade the owner of the property became interested in developing design alternatives for the North facade of the property as well as the property located at 158 Symphony Way and the City and the Architect desire to amend subject agreement to provide for additional architectural services relating to the North facade of 160 Symphony Way and tuckpointing and rear door replacement at 158 Symphony Way and to provide additional compensation to the Architect for such services . NOW, THEREFORE, for and in consideration of the mutual agreements set forth herein, and the mutual agreements set forth in the original subject agreement, and for other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties hereto agree as follows : 1 . That the Subject Agreement between the City and the Architect is hereby amended to expand the terms and scope of work for the architectural services to include design services for the North facade of the building at 160 Symphony Way to include design for windows, doors, tuckpointing, ramps and decks . The expansion at 158 Symphony Way would only include tuckpointing and one rear door replacement . Compensation for the Architect' s services originally in the amount of $8, 800 shall be increased by an additional $6, 000 to a total amount not to exceed $14, 800 . 2 . That except as amended herein the original Subject Agreement between the City and the Architect dated August 28 , 1998 shall remain in full force and effect . The authorized expenditures for architectural services was $8, 800 . Time allocated for professional services was focused on the south and west facade. Following the design development process for the south and west facade, the new owner, Mr. Franco became interested in developing design alternatives for the north facade of the building as well as the property to the west, 158 Symphony Way. Mr. Berna will develop design options for the north (rear) facade of the building and 158 Symphony Way. In order to compensate for the additional services, the current agreement should be amended. The additional changes for Mr. Berna' s work is $6, 000. The expansion of 160 Symphony Way scope of work would include design for the windows, doors, tuck-pointing, ramps and decks on the north facade to be in keeping with the architecture of the building and meet accessibility requirements . This would not include the reconstruction or structural repair to the rear of the building. The expansion at 158 North Street would only include tuck-pointing and one rear door replacement. I am submitting the following proposal to expand the Facade Program for 160 North Street. This expansion would include the rear of the building (north elevation),twenty feet of the east elevation of the building and the adjacent property, 158 North Street. These elevations are all visible from a public right-of-way which qualifies as an eligible improvement under the program. The structural issue of the rear wall was falling brick, which has been removed. The expansion of 160 North St. scope of work would include design for the windows, doors, tuck pointing, ramps and decks to be in keeping with the architecture of the building and meet accessibility requirements. This would not include the reconstruction or structural repair to the rear of the building. The expansion at 158 North street would only include tuck-pointing and one rear door replacement. 1. Greg Berna will be involved in developing the plans, specifications, and construction visits. His resume is enclosed for your review. 2. The lump sum for these services is: $6000.00. 3. Additional Services: Not included are surveys, soils and EPA testing, permit costs, printing bid sets for contractors, and extensive redesigning due to unknown structural conditions or vaults. 4. Qualifications: Services will be provided by a licensed and insured architect. A standard AIA contract will be completed to specify time frames, services and the city's approval schedule. This proposal is binding for 30 days.
