RESOLUTION
APPROVING THE GRANT RECIPIENT ELIGIBILITY LIST UNDER THE
HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAM
WHEREAS, the Historic Architectural Rehabilitation Grant
Program has been established to provide financial assistance
and incentives for property owners in Elgin' s historic
districts and individual landmarks in the restoration of their
properties; and
WHEREAS, in 2000 applications have been made for
twenty-four projects under the Historic Architectural
Rehabilitation Grant Program; and
WHEREAS, said applications have been submitted to the
Elgin Heritage Commission which conducted a review and scored
applications based upon objective criteria and forwarded an
eligibility list to the City Council which has reviewed and
approved the list .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the sum of $100, 000 is allocated
for the projects approved under the grant recipient
eligibility list, a copy of which is attached hereto.

SUBJECT: FY2000 50/50 Historic Architectural Rehabilitation
Grant Program
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider the 2000 Historic
Architectural Rehabilitation Grant Program eligibility list .
BACKGROUND
SELECTION OF GRANT RECIPIENTS:
The Historic Architectural Rehabilitation Grant Program provides
incentives to residential property owners to offset the costs of
exterior rehabilitation work. Eligible properties are either in the
City' s locally designated historic districts or are a designated
historic landmark. The program provides a 50/50 matching grant, up
to $10, 000, for exterior work done to eligible properties . The
yearly City allocation for the program is $100 , 000 .
Bilingual brochures announcing the 2000 program were mailed to over
1, 400 residents and property owners of the Elgin Historic District,
Spring/Douglas Historic District and Elgin National Watch Historic
District . The letters invited potential applicants to discuss
projects with the Urban Design & Preservation Specialist to ensure
supporting documentation would be submitted for consideration.
Through this process projects were planned to maximize the scores
and obtain the best benefit from the grant .
The following criteria were used to evaluate and score submitted
applications . Maximum points for each criterion are indicated in
parenthesis :
1 . Current historic significance of the structure based on
Professional surveys of the Historic Districts (10)
Note : An additional 10 points were granted to a property if
its significance changed from non-contributing to
contributing, or contributing to significant after the grant
project was completed.

2 . Proposed work to the structure - Multiple restoration work on
primary facades scores higher than continuing maintenance (50)
3 . Evaluation of relative visual public benefit or impact to the
street scape . Issues such as visibility and location within
the neighborhood, and anticipated change in appearance after
completion of work was considered. (20)
4 . Cost of the project - larger projects score higher (10)
5 . Occupancy - owner occupied houses score higher (5)
The following statistics show the continued high level of interest
on the part of property owners in making improvements through
program participation.

Before disbursement of funds, recipients will be required to
furnish all documentation required by the City and the Elgin
Heritage Commission on their projects and sign an agreement to
fulfill the requirements of the grant program.
If any of the recommended recipients of the grant are unable to
fulfill the requirements of the program, it is suggested that the
next eligible application on the list be chosen and awarded the
grant . Program goals include highlighting historical and
architectural features, not basic minimum code compliance . One of
eft. the program requirements is that properties be compliant with
building codes on the exterior prior to receiving City
reimbursement .

The attached table summarizes the names and addresses of the grant
applications received, the points scored using the objective
selection criteria, the total project cost estimate, and the
maximum allocated grant amount. The grant program, at the $100, 000
funding level, will generate approximately $183 , 000 in additional
private investment for exterior rehabilitation activity to
structures within Elgin' s historic districts. From the table it can
be noted that two applications on the eligibility list have
participated and received funds from the program prior to this
year.
The applications not selected to receive funding from this grant
program will continue to receive technical assistance from the City
to be completed according to the requirements of the historic
district guidelines and will also be encouraged to apply for
alternate funding programs like the 75/25 Historic Architectural
Rehabilitation Grant program for low to moderate income property
owners, and the Residential Rehabilitation Grant program
administered by the City' s Planning and Neighborhood Services
Department .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED.
eThe Elgin Heritage Commission' s Grant Review Subcommittee completed
an exhaustive review of all the applications through meetings in
March to review each application in detail and prepare its final
recommendation. The Commission has supported the evaluation and
concurs with the grant recipients selected.
FINANCIAL IMPACT
The project has a 2000 fiscal year budget of $100, 000 . Expenditures
from this program will be charged to the Elgin Riverboat Fund
(account number 275-0000-791 . 78-99, project number 157100) where
sufficient funds exist . Each subsequent year of the Five-Year
Financial Plan also has $100, 000/year budgeted for subsequent
rounds of the program.

The Elgin Heritage Commission and City staff recommend that the
City Council approve the grant recipient eligibility list and
direct staff to execute the grant agreements .
