99-91 r Resolution No. 99-91 RESOLUTION REQUESTING PERMIT FROM THE ILLINOIS DEPARTMENT OF TRANSPORTATION TO CLOSE PORTIONS OF STATE ROUTES 19 , 25 AND 58 FOR VALLEY FOX TROT WHEREAS, the City of Elgin has applied for and received permission from this Council to stage the "Valley Fox Trot" , a ten ( 10) mile marathon race within the city limits of Elgin on Monday, May 31, 1999 , from 8 :00 a.m. until 10 : 00 a.m. , conditioned upon securing permission from the Illinois Department of Transportation to close portions of State Routes 19 , 25 and 58 and detour traffic for such purposes . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that immediate application be made to said Department for permission as hereinbefore specified; and BE IT FURTHER RESOLVED that the City assume full responsibility during the time the detour is in effect, and all liabilities for damage of any kind occasioned by the closing of the state routes . Parker, City Manager SUBJECT: Resolution Requesting Permit From IDOT To Close Portions of State Routes For Fox Valley Fox Trot PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider adopting a resolution to close portions of state routes for the annual Elgin Valley Fox Trot . BACKGROUND The City of Elgin is hosting the 22nd annual "Elgin Valley Fox Trot" on May 31, 1999 . This event requires certain state routes (19,Cit 25 nd ais re8uiredbto closed obta n permission points rom IDOT for City. The y q these closures . LEGAL IMPACT City Council approval needs to be received before applying to IDOT for street closure permit . ALTERNATIVES The alternative is for City Council not to approve the street closure making the race unable to be held. Runners are restricted to lanes on Franklin and Duncan (see notes on map) Runners must not be allowed to short cut the turns. They must stay on the paved street. Marshals and or barricades may be required at some turns. All points are marked by spray paint and in some cases also by PK nails in the pavement. Marks are on the side of the street where marked are on map. START& FINISH - Common point on Douglas even with 2nd street light pole, east side of street, south of North St. MILE 1 - Chicago Ave. 16.3 ft. SE of center of IBTmanhole cover in sidewalk in front of 564 address. MILE 2 - Grand Ave., 140 ft.west of the west edge of sidewalk west side of Hiawatha. MILE 3 - Slade,4 ft. west of curb of Dundee, Also 1 ft. east of center of WATER manhole cover. 5K - Duncan, 4 ft, south of 2nd wood power pole, east side of street, south of Slade. MILE 4 -Trout Park Blvd. 16 ft. east of 1st light pole west of drive around north side of ball field. MILE 5 - Duncan, 16 ft, north of center of gate in fence east of road. MILE 6 - Duncan, 3 ft. north of East Dundee sign on east side of road. TURN AROUND - 10 ft. south of 1 st wood pole, west side, north of drive to East Dundee waste treatment plant. / P�naLC" 10K - Duncan, 32 ft. south of south end of guard rail on east side of road. MILE 7 - PK nail approx 45 ft. north of northernmost of 2 large trees in wetland east of road. 2 MILE 8 - Duncan, 99.5 ft. north of center of IBT manhole cover nearest north edge of guard rail on west side of road.
