RESOLUTION
ACCEPTING THE PROPOSAL OF PHYSIO-CONTROL CORPORATION
FOR LIFEPAK 500 AUTOMATIC EXTERNAL DEFIBRILLATORS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of the
City of Elgin of Physio-Control Corporation for LIFEPAK 500
automatic external defibrillators, a copy of which is attached
hereto and made a part hereof by reference.

SUBJECT: LIFEPAK 500 Automatic External Debribillators
PURPOSE
The purpose of this memorandum is to request Council approval
to purchase four (4) LIFEPAK 500 automatic external
defribillators (AED) and related equipment for the Fire
Department .
BACKGROUND
The LIFEPAK 500 is an addition to our advanced life support
program. These more basic automatic defribillators will be
placed on our engine companies to compliment the more
sophisticated cardiac monitor defribillators currently on our
mbulances . On occasions when an ambulance has responded to a
call in its district, a second ambulance call in the same
district is received. In those cases, the nearest engine is
dispatched along with the closest ambulance . Our engines are
presently equipped with first aid and oxygen supplies . The
addition of the AEDs to the engine companies will enable them
to perform life saving defribillation when they are first on
the scene . The AED has proven itself effective throughout the
country as a life saving device used in heart attacks where
there is an abnormal cardiac rhythm. It is now being used on
major airlines and locally on the Grand Victoria Riverboat .
Purchase of this equipment will greatly enhance our life
saving capabilities .
Over the last several months a committee of paramedics chaired
by Fire Captain Falese have reviewed and tested the available
brands of AEDs presently on the market . They have found only
one that meets our specifications for performance and safety.
That particular AED is the LIFEPAK 500 supplied by Physio
Control Corporation of Redmond, Washington.
Prices for this purchase are detailed in the attached letter
and quotation. It should be noted that our ambulances are
presently equipped with Physio Control ' s LIFEPAK 10 cardiac
monitor defribillators . Acquisition of the LIFEPAK 500 ' s will
allow us to have compatibility with our present equipment .
This will result in reduced costs for support equipment such
as batteries, battery chargers and defibrillator pads .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
In June 1998, the American Legion Auxiliary donated $3 , 000 to
the Elgin Fire Department Paramedic Fund to purchase one (1)
AED for use on a fire engine . In September 1998 , a donation
of $20 , 000 was received from the Clarence Shaver Trust and put
in the Paramedic Fund for use on such projects .
The Greater Elgin Area Mobile Intensive Care program through
Sherman Hospital oversees all emergency medical services in
our designated system. They support the proposed AED program
and will assist in the additional training needed for engine
company personnel .
FINANCIAL IMPACT
The total cost for purchase of the AEDs is $11, 200 . This
whole amount will come out of the Elgin Fire Department
Paramedic Fund.

None.
ALTERNATIVES
RECOMMENDATION
It is recommended that we purchase four (4) LIFEPAK 500 ' s from
Physio Control Corporation for the bid price of $11, 200 .
