RESOLUTION
AUTHORIZING FILING OF APPLICATION AND ONE YEAR ACTION PLAN FOR
A GRANT UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, Title 1 of the Housing and Community Development
Act of 1974 provides for block grant funding assistance to
units of general purpose local governments for the purpose of
strengthening the ability of said governments and elected
officials to determine the community development needs, set
priorities, and allocate resources to various activities; and
WHEREAS, the City Council of Elgin, Illinois, has
determined that additional emphasis is needed in the area of
community development in order that beneficial solutions to
the problems of slum and blight, and housing and neighborhood
deterioration may be determined.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That a submission be made to the Department
of Housing and Urban Development for a grant in the amount of
Nine Hundred and Ninety-One Thousand ( $991, 000) .
Section 2 . That the City Manager is hereby authorized
and directed to execute and file such submission with the
Department of Housing and Urban Development and to provide
additional information and furnish such documents as may be
required by said Department to execute such agreements as are
required by said Department, and to act as the authorized
correspondent of the City of Elgin.

RESIDENTIAL REHABILITATION GRANT PROGRAM
Community Development Block Grant Program
FY- 1999
The Elgin Residential Rehabilitation Grant Program has been in
existence since 1977 and has assisted in the improvement of over
1, 500 dwelling units throughout the community . Overall
objectives of the program are to improve the quality and safety
of the existing housing stock, and to foster community pride .
The Elgin Residential Rehabilitation Grant Program offers two
basic forms of housing rehabilitation assistance; outright grants
to very low income homeowners and percentage grants based
principally on family size and income . These latter grants are
referred to as rebates since they are available upon completion
of the rehabilitation project . Grants for low and moderate
income homeowners are offered throughout the city, while all
homeowners are eligible in a specified target area . An exterior
rehabilitation program element was added in 1993 and has met with
great success .
The Elgin Residential Rehabilitation Grant Program is an integral
part of the Neighborhood Housing Services (NHS) program and the
Enterprise Zone (EZ ) program. The Residential Rehabilitation
Grant Program provides financial assistance in addressing basic
health and safety code violations as well as encouraging energy
efficiency improvements with a five percent ( 5%) assistance
bonus .
The program serves to reduce the number of ongoing housing code
complaints while improving streetscape aesthetics in the city' s
neighborhoods . Further , many low income households who would
find it financially difficult to comply with housing maintenance
regulations are referred to the program by members of the Code
Administration Department.
The Elgin Residential Rehabilitation Grant Program is of
particular value to the city' s elderly homeowners . Although the
elderly comprise 10 . 5 percent of the city' s population, nearly 31
percent of program participants are elderly households . A number
of elderly residents have indicated that program participation
has been a major factor in enabling them to remain in their
homes . During the 1997 fiscal year, the program assisted in the
full or exterior rehabilitation of 152 dwelling units .
It is estimated that a budget allocation of $625 , 000 would be
required to sustain program operation throughout the 1999 program
year without revisions to program content . However , a reduced
funding level could be accommodated through several alternatives
including the following:
1 . The exterior rehabilitation element of the program has been
extremely successful accounting for approximately 35 percent
of expenditures . The exterior element of the program could
be eliminated reducing estimated funding requirements to
$405 , 000 .
2 . The program could be continued as it presently exists at any
funding level deemed appropriate. However, based on recent
experience, a funding level below $625 , 000 will likely
result in partial year program operation .

Part 2. Environmental Certification
With reference to the above Program Activity/Project,I, the undersigned officer of the recipient, certify that:
1. The recipient has fully carried out its responsibilities for environmental review,decision-making and action pertaining to the project
named above.
2. The recipient has complied with the National Environmental Policy Act of 1969,as amended,and with the environmental procedures,permit require-
ments and statutory obligations of the laws cited in 24 CFR 583.
3. The recipient has taken or will take into account the environmental criteria,standards,permit requirements and other obligations applicable to the
project or program activity under other Federal,State and Iocal laws that the recipient has the direct responsibility to comply with.
4. For UDAG projects only,the recipient has provided the State Historic Preservation Officer and the Secretary of the Interior an opportunity to act with
respect to properties which the recipient believes are affected by the project and are eligible for the National Register of Historic Places(Section
119(m),HCD Act of 1974,as amended).
5. After considering the type and degree of environmental effects identified by the environmental review completed for the proposed project described in

projects approved for 1999-2000 .

An Environmental Review Record (ERR) respecting the projects
outlined above has been completed by the City of Elgin which
documents the environmental reviews of the projects . It has
been determined that none of the projects will significantly
affect the quality of the human environment and accordingly, it
has been decided not to prepare an Environmental Impact
Statement under the National Environmental Policy Act of 1969
(PL 91-190) . This Environmental Review Record is on file at the
Elgin Planning Department, Municipal Building, 150 Dexter Court,
Elgin, Illinois and is available for public examination and
copies upon request.
All interested agencies, groups, and persons opposing this
"Finding of No Significant Impact" decision are invited to
submit written comments for consideration to the City of Elgin
Planning Department. Such written comments should be received
within fifteen days of this publication.
The City of Elgin will undertake the projects described above
with Community Development Block Grant funds . The City of Elgin
is certifying to HUD that the City of Elgin and Joyce A. Parker,
in her capacity as City Manager, consent to accept the
jurisdiction of the Federal Courts if an action is brought to
enforce responsibilities in relation to environmental reviews,
decision-making, and action; and that these responsibilities
have been satisfied. The legal effect of the certification is
that upon its approval, the City of Elgin may use the Block
Grant funds, and HUD will have satisfied its responsibilities
under the National Environmental Policy Act of 1969 .
HUD will accept an objection to its approval of the release of
funds on acceptance of the certification only if it is on one of
the following basis: (a) that the certification was not in fact
executed by the chief executive officer or other officer or
applicant approved by HUD; or (b) that the applicant' s
Environmental Review Record for the projects indicated omission
of a required decision, finding or step applicable to the
project in the environmental review process .
Objections must be prepared and submitted in accordance with the
required procedure (24 CFR Part 58) , and may be addressed to HUD
at 77 West Jackson Boulevard, Chicago, Illinois 60604-3507 .
Objections to the release of funds on the basis other than those
stated above will not be considered by HUD. No objection

INTRODUCTION
CONSOLIDATED PLAN
Every 5 years the City of Elgin develops a long range plan consisting of three sections
comprised of:
1.An Analysis of Housing and Community Development Needs
2.A Housing and Community Development Strategic Plan,and
3.A One Year Action Plan (updated annually)
The existing Consolidated Plan covers the Community Development Block Grant Program
through the year 2000.
The annual Community Development Block Grant Program represents the Action Plan section
of the overall Consolidated Plan. A summary of the Consolidated Plan (or a copy of the entire
plan) is available at the Elgin Planning Department, Elgin Municipal Building, 150 Dexter
Court,Elgin,IL 60120.
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
In 1998,the City of Elgin received a total of$984,000 in Community Development Block Grant
(CDBG) funds from the U.S. Department of Housing and Urban Development. For the 1999-
2000 CDBG Program Year the City estimates that the community will receive $950,000 in
funding through the CDBG program.
For cities having a population of 50,000 or more persons, CDBG funds are distributed by the
federal government through an automatic "entitlement" formula based upon local statistical
needs. This means that the federal governmental estimates the relative local need for CDBG
funding. A community may accept or reject CDBG funds, however, funds are set aside for
each qualifying community. Nationwide,over 1,100 local political jurisdictions are eligible for
CDBG entitlement funds. CDBG funds are allocated annually and may be spent in a variety
of ways based on local priorities and CDBG regulations.
Citizen participation is vital to the development and implementation of any plan or program.
The City of Elgin recognizes the importance of citizen input, encourages the participation of
all the city's residents and has established procedures for citizen participation in the
development of the CDBG Program.

The purpose of the Citizen Participation Plan is to provide a means and opportunity for
citizens, organizations and other interested parties to participate in the planning for the
upcoming CDBG Program Year. Additionally, citizens are offered the opportunity to
comment on past CDBG Programs and projects. The CDBG hearings and meetings are open
to all interested individuals and organizations. CDBG hearing and meetings dates and times
are contained in this document (Reference the public hearing schedule on page 9).
Additionally, hearing and meeting dates and times will be published in the local paper. Copies
of this document will be distributed by direct mailing, as well as being available in the
Planning Department and Gail Borden Public Library.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
PRIMARY OBJECTIVE
The primary objective of the Community Development Block Grant Program is:
"the development of viable urban communities,by providing decent housing
and a suitable living environment and expanding economic opportunities,
principally for persons of low and moderate income."
Consistent with the primary objective, not less than 70 percent of CDBG funds shall be used
for activities that benefit persons of low and moderate income and no more than 30 percent of
CDBG funds may be used for activities eliminating blight or blighting influences.
ELIGIBLE ACTIVITIES
The types of projects which may be eligible for funding under the Community Development
Block Grant program include the following:
1. Acquisition. Acquisition in whole or in part, by purchase, long-term lease, donation or
otherwise of real property for any public purpose subject to certain limitations.
2, Disposition. Disposition through sale, lease, donation, or otherwise, of any real property
acquired with CDBG funds or its retention for public purposes, provided that the proceeds
from any such disposition shall be program income to the CDBG program.
3.Public Facilities and Improvements. Acquisition,construction,reconstruction,rehabilitation
or installation of public facilities and improvements (including design features and
improvements which promote energy efficiency and enhance the aesthetic quality of public
facilities). Buildings for the general conduct of government cannot be assisted with CDBG
funds except for the removal of architectural barriers.
4. Clearance. Clearance, demolition and removal of buildings and improvements, including
the movement of structures to other sites.
5. Public Services. Provision of public services including but not limited to those concerned
with employment, crime prevention, child care, health, drug abuse, education, fair housing
counseling, energy conservation, welfare, homebuyer downpayment assistance or recreational
needs. A public service must be either a new service or a quantifiable increase in the level of
an existing service above that which has been provided by or on behalf of the unit of general

local government (through funds raised by the unit or received by the unit from the State in
which it is located) in the 12 calendar months before the submission of the action plan. The
amount of CDBG funds used for public services shall not exceed 15 percent of each grant.
6. Interim Assistance. Assistance to alleviate emergency conditions threatening the public
health and safety requiring immediate resolution.
7. Payment of non-Federal Share. Payment of the non-Federal share required in connection
with a Federal grant-in-aid program undertaken as part of CDBG activities, provided, that
such payment shall be limited to activities otherwise eligible for the CDBG funding.
8. Relocation. Relocation payments and other assistance for permanently and temporarily
relocated individual families,businesses,nonprofit organizations,and farm operations.
9. Loss of Rental Income. Payments to housing owners for losses of rental income incurred
in holding,for temporary periods,housing units to be used for the relocation of individuals and
families displaced by program activities assisted under this part.
10. Housing Services. Housing services, such as housing counseling in connection with tenant
based rental assistance and affordable housing projects assisted under the National Affordable
Housing Act,energy auditing, preparation of work specifications, loan processing inspections,
tenant selection, management of tenant based rental assistance, and other services related to
assisting owners, tenants, contractors and other entities participating in housing activities
under the National Affordable Housing Act.
11. Privately Owned Utilities. CDBG funds may be used to acquire, construct, reconstruct,
rehabilitate, or install the distribution lines and facilities of privately owned utilities,including
the placing underground of new or existing distribution facilities and lines.
12. Construction of Housing. CDBG funds may be used for the construction of housing
assisted under section 17 of the United States Housing Act of 1937(Rental Rehabilitation
Program).
13. Microenterprise Assistanc . CDBG funds may be used to provide assistance to facilitate
economic development by providing credit for,technical assistance to and general support for
the establishment,stabilization and expansion of microenterprises,
14. Technical Assistance, Provision of technical assistance to public and nonprofit entities to
increase the capacity of such entities to carry out eligible neighborhood revitalization or
economic development activities.
15. Assistance to Institutions of Higher Education. Provision of assistance to institutions of
higher education when it is determined that such an institution has demonstrated a capacity
to carry out eligible CDBG activities.

16. Rehabilitation and Preservation Activities;
a. Rehabilitation assistance for privately owned buildings and improvements for
residential purposes, low-income public housing, publicly or privately owned
commercial or industrial buildings(if privately owned,funding is limited to the exterior
and code violations), nonprofit-owned nonresidential buildings and manufactured
housing.
b. Types of assistance. CDBG funds may be used to finance the preceding types of
rehabilitation activities through grants, loan guarantees, and interest supplements for
the buildings and improvements listed except for the limitation on commercial and
industrial buildings. Additional assistance may be provided by the acquisition of tools
to be lent to owners and tenants to carry out rehabilitation activities, by the provision
of rehabilitation services such as counseling, energy auditing, preparation of work
specifications, inspections and loan processing and improvements designed to remove
architectural barriers.
c. Code Enforcement. Costs incurred for inspection for code violations and
enforcement of codes in deteriorating or deteriorated areas when such enforcement
together with public or private improvements, rehabilitation or services to be provided
may be expected to arrest the decline of the area.
d.Historic Preservation. CDBG funds may be used for the rehabilitation, preservation
or restoration of historic properties whether publicly or privately owned.
e. Renovation of closed buildings. CDBG funds may be used to renovate closed
buildings, such as closed school buildings, for use as an eligible public facility or to
rehabilitate such buildings for housing.
f. Lead-based Paint Hazard Evaluation and Reduction. Lead-based paint hazard
evaluation and reduction pursuant to the Residential Lead-Based Paint Hazard
Reduction Act of 1992.
17. Special Economic Development Activities. CDBG funds may be used for special economic
development activities if it is ensured that the appropriate level of public benefit will be derived
pursuant to Guidelines For Evaluating and Selecting Economic Development.Projects prior
to obligating funds. Special economic development activities include the acquisition,
construction, reconstruction, rehabilitation or installation of commercial or industrial
buildings, structures and other real property improvements; the provision of assistance
through grants, loans, loan guarantees,interest supplements,technical assistance. In selecting
businesses to assist the recipient shall minimize the displacement of existing businesses and jobs
in neighborhoods'.

18. Special Activities by Community Based Development Organizations. CDBG funds may be
provided as grants or loans to any CBDO qualified to carry out a neighborhood revitalization,
community economic development or energy conservation project.
19. Planning Activities. CDBG funds may be provided for eligible planning, urban
environmental design and policy-planning-management-capacity building activities such as
comprehensive plans, community development plans, housing plans, land use/environmental
design plans, economic plans, open space and recreation plans, neighborhood plans, capital
improvement plans, environmental studies, historic preservation studies and analysis of
impediments to fair housing choice.
20.Program Administration. Payment of reasonable administrative costs and carrying charges
related to the planning and execution of community developments activities assisted in whole
or in part with CDBG funds. Costs may include general management, oversight and
coordination, public information, fair housing activities, submission of applications for federal
programs and costs for facilitating housing.
LOCAL FUNDING POLICY FOR 1999-2000 CDBG PROGRAM
The Elgin City Council has established a local policy giving priority for Community
Development Block Grant funding to capital improvement projects with a minimum cost of
$25,000.

PUBLIC HEARING AND REVIEW SCHEDULE
FIRST PUBLIC HEARING
The purposes of the first public hearing held by the Elgin City Council are:
1. To review the purpose of the Community Development Block Grant Program,
the projected funding level,the project eligibility criteria and related policies.
2. To hear comments from citizens on housing and community needs.
3. To hear citizen comments on past and present CDBG funded projects and
project performance.
4. To hear proposals for projects to be considered for funding for the 1999-2000
CDBG Program.
Proposals for projects submitted after the first public hearing will not be considered for
funding for the 1999-2000 CDBG Program.
Time: 6:30 P.M. Day: Wednesday Date: January 6, 1999

AU project proposals will be reviewed by City Staff for CDBG funding eligibility. Project
reviews will be mailed to each applicant with the agenda for the first City Council
Worksession.
CITY COUNCIL WORKSESSIONS
During the worksessions the City Council will review the CDBG budget, consider comments
from the first public hearing and select proposed projects for the 1999-2000 CDBG Program.
Two worksessions are scheduled for City Council consideration and selection of proposed
projects and funding levels. During the worksessions public input is generally limited to
responses to questions asked by City Council members.

ACTION PLAN REVIEW
After the City Council selects the projects proposed for funding for the 1999-2000 CDBG
Program, the proposed projects will be published in the Courier Newspaper. A 30 day citizen
review period will take place on or around February 22, 1999 to March 23, 1999. The
proposed projects annual action plan will be available at the Elgin Planning Department, 150
Dexter Court,Elgin,IL.
FINAL PUBLIC HEARING
The purposes of the final public hearing held by the Elgin City Council are:
1. To hear and to consider any comments from citizens regarding the proposed
projects for the 1999-2000 CDBG Program.
2. To act on any changes to the proposed projects.
3. To adopt a resolution authorizing the submission of the annual action plan to the
Department of Housing and Urban Development.

All written comments received regarding the CDBG Program will be kept on file for public
examination during regular working hours in the Planning Department. Written responses
will be made to any written question or complaint within 15 days of receipt. All pertinent
information, records and regulations concerning Community Development grants will be
available for public inspection.

in developing a project proposal for consideration for CDBG funding. Information regarding
the Community Development Block Grant Program, the Consolidated Plan and past and
present CDBG funded projects may be obtained by contacting the Planning Department, City

The City of Elgin is subject to the requirements of the Americans with Disabilities Act of 1990.

SUBSTANTIAL AMENDMENT
A substantial amendment to the Community Development Block Grant Program occurs when
one or more of the following actions take place:
1. a new activity or project is added to the CDBG program year;
2. a previously funded activity or project is cancelled;
3. the purpose(scope)of a previously funded project is substantially changed; or
4. the funding for an activity or project is changed by$25,000 or 25% of total activity
funding,whichever is greater.
A substantial amendment to the CDBG program requires a 30 day public notice of the
proposed action(s),followed by a public hearing and final action by the Elgin City Council.
RELEASE OF FUNDS AND PROJECT INITIATION
The CDBG program year begins on June 1, 1999. However,release of CDBG funds by the
federal government typically occur during the month of July. Please be advised that
project initiation of selected programs or projects can not begin until CDBG funds have
been released.

PROPOSED PROJECT INFORMATION AND FORMS
REQUESTED INFORMATION
Proposals for funding under the 1999-2000 Community Development Block Grant Program
should include the following information.
1. Statement of Purpose. A written statement describing the type of project being proposed
and the need for the proposed project. Indicate if the proposed project will benefit low and
moderate income persons.
2. Cost Estimate. Provide an estimate of the cost of the proposed project and the method used
in preparing the cost estimate.
3. Plans and specifications. Plans and specifications for construction, rehabilitation and
equipment should be provided if available.
4. Other Funding Sources. Provide potential sources of additional funding for the proposed
project or other sources of funding sought (if any) for the proposed project. If other fund
sources will be used specify the amount of funds, source of funds and when the funds will be
available.
5. Other Information. Provide other information as necessary to understand the proposed
project (photographs, drawings, site plans, letters of support, project background, etc.). No
videos,slides or recordings will be accepted.
6. Organizations - Additional Requirements. Provide a summary of the purposes of the
organization, the by-laws of the organization, the names of the Board of Directors, proof of
incorporation, and a letter from the Board of Directors authorizing the submission of the
proposed project(s). If the preceding material has been submitted in the last three years and
has not changed(except for the authorizing letter)do not resubmit.
The Planning Department staff is available to answer questions, to review your proposed
project and to provide other technical assistance to help you submit a proposed project. Please

60120. IF PROPOSED PROJECTS ARE SUBMITTED BY 5 P.M.ON DECEMBER 23, 1998

SUBJECT: Community Development Block Grant
Public Hearing Process for 1999-2000
PURPOSE
The purpose of this memorandum is to set the schedule of
hearing dates for the 1999-2000 Community Development Block
Grant (CDBG) Program and to establish CDBG funding policies .
BACKGROUND
Each year, the City Council selects the public hearing and
work session dates for the CDBG program. The general time
rft. frame for the hearing and work session dates are the result of
timing associated with the integration of the Consolidated
Plan update, the development of the annual plan, a required
30-day public review and comment period, and the submission of
the plans and CDBG application 45 days prior to May 31, 1999 .
The schedule includes two work sessions to allow the Mayor and
City Council time to review, discuss and select proposals and
to finalize the CDBG budget .
The following are a range of dates that have been selected to
allow CDBG proposal submitters adequate time to propose
projects, avoid conflicts with regularly scheduled City
Council meetings, provide timely information to the Mayor and
City Council members, meet the required length of time for
public review and comment, and to submit the application to
the federal De artment of Housing and Urban Development (HUD) .
1 . January , 1999 (6 : 30 P.M. , Tuesday) - First Public
Hearing to discuss the purpose of the Consolidated Plan,
to solicit input from citizens on community needs, to
hear comments on past and present CDBG projects and
performance, and to accept and hear proposals for
projects to be funded with 1999 CDBG funds .
Alternate Dates : January 6 (Wednesday) or January 7

2 . February 2, 1999 (6 : 30 P.M. , Tuesday) - First Special
City Council Work session to review the CDBG budget and
to review and discuss projects for the 1999 CDBG Program.
Alternate Dates : February 3 (Wednesday) or February 4
(Thursday) .
3 . February 15, 1999 (6 : 30 P.M. , Monday) - Second Special
City Council work session to finalize the CDBG budget and
to select projects for the 1999-2000 CDBG Program. All
projects proposed for funding must be included in the
Annual Plan in the form of project location maps, narra-
tive project descriptions, and CDBG regulatory cites; as
well as comparison of projects to the priorities con-
tained in the Consolidated Plan. After this meeting, the
Annual Plan and the proposed 1999 projects will be
subject to a 30-day public review and comment period
beginning February 22, 1999 through March 23 , 1999 .
Alternate Dates : February 16 (Tuesday) or February 17
(Wednesday) .
4 . March 24 , 1999 (7 : 30 P.M. , Wednesday) - Final Public
Hearing. City Council action on projects proposed for
1999-2000 CDBG funding and resolution authorizing the
submission of the Annual Plan to HUD.
This is a regularly scheduled City Council meeting date .
There are no alternate dates since the application for
CDBG funding must be submitted on or before April 15,
1999 .
In addition to selecting the 1999 CDBG hearing dates, the City
Council has in the past established the following CDBG funding
policy:
"The Elgin City Council has established a policy giving
priority to capital improvement projects with a minimum
cost of $25, 000 . "
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
As part of the• CDBG hearing process, individuals and organiza-
tions will be notified, provided with a Citizen Participation
Plan which explains each hearing or meeting and its purpose,
and be offered technical assistance in preparing applications
for CDBG funding. It is anticipated that the Citizen Partici-
pation Plan and public notices will be distributed at the end
of October 1998 .

1& FINANCIAL IMPACT
JIn 1998 , the City received $984 , 000 in CDBG grant funds . An
estimate of $950 , 000 has been made for 1999 . This estimate
reflects that no additional federal dollars have been added to
the program. The City should be notified in December or
January of the actual allocation of funding.

None .
ALTERNATIVES
Alternate public hearing and work session dates have been
provided.
RECOMMENDATION
It is recommended that the City Council set the hearing and
work session dates for the 1999-2000 CDBG Program and continue
with existing policy giving priority to Capital improvement
projects with a minimum cost $25, 000 .
