Parker, City Manager, be and is hereby authorized and directed to apply on behalf of the City of Elgin for funding of the Summit Street Sidewalks Project. BE IT FURTHER RESOLVED that in the event of approval of such funding that the City of Elgin hereby commits to funding in 1999 or budgeting in 2000 the City of Elgin share of the cost of the Summit Street Sidewalks Project currently estimated to be in the amount of $224 , 000 . Parker, City Manager SUBJECT: Grant Application for Federal Funding for the Summit Street Sidewalk Project PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider authorizing staff to pursue federal funding for the Summit Street sidewalk project by setting aside the City' s share . BACKGROUND In 1994 , the City completed the engineering of the Summit Street sidewalk project . The construction of this project has eft' not yet been budgeted but has been placed on the short list of "Important but not Funded" for the last three budgets . In February 1999, the Council of Mayors sent out a "Call for Projects" notice requesting its member communities to submit ready projects for possible federal funding under the Enhance- ment Program. To be eligible, and increase chances for approval, projects identified should be planned and ready to construct . Plans for the Summit Street sidewalk project were completed in 1995 . There are other important projects in the City, however, none are in this state of readiness . Staff contacted the engineering firm that prepared the speci- fications and plans for this sidewalk project and requested that they complete the application on the City' s behalf . The application requires the agency sponsoring the project, the City of Elgin, to provide written assurance . The City will have to commit to commencing the project within a reasonable time period following the federal approval of the application. Although not specifically stated on the application form, a reasonable time frame is considered to be six months to one year. Because this project is not currently budgeted, the City must commit to funding its share either in 1999 or in the 2000 budget process . A copy of the application is attached for your consideration. The Enhancement Program would reimburse the City $440, 000, therefore, leaving a funding commitment in 1999 or 2000 for the remaining $224 , 000 . The project could be funded via savings from the 1999 street projects as several projects have been bid under the project budgets . The cost of preparing the application was $556 . 50, which will be charged against the General fund, Engineering and Architec- tural, account number 010-3311-752 . 30-03 . wLEGAL IMPACT None . Project will provide safe access to those segments or the community that cannot access private automobiles. Project will provide a linkage between public transportation service (Bus) and intended destinations. 5. Does your project have adverse benefits? If yes,explain. Through connections to the existing city sidewalk system, a high level of accessibility and connectivity will be provided. 7. Explain your maintenance plan for your project. The City of Elgin currently maintains an extensive network of sidewalks.
