RESOLUTION
ACCEPTING THE PROPOSAL OF AIR ONE EQUIPMENT, INC.
FOR SELF-CONTAINED BREATHING APPARATUS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that pursuant to Elgin Municipal Code Section
5 .02 . 020B(6 ) the City Council hereby finds that an exception to
the requirements of the procurement ordinance is necessary and
in the best interests of the city; and
BE IT FURTHER RESOLVED, that Joyce A. Parker, City
Manager, be and is hereby authorized and directed to accept the
proposal on behalf of the City of Elgin of Air One Equipment,
Inc. for self-contained breathing apparatus face pieces for the
fire department, a copy of which is attached hereto and made a
part hereof by reference.

SUBJECT: Self-contained Breathing Apparatus (SCBA)
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider an
upgrade of 110 self-contained breathing apparatus face pieces .
BACKGROUND
The Fire Department has 110 Mine Safety Association (M. S .A. )
masks and face pieces. Each face piece is made up of two
parts, the actual face piece and an electrical voice amplifi-
er. At this time, approximately 500 of all voice amplifiers
are in varying degrees of disrepair. M.S.A. offers a new face
piece with technology that allows voice amplification without
any electrical or mechanical parts . It is cost effective to
purchase new face pieces rather than to repair our current
units . This purchase will eliminate annual voice
amplification replacement costs .

Air One Equipment has submitted a price of $28 , 050 to replace
all 110 face pieces .
Dollars ($28 , 000) have been budgeted and are available in
account number 385-0000-795 . 92-00, project number 289116 .
LEGAL IMPACT
None .
ALTERNATIVES
Repair current masks at at cost of $23 , 100 and budget this
amount annually for voice amplifier replacement .

RECOMMENDATION
It is recommended that the City Council authorize the award of
the replacement of 110 face pieces at a cost of $28 , 050 to
Air One Equipment of Schaumburg, the sole authorized supplier
of M. S .A. Equipment in Northern Illinois .
