BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Kevin Kelly, Mayor, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Service Agreement on behalf of the City of Elgin with Senior Services Associates, Inc. for programs assisting senior citizens, a copy of which is attached hereto and made a part hereof by reference. s/ Kevin Kelly Kevin Kelly, Mayor Presented: February 24, 1999 Adopted: February 24, 1999 Omnibus Vote: Yeas 6 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk SERVICE AGREEMENT THIS AGREEMENT is made and entered into on this 074 lay of P61. , 1999, by and between the SENIOR SERVICES ASSOCIATES, Ince, an Illinois not-for-profit corporation, (hereinafter referred to as the "SENIOR SERVICES") and the CITY OF ELGIN, Illinois, a municipal corporation, (hereinafter referred to as the "CITY") WHEREAS, the City has determined it to serve a beneficial public purpose to provide support for programs assisting senior citizens ; and WHEREAS, Senior Services has provided services to seniors in the community since 1973; and WHEREAS, Senior Services provides assitance to seniors throughout the community and seeks to involve seniors in community events and activities; NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the sufficiency of which is hereby acknowledged, the Parties hereto hereby agree as follows: 1. The City shall pay to Senior Services the sum Of$20,000 to be made in two equal payment. The first payment shall be made within 30 days following the execution of this agreement and the second payment before July 1, 1999. 2. Senior Services shall address all inquiries and requests made pursuant to this agreement to City's Assistant City Manager. 3. Senior Services shall apply the aforementioned $20,000 contribution to operating expenses. For purposes on this agreement, operating expenses shall include salary and benefit expenses, rent, facility maintenance expenses, meeting expenses, and expenses associated with sponsorship of comrpunity events/activities. 4. Senior Services shall continue to coordinate tle Neighbor to Neighbor program matching volunteers to seniors' needs. Senior Services shall actively promote the Neighbor to Neighbor program throughout the community including outreach to City staff and neighborhood groups. 5. Senior Services shall develop at least one intergenerational program in conjunction with the City's Parks and Recreation Department. 6. Senior Services, cooperating with the Elgin Pcplice Department, shall offer the Triad program designed to reduce the criminal victimization of senior citizens and enhance the delivery of law enforcement services to senior citizens. 7. Senior Services shall provide information and assistance to Elgin residents requiring access to City services. 8. Senior Services shall work with the City to provide Senior volunteers to assist with City and community events. 9. Senior Services shall provide a written report detailing the disbursement of the $20,000 provided for herein. This report shall be provided to the City Council by January 1, 2000 and shall include program activity. 10. Quarterly activity reports summarizing services provided shall be provided to the City Council. 11. The City shall have the right to review all accounting records related to the use of the $20,000 provided for herein upon 72 hour written notice, and at a reasonable time agreed upon by both parties hereto. 12. Senior Services shall indemnify and hold City harmless from and against any and all claims for damages, suits, causes of action Or any and all other liability which may arise out of or in connection with the perfprmance of this agreement or other operations as result of any negligent actions by, Senior Services. 13. This Agreement shall be in full force and in effect from the date of its execution through December 31, 1999. 14. This agreement shall not be construed so as to i create a partnership,joint venture, employment or other agency relationship between the parties hereto. Parker, City Manager SUBJECT: Senior Services Associates Purchase of Service Agreement PURPOSE The purpose of this memorandum is to proyide information to the Mayor and members of the City Coucil to consider a Purchase of Service Agreement with the Sem.or Services Associ- ates, Inc . for 1999 . BACKGROUND Senior Services Associates, Inc . was foun4ed in 1973 for the purpose of meeting the needs of the comm4nity' s older adult population. Senior Services provides assistance for approxi- mately 2, 500 older adults from Elgin each year. These servic- es include recreation, transportation, home delivered meals, assistance in accessing public benefits, adult day-care and in-home services . Senior Services helps tb assess the health, financial and housing needs of seniors 60 or older. As part of the 1999 Budget process, Seniox. Services requested and was granted $20; 000 from the City for program support (funded through the Riverboat Fund) . Senior Services had proposed that this support be utilized to support the follow- ing programs : - Neighbor to Neighbor - a program matching community volunteers with specified senior needs . - Triad - an educational program designed to reduce the criminal victimization of senior citizens and enhance the delivery of law enforcement services to senior citizens . - Intergenerational programming - Senior Services has proposed working jointly with ParkS and Recreation to develop intergenerational programming. - Information/communication to senior population regarding City and community services . - Volunteer recruitment for City and community needs . FINANCIAL IMPACT Funding of $20, 000 is included in the 1995 Budget in account number 275-0000-791 . 80-04 . LEGAL IMPACT None . ALTERNATIVES The City Council could approve the agreement as drafted, edit the agreement or decline to provide support to Senior Services Associates .
